This is a Request for Information (RFI) log documenting clarifications and responses for Project 224004—FDMA Palmetto Renovation, a full facility sustainment project at the Palmetto Readiness Center in St. Johns County, Florida. The Department of Military Affairs (DMA) is soliciting sealed bids for comprehensive maintenance, repairs, and lifecycle replacement work on a 17,083-square-foot facility. Work includes mechanical equipment replacement, HVAC system upgrades, electrical outlet upgrades, plumbing fixture installation, ADA improvements, window re-caulking and tinting, interior and exterior painting, flooring replacements, and weather sealing. The project contains eight Alternate Bid Items (ABIs) addressing high-bay scope work, lighting and painting upgrades, exterior facade refinishing, stormwater collection systems, and fence installations. The architect is Renker Eich Parks Architects Inc. A non-mandatory pre-bid meeting and site visit was held on May 20, 2026, at 10:00 AM at 1107 14th Ave W, Palmetto, FL 34221. The final deadline for bidder questions was June 10, 2026, at 5:00 PM, with a revised final addendum date of June 17, 2026, at 12:00 PM. Sealed bids are due June 10, 2026, at 2:00 PM. The contract period requires substantial completion within 210 days from the notice to proceed (not including permitting time) with final completion 30 calendar days thereafter.

The estimated construction cost is $2,173,045.00, with a permit allowance of $40,000 included in base bid pricing. The contract includes liquidated damages of $310.44 per day for delays beyond the 210-day substantial completion timeline. Bid security of five percent (5%) is required in the form of a bid bond or certified check, with performance and labor and material payment bonds mandatory within ten days of contract award. Contractors must be prequalified prior to award for Level Five contracts, including submission of Florida State Contractor License, proof of an active office within 300 road miles, resumes for project management personnel, completion of at least two similar projects within five years, and MyFloridaMarketplace vendor registration. Contractors are responsible for obtaining all required building, plumbing, electrical, and system permits and associated fees, except State Fire Marshal permits which the owner obtains. The contract will be awarded to the lowest responsive and responsible bidder with no minority business enterprise (MBE) or veteran-owned set-asides specified. Work hours are limited to 7:00 AM to 4:30 PM per the AWS calendar, with the project located in a residential neighborhood subject to local noise ordinance requirements.
