About this file
This is an E-Verify compliance requirement document issued by the Town of Palm Beach, Florida, establishing mandatory employment eligibility verification procedures for contractors and subcontractors. The document requires all proposers to register with the E-Verify System and electronically verify the employment eligibility of all newly hired workers beginning January 1, 2021. Proposers must ensure that all workers and subcontractors performing duties under the contract are similarly registered and compliant with E-Verify requirements. The document applies to the Seaview Park Landscaping contract, which seeks qualified contractors to maintain and enhance hedge aesthetics at Seaview Park Recreation Center. The contract term begins October 1, 2026, and runs through September 30, 2027, with four optional one-year renewal periods based on satisfactory performance and budget authorization. A non-mandatory pre-bid meeting will be held virtually via Microsoft Teams, with attendance strongly encouraged. Award will be made to the lowest responsive and responsible bidder meeting all requirements, with prices quoted valid for ninety days from bid closure.
The Town of Palm Beach reserves the right to reject any or all bids and award based on which bidder best serves the Town's interests. Subcontractors must provide affidavits confirming they do not employ, contract with, or subcontract with unauthorized aliens as defined under Florida Statutes Section 448.095(1)(k). The Town may terminate the contract with good faith belief of contractor violation of employment verification requirements, and such termination would bar the contractor from future Town contracts for one year and render the contractor liable for additional costs incurred by the Town. All documentation and affidavits must be maintained for the duration of the subcontract and any extensions thereof.
