About this file
This document is an Excel-based bid pricing exhibit for a state-level contract for building service and cleaning services across Washington State, specifically involving prevailing wage calculations for various county jurisdictions. The document appears to be part of a solicitation for a state contract covering cleaning services with Buena Vista Services, with guidance for bidders on how to propose markup rates for different cleaning service categories.
The contract covers three primary service categories: General Cleaning Services, Floor Cleaning Services, and Window Washing Services, with pricing determined by a formula that adds a percentage markup to the Washington State Labor & Industries prevailing wage rates. Markup percentages vary by county, ranging from 22.5% in counties like Benton, Kitsap, and Thurston to as high as 39% in King County for window washing services. Bidders are required to input their specific percentage markup for each county and service category, with the total hourly rate calculated by adding the markup percentage to the base prevailing wage. The maximum allowable hourly charge is transparently defined through a standardized formula that ensures consistent pricing methodology across different counties and service types.

Exhibit C
| Exhibit C - Bid Price | |||
| Instructions | |||
| Bidders will input their % mark-up on prevailing wage in the cells indicated for the appropriate county and category that bidder intends to submit a bid for. | |||
| The bidders rates include all costs associated with the services offered on this contract including administration, materials, supplies, overhead, travel, etc. | |||
| The total cost that may be charged on a resulting contract is determined based on the bid percentage over the Washington State Labor & Industries prevailing wage. The maximum allowable charge per hour will be determined by the following formula: | |||
| Maximum allowable charge per hour = Prevailing wage + (bid percentage X prevailing wage) | |||
| For example, if a bidder from a county that has a prevailing wage of $20.00 proposes a markup percentage rate of 50%, the bidder’s maximum allowable hourly charge will be $30.00 since the formula would be [$20 + ($20 × .50)]. | |||
