About this file
This is Addendum Two to RFB #2202, issued by Kenosha County on November 17, 2022, for Countywide Fire Inspection services. The addendum provides clarification on inspection requirements and uploads 2022 alarm inspection reports for thirteen county facilities, including the Job Center, Admin Building, Brighton Dale Links, Courthouse, Fleet Maintenance, KCDC E Storage Building, KCDC, Kemper, Kenosha County Center, Parking Ramp, Pre-Trial Building, Public Safety Building, and Brookside. The addendum addresses vendor questions from a pre-bid meeting regarding five-year sprinkler system inspections, smoke detector cleaning procedures, elevator shaft detector testing, and detention center detector cleaning requirements.
Key clarifications include: five-year inspections should be listed in the comments field with associated costs noted for informational purposes; smoke detector cleaning must follow manufacturer recommendations with appropriate methods employed to ensure proper function; vendors may coordinate with the county's elevator company to test detectors in elevator shafts, with all associated costs included in the bid price; and vendors are responsible for providing all necessary tools, equipment, and lifts required to complete detention center detector cleanings, with no additional costs charged to the county. The addendum confirms that the county will not provide tools, equipment, ladders, or parts for vendor performance.

Pre-bid meeting questions and answers:
Questions:
Q: How do you want us to approach 5-year inspections on the sprinkler systems? We usually quote these after the annual inspection is completed on the year that the 5-year is due. Are we needing to quote these out in advance? Not all of them will come due in the next 2 years, but there a few locations that will be due.
A: Five-year inspections should be listed in the “comments” field under the
“informational purposes” column. Specify the cost is for five-year inspection and list the cost next to that statement.
Q: Smoke detector cleaning – Are you expecting us to clean each smoke detector head upon inspection? I spoke with our fire alarm manager and this is not something that is usually done and doesn’t necessarily make sense unless there is a specific reason. Our
Fire alarm manager also mentioned that we have new equipment that not only blows smoke into the detector, but also blows clean air into the head. Would this be sufficient for your needs or are you looking for us to take the head off and wipe each head down?
A: Cleaning should follow the manufacturer’s recommendations and the necessary method should be used for each detector to ensure proper function.

Q: Detectors inside Elevator Shaft – We are willing and able to do this, but we utilize your elevator company to come lock the elevator down. Is this something you are ok with? We would need to make sure your elevator company is on site while we test the detectors inside the elevator shaft.
A: Yes, this is acceptable. However, the awarded vendor will be responsible for the costs and must be included in your bid price. No additional costs may be charged to the County.
Q: The detention center does have both caged and ceiling mounted detectors. Because the bid requires cleaning of all of the detectors, a lift will be required to complete the cleanings. Will the site be providing a lift, or will that be the vendors responsibility?
A: Per Section 19 of the bid document, the vendor shall provide all tools and equipment, ladders necessary to perform the test. The County is not responsible to provide tools, equipment, ladders, or parts for the vendor.
