Offeror Response:
1.0 Method of Approach – General Overview
Surveyors Source LLC fully understands the scope and expectations of this statewide contract for Global Navigation Satellite System (GNSS) Receivers and Related Equipment. We recognize that the awarded vendor(s) must provide not only high-performance hardware, but also complete lifecycle support — including training, service, and prompt responsiveness to ensure reliable outcomes for agency users across Arizona.
This aligns directly with our strengths as an authorized Leica Geosystems distributor and factory-approved service center, backed by Leica’s full support. Our team maintains direct access to Leica’s U.S. supply chain and technical support infrastructure, enabling us to fulfill warranty services, coordinate repairs, and escalate product-related inquiries with manufacturer-level speed — all while delivering local responsiveness and in-person customer service that national manufacturers often cannot match.
As a local dealer, Surveyors Source is uniquely positioned to offer advantages over manufacturer-direct models. We provide:
Same-day or next-day equipment delivery across much of Arizona
On-site support and training tailored to each agency's workflow
Direct communication without layers of regional sales or service bureaucracy
Custom integration and product guidance with hands-on field experience
We operate from offices in both Phoenix and Tucson, ensuring statewide coverage for equipment deployment, customer service, and technical assistance. Our staff includes factory-trained professionals with decades of experience supporting GNSS deployments, Leica Captivate software, and real-world surveying and engineering applications.
Our approach emphasizes availability, accuracy, and accountability. Each agency receives tailored consultation to ensure the right Leica GNSS solution is selected for their technical and environmental needs. We coordinate delivery timelines with purchasing contacts and remain available throughout the order process to provide updates, clarify specifications, or assist with implementation.
For all products sold under this contract, we maintain end-to-end responsibility — from pre-sale consultation and shipping logistics to post-sale support and service management. This ensures a single point of accountability for Arizona agencies, supported by both our internal resources and Leica’s global network.
To further affirm this relationship, a letter of support from Leica Geosystems confirming Surveyors Source LLC’s authorization as a distributor and service center is included at the end of this document. This letter outlines Leica’s confidence in our ability to deliver GNSS solutions and serve as a responsive partner to Arizona’s public sector clients.
Also included in this document are equipment lists from leica geosystems referencing part numbers and possible configurations of kits
2.0 Offeror shall describe their processes from taking in orders for new equipment through delivery and follow up for those orders. Please include a breakdown in regards to timeline for fulfillment.
2.0 Ordering and Fulfillment Process
Once an order is received, Surveyors Source initiates a structured and proactive fulfillment process to ensure timely delivery and a smooth implementation experience for the agency. In general, equipment is received at our Phoenix location within 5–10 business days from Leica Geosystems. Upon arrival, the equipment is inventoried and inspected for accuracy and completeness.
For any equipment requiring calibration or configuration prior to delivery, our team performs these steps in-house using manufacturer guidelines and software tools. We coordinate directly with the ordering agency to confirm delivery preferences, site-specific access details, and any required support during installation or training.
All deliveries are scheduled and executed with direct oversight from our team. Our staff is available to assist with product setup, including firmware checks, software installation, and hardware configuration. This ensures that agency field personnel can begin using the equipment immediately and with confidence.
Following delivery, Surveyors Source follows up with agency contacts to confirm satisfaction, answer follow-up questions, and provide technical assistance if needed. We view post-sale follow-through as a core component of our customer service approach and maintain communication throughout the warranty and support lifecycle.
Our goal is to ensure every transaction results in a complete and successful implementation, supported by responsive communication and long-term equipment performance.
3.0 Offeror shall completely describe your equipment maintenance program including procedures and time lines.
Please clarify if your company provides the maintenance in house or if your company contracts out maintenance.
3.0 Warranty and Support Services
Surveyors Source performs all service, maintenance, and warranty support in-house at our Phoenix location.
Our service team includes factory-trained technicians who specialize in Leica GNSS receivers, data collectors, and related field instruments.
When a product is returned for service or warranty repair, it is checked into our repair tracking system. This software logs each piece of equipment by serial number, records service history, and ensures full traceability of all maintenance actions. This tracking capability allows us to maintain detailed service records and quickly reference a unit's complete history.
Repairs are generally evaluated within two business days of arriving at our facility. If the service request was scheduled in advance using our online or internal service calendar, the item is prioritized and evaluated on the scheduled date. This ensures rapid diagnostics and minimizes downtime for agency users.
We follow manufacturer-approved procedures for diagnostics, calibration, firmware updates, and hardware servicing. If a warranty claim is required, we work directly with Leica Geosystems to ensure repairs or replacements are expedited and documented properly.
Surveyors Source maintains a stock of common parts and accessories to minimize turnaround times and offers loaner equipment where applicable to prevent downtime. All service requests are managed with responsiveness, and agencies are kept informed of repair status through direct communication with our service department.
All of this equipment is calibrated to standardized ISO 9001 / ISO 14001 specifications This in-house service capability ensures agencies receive faster resolution times, fewer equipment disruptions, and full accountability from a single point of contact.
4.0 Offeror shall discuss if they offer rental programs for half-day, full day, 3-day and weekly rates. Please include complete program structure and attach and clearly mark any contract document that may require signature to use this program. Please disclose all third parties and their roles.
4.0 Equipment Rental Program
Surveyors Source offers a flexible GNSS equipment rental program to support temporary needs, project-specific deployments, and equipment replacement during servicing. Our rental terms are available in durations of one day, one week, or one month, depending on the agency's needs.
If the requested rental equipment is not available in our local inventory, we coordinate directly with Leica Geosystems to source the required unit. This ensures that agencies receive the correct product configuration with minimal delay, even during periods of high demand or equipment shortage.
All rental equipment is inspected, updated, and calibrated prior to delivery. Our team provides the same level of technical support for rental units as for purchased equipment, including setup assistance and operational guidance as needed.
As a customer service benefit, we offer rental equipment at half price for agencies who are renting in place of equipment that is currently undergoing service or repair through our facility. This ensures that customers experience minimal disruption and have access to cost-effective alternatives while their units are being evaluated or repaired.
This rental program provides flexibility, cost-efficiency, and continuity of operations for agency users throughout Arizona.
5.0 Offeror shall discuss if they offer a lease program for 1 year, 2 year and 3 year periods. Please include complete program structure and attach and clearly mark any contract document that may require signature to use this program. Please disclose all third parties and their roles.
See 5.0 Leasing Options Surveyors Source offers equipment leasing through a strategic partnership with GreatAmerica Financial Services. GreatAmerica provides flexible financing options that can be tailored to fit the unique needs of each agency. Lease terms are available in fixed periods of 12 months (1 year), 24 months (2 years), and 36 months (3 years), with custom structures available upon request.
We work directly with GreatAmerica to ensure fast turnaround on lease approvals and to develop customized programs that align with our clients' operational timelines and funding cycles. This allows agencies to obtain critical GNSS equipment without the burden of large upfront capital expenditures, while maintaining full support and service through Surveyors Source.
Agencies interested in leasing will be provided with a dedicated quote and application support to ensure a smooth and transparent process from start to finish.
6.0 Offeror shall describe if GPS Units are typically in-stock, meaning in possession of your company or does your company order them from the manufacturer at the time that the State requests them?

New equipment is sourced directly from Leica Geosystems or authorized OEM partners and includes full factory warranty.
Demo equipment includes lightly used units typically offered at approximately 20% off MSRP. These units are fully tested and often carry a limited warranty.
Remanufactured equipment is restored to factory standards and typically offered at 25% off MSRP.
Units undergo rigorous testing and may carry manufacturer-backed warranties.
Refurbished equipment is serviced and inspected by Surveyors Source or authorized third parties and is typically offered at approximately 40% off MSRP.

Question 9: Offeror shall describe both their company’s Warranty on equipment and services and company’s role in the process for passing through manufacturer’s warranty, length of warranties and what your company offers over and above manufacturer’s warranty. Please include what the offering is in regards to free loaner program while equipment is be serviced or repaired while under warranty.
9.0 Loaner Equipment and Warranty Coverage

This ensures minimal disruption to field operations while the original unit is being evaluated or serviced. Loaner units are configured to meet the same performance specifications and are available at no additional cost during the warranty period.
Leica Geosystems' standard manufacturer warranty is one (1) year from the date of delivery. Extended warranty options are available for selected products and can be quoted at the time of sale based on agency preferences and product lifecycle needs. Surveyors Source assists clients in registering warranty coverage and managing support throughout the warranty term.
Question 10: Offeror shall describe their program for repairs on equipment that is no longer covered under the manufacturer’s warranty. Does your company offer parts that are a more generic brand that will be of better value to the State?

This commitment to quality parts and fair replacement practices ensures agencies remain operational with minimal interruption and maximum equipment reliability.

Surveyors Source offers a fully flexible training program tailored to meet the unique needs, schedules, and technical experience levels of each agency. We work directly with end users to ensure that training sessions— whether remote or in-person—are delivered at the right time, pace, and depth required.
This flexibility allows us to support first-time users, experienced professionals, and evolving staff requirements with confidence and consistency. Training can be performed at agency locations, project sites, or virtually, and is always backed by direct access to our technical support team.
Question 12: Offeror shall describe any type of disclosure that will be provided to the State or any Eligible Agency or Co-Op member, at the time of purchase under this resulting contract, regarding equipment that will be replaced and/or no longer supported within two years of purchase. Please include a description of any trade-in/upgrade opportunities (to newer, supported models) that will be offered under this scenario.
12.0 End-of-Life and Trade-in Program Support
Leica Geosystems provides a minimum of five (5) years of parts availability and technical support after a product is designated end-of-life. Surveyors Source honors this support structure by continuing to service legacy products for as long as parts are available.
Additionally, we offer custom trade-in and upgrade programs tailored to each agency’s evolving needs.
Whether modernizing aging fleets, standardizing platforms, or transitioning to newer GNSS technologies, we work directly with agencies to maximize value and continuity during the upgrade process.
