About this file
This is Addendum #3 to an Invitation to Bid issued by the Florida Department of Military Affairs, Construction & Facility Management Office, for Project 224004 Palmetto Revamp. The addendum modifies the original bidding documents for a full facility sustainment project at the Palmetto Readiness Center, a 17,083-square-foot facility located in St. Johns County that requires comprehensive maintenance, repairs, and lifecycle replacement work including mechanical equipment replacement, HVAC system upgrades, electrical outlet upgrades, plumbing fixture installation, ADA improvements, window treatments, painting, flooring replacements, and weather sealing. The original Invitation to Bid was issued on May 4, 2026, with a non-mandatory pre-bid meeting and site visit scheduled for May 20, 2026, at 10:00 AM, and bidder questions accepted through May 28, 2026, at 12:00 PM. Due to state-directed closure of executive buildings on July 2, 2026, and a state holiday on July 3, 2026, the bid opening date has been rescheduled from July 2, 2026, to July 7, 2026, at 2:00 PM. Sealed bids are due by June 10, 2026, at 2:00 PM at Robert F. Ensslin National Guard Armory in St. Augustine, Florida.
The estimated construction cost for this project is $2,173,045.00, with bid security of five percent (5%) of the total bid required in the form of a bid bond or certified check. Performance and labor and material payment bonds are mandatory and must be provided within ten days of contract award. The contract will be awarded to the lowest responsive and responsible bidder. Contractors must be prequalified for Level Five contracts (bids exceeding $500,000.00) and submit proof of a Florida State Contractor License, active office within 300 road miles of the project, relevant project manager and superintendent resumes, completion of at least two similar projects within the previous five years, MyFloridaMarketplace vendor registration, and a letter of bonding capacity. Contractors must obtain all required building permits and associated fees except State Fire Marshal permits, which the owner will obtain. Proof of insurance must be provided within ten days of contract award, and contractors must comply with the Florida Building Code and State Fire Marshal regulations.
