About this file

This is a Drug Free Workplace Certification form required by the Town of Palm Beach, Florida for contractors bidding on the Seaview Park Landscaping maintenance contract. The form establishes mandatory compliance requirements for grantees and their employees engaged in the performance of the contract work. The Town requires contractors to publish workplace policies prohibiting unlawful manufacture, distribution, dispensing, possession, or use of controlled substances; establish a drug-free awareness program informing employees of abuse dangers, company policy, available counseling resources, and violation penalties; and ensure all employees receive copies of the drug policy statement. Contractors must notify employees that compliance with the drug-free workplace policy is a condition of employment and that employees must report any criminal drug statute convictions occurring in the workplace within five days. The contract term begins October 1, 2026, and runs through September 30, 2027, with four optional one-year renewal periods available based on satisfactory performance and budget authorization.

Contractors must notify the Town within ten days of receiving notice of employee drug convictions and take appropriate personnel action, up to and including termination, or require employee participation in an approved drug rehabilitation program within thirty days of notification. The Town expects contractors to maintain good faith efforts in sustaining a drug-free workplace through continued implementation of all stated requirements. The authorized agent of the bidding firm must sign and date the certification form, providing firm name, contact information, and email confirmation. Bid prices must remain valid for ninety days from the bid closing date, and award will be made to the lowest responsive and responsible bidder whose proposal meets all stated requirements and criteria.
