About this file
This is a Local Vendor Preference Certification form issued by Collier County, Florida's Procurement Services Division in connection with Invitation to Bid (ITB) No. 25-8427 for Courier Services. The certification enables vendors to claim local business preference status if they meet specified criteria, including maintaining a physical business address within Collier County limits from which staff operates in an appropriately zoned area, contributing measurably to the county's economic development and well-being, and possessing a current local Business Tax Receipt issued by the Collier County Tax Collector prior to bid submission. Vendors must affirm in writing their compliance with local business requirements at the time of bid submission to be eligible for local preference consideration. The solicitation requires courier services across seven county departments, with vendors providing comprehensive daily pickup and delivery services for materials including bank deposits, interoffice envelopes, locked cash bags, and lab samples to multiple locations in Naples and Immokalee. The bid submission deadline is October 22, 2025, at 3:00 pm via electronic submission through the county's OpenGov platform, with the contract offering a three-year initial term and two potential one-year renewal options.
Vendors must submit an all-inclusive unit price covering labor, insurance, equipment, materials, fuel, and travel expenses, with pricing remaining firm for the initial three-year contract term. Historical county spending on courier services is approximately $60,000 annually, though this may not indicate future expenditure patterns. The solicitation does not specify set-aside designations for disadvantaged enterprises. Vendors must meet extensive qualification requirements including E-Verify enrollment, Workers' Compensation and Commercial General Liability insurance with specified minimum limits, Employer's Liability coverage, Automobile Liability insurance, and conflict of interest disclosures in accordance with local and state procurement regulations. The county reserves the right to award to the lowest responsive and responsible vendor representing best value and may establish primary and secondary vendors by service category. Vendors may request price increases at least 120 days prior to contract renewal, subject to procurement director approval. Misrepresentation of local preference status results in loss of local preference eligibility for up to one year, and vendors failing to substantiate certification information upon request will have their submissions deemed non-responsive.
