The solicitation is due October 22, 2025, at 3:00 pm via electronic submission through the county's OpenGov platform. The contract term is three years with two potential one-year renewal options. Historical annual spending on courier services is approximately $60,000, though this may not indicate future spending patterns. Vendors must submit pricing as an all-inclusive unit price covering labor, insurance, equipment, materials, fuel, and travel expenses, with pricing remaining firm for the initial three-year term.

Vendors must carry comprehensive insurance coverage including Workers' Compensation at statutory Florida limits, Employer's Liability at $500,000 per occurrence, Commercial General Liability at $1,000,000 per occurrence/$2,000,000 aggregate, and Automobile Liability at $500,000 per occurrence for owned, non-owned, and hired vehicles. Additional coverage requirements include Crime/Employee Dishonesty at $25,000 per occurrence, with optional coverages for watercraft, maritime, aircraft, pollution, professional liability, valuable papers, cyber liability, and technology errors and omissions as applicable. Vendors must submit a bid bond equal to 5% of the cost proposal, and contractors receiving awards for projects exceeding $200,000 must provide Performance and Payment Bonds at 100% of the contract award amount. Collier County must be named as an additional insured on the Commercial General Liability certificate, and all subcontractors must comply with identical insurance requirements. A 30-day cancellation notice is required, and certificates of insurance must be provided within five days of award notification.
