About this file

This is an Invitation to Bid (ITB) issued by the Collier County Board of County Commissioners Procurement Services Division for comprehensive courier services across seven county departments. The solicitation (ITB No. 25-8427) seeks vendors to provide daily pickup, transport, and delivery services for multiple county locations in Naples and Immokalee, Florida, including the Utility Billing & Customer Service, Wastewater, Solid & Hazardous Waste Management, Growth Management and Community Development, Domestic Animal Services, Parks & Recreation, and Public Transit & Neighborhood Enhancement divisions. Services encompass delivery of bank deposits, interoffice envelopes, locked cash deposit bags, lab samples in coolers, and mail materials across numerous pickup and drop-off locations. Vendors may bid on one or all seven categories, with service schedules varying by department and ranging from Monday through Friday operations to seven-day weekly service for Parks & Recreation facilities. The bid submission deadline is October 22, 2025, at 3:00 pm, with electronic submissions required through the county's OpenGov procurement portal. No pre-bid meeting is scheduled. The contract term is three years with two optional one-year renewal periods, with prices firm during the initial term and no surcharges permitted.

Pricing must be all-inclusive, covering labor, insurance, equipment, materials, fuel, and travel expenses for each location, with vendors also able to propose separate urgent request fees subject to written or verbal county approval. Historical annual spending on courier services is approximately $60,000, though this may not indicate future expenditure patterns. The county intends to award to the lowest responsive and responsible vendor(s) representing best value, with the option to establish primary and secondary vendors per category or award on a line-item basis. Vendors must comply with E-Verify enrollment, provide proof of Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability insurance with specified minimum limits, and disclose conflicts of interest. Local vendor preference is available for vendors holding a current Collier County Business Tax Receipt with a physical business address in the county. Price increase requests are permitted only at contract renewal dates, require 120 days' advance written notice with supporting documentation, and are subject to Procurement Director approval with no guarantee of acceptance. No specific set-asides for disadvantaged enterprises are indicated in the solicitation.
