The company emphasizes a consultative sales process, in-house equipment preparation and testing, on-site training, and ongoing technical support at no charge for purchased hardware and software. Branco maintains in-house inventory of commonly requested Topcon GNSS units with a 5-7 business day lead time for out-of-stock items ordered from the manufacturer. The company offers rental programs for half-day, full-day, weekly, and monthly periods; lease-to-purchase programs through third-party leasing partners including Balboa Capital with terms of 12, 24, 36, 48, and 60 months; refurbished and demo equipment at 10-25% discounts from manufacturer list price; and repair services through its Topcon-certified repair center with no-charge service loaners during warranty periods. Branco accepts purchase orders via email, provides phone, email, and remote technical support during business hours (7:00 a.m. to 4:00 p.m.), and facilitates manufacturer warranty claims for Topcon products with factory warranties typically ranging from one to two years. Global Navigation Satellite System (GNSS) Receivers and Related Equipment Arizona Department of Administration State Procurement Office

Attachment 11 – Method of Approach

The Offeror shall provide a narrative response to each section that demonstrates their understanding of the Scope of Work requirements and describes the company’s overall method of approach for providing the Service(s) stated in this Solicitation. If there is a section that is not applicable to the Services required by the Scope of Work, you may mark it “N/A”.

Offeror shall provide a response either after each section or in a separate document entitled: “Attachment - Method of Approach.” If a separate document is used, please clearly designate each section and double-check to ensure that each question has been answered. If any information provided is considered CONFIDENTIAL by Offeror, the information must be specifically included in the Confidential Information Designation Attachment and related documentation to be assessed for confidential treatment under A.A.C. R2-7-103.

1.0 Offeror shall provide an Executive Summary of at least one (1) page in length, which provides an overview of the Offeror’s method of approach regarding the provision of products as required by this solicitation.

Offeror Response:

With a strong foundation as a leading provider of Topcon GNSS (Global Navigation Satellite System) hardware and software, Branco offers a comprehensive, full-service approach designed to meet the diverse and evolving needs of state government agencies and cooperative purchasing partners.

Our method of approach is centered around four key service components: consultative sales, product preparation and delivery, training and technical support, and ongoing service and repair. This approach ensures that each customer receives not only the best-fitting solution for their operational requirements but also continued support throughout the product lifecycle.

Consultative Sales Process Pre-sale, our team works closely with the purchasing agency or cooperative member to identify specific operational needs. We do not follow a one-size-fits-all model. Instead, we propose the most appropriate Topcon hardware and software packages tailored to those identified needs, ensuring each solution is aligned with both functionality requirements and budget considerations.

Product Preparation and Delivery Upon receipt of products, Branco thoroughly “preps” and tests all equipment in-house to verify operational readiness. This includes firmware updates, configuration, and performance testing. Once verified, we coordinate with the customer to schedule delivery at their convenience. Our goal is to ensure that every piece of equipment arrives fully functional.

On-Site Training and Technical Support Branco provides on-site training at the time of delivery or at a later date, based on customer preference. This training is conducted by experienced personnel to ensure customers are confident in operating their new systems. In addition, Branco offers no-charge technical support for all hardware and field software purchased from us. This includes phone, email, and remote support to resolve questions quickly and efficiently. For complex issues, Branco has direct access to Topcon’s Professional Services Team.

Ongoing Service, Repairs, and Loaners As a Topcon-certified repair center, Branco’s corporate facility provides full repair and service for all supported Topcon GNSS hardware and accessories. When equipment servicing is required, Branco offers no-charge service loaners to minimize disruption to the customer’s operations.

In summary, Branco’s method of approach emphasizes quality, accountability, and customer satisfaction. Our combination of experienced staff, certified service capabilities, and end-to-end support ensures a high-value, low-risk procurement for any agency or cooperative member engaging our services under this solicitation. We are committed to delivering excellence at every stage—from pre-sales consultation to long-term support—and we look forward to the opportunity to serve the State of Arizona and its cooperative partners.

2.0 Offeror shall describe their processes from taking in orders for new equipment through delivery and follow up for those orders. Please include a breakdown in regards to timeline for fulfillment.

Offeror Response:

Branco follows a well-established and efficient order fulfillment process designed to ensure accurate, timely delivery of Topcon GNSS hardware and software solutions.

Prior to any order placement, Branco consults directly with the state agency or cooperative member to assess specific operational needs. Our team works closely with the customer to determine the correct Topcon GNSS hardware and software configuration that aligns with their technical requirements, intended use, and budget.

Upon receipt of the customer’s Purchase Order (PO), Branco enters the order into our system. Inventory is immediately checked against our in-house stock of Topcon GNSS products and accessories. If the items are in stock they are reserved, and the order moves directly to the preparation stage. If the items are out-of-stock Branco places an order with Topcon, the items are typically received within 5–7 business days.

All equipment undergoes preparation and testing at Branco’s facility. This includes; Hardware inspection, Firmware/software updates, Functional testing and Packaging verification.

Branco ensures that every unit is fully operational and configured according to the customer's requirements before delivery is scheduled. After successful testing, Branco contacts the customer to coordinate delivery based on their preferred schedule.

Branco offers on-site training either at the time of delivery or post-delivery, depending on customer preference. Training is conducted by an experienced team member to ensure users are confident and proficient in using the equipment. No-charge technical support, for all hardware and software purchased through Branco, is provided. After delivery, Branco maintains ongoing communication to ensure product performance and customer satisfaction.

3.0 Offeror shall completely describe your equipment maintenance program including procedures and time lines. Please clarify if your company provides the maintenance in house or if your company contracts out maintenance.

Topcon GNSS receivers do not require routine physical maintenance. The only regular maintenance activity involves keeping the receiver firmware up to date. Firmware updates are essential for ensuring optimal functionality and compatibility with emerging technologies. Topcon provides all firmware updates free of charge for the life of the equipment. Updates are made available through Topcon’s official support channels, and users can apply them directly using Topcon software tools. These tools guide users through a simple and user-friendly update process that does not require specialized technical skills. Topcon releases firmware updates periodically, typically in response to performance enhancements or evolving industry standards. While there is no fixed timeline for updates, Topcon and Branco will notify users when new firmware becomes available.

Topcon provides a flexible and comprehensive software maintenance program to support the continued performance and compatibility of its office and field software solutions. The program is designed to accommodate varying customer needs through two licensing models: subscription and perpetual.

Topcon’s subscription-based software licenses are available in 12-month and 36-month terms. All software maintenance (upgrades/updates) is included at no additional cost for the duration of the subscription term. This ensures that users always have access to the latest features and compatibility improvements. The perpetual licenses include one (1) year of software maintenance (upgrades/updates) from the date of purchase. After the initial year, users may choose to renew software maintenance annually to maintain access to updates and technical improvements. Topcon releases software upgrades/updates periodically throughout the year. These upgrades/updates are made available via Topcon’s official support platforms, and users are notified when updates are released. The installation process is user-driven and supported through clear documentation and, if needed, technical assistance from Branco’s support team. All maintenance and firmware is provided by Topcon.

4.0 Offeror shall discuss if they offer rental programs for half-day, full day, 3-day and weekly rates. Please include complete program structure and attach and clearly mark any contract document that may require signature to use this program. Please disclose all third parties and their roles.

Branco is pleased to offer a flexible and customer-oriented rental program for Topcon GNSS base and rover “bundles” and GNSS rover-only “bundles” to support the temporary equipment needs of our customers. These bundles are fully equipped with all the required components and accessories to ensure immediate, out-of-the-box functionality in the field.

Branco offers the following rental durations to accommodate various project timelines:

· Half-Day Rental

· Full-Day Rental

· Weekly Rental (7 consecutive calendar days)

· Monthly Rental (30 consecutive calendar days)

For complete pricing, please refer to Attachment 12_Pricing Document_Short Term Rental on Equipement. All rental units are tested and updated with the latest firmware and software prior to each rental period. Accessories and supporting gear are inspected and replaced as needed to ensure safe and efficient field use. Equipment may be picked up at Branco’s facility or shipped directly to the customer’s location. Basic operational training is available at the time of rental or via remote support. Technical support is available at no charge during the rental period.

To initiate a rental, customers are required to sign a work order. The work order will include the rental term, applicable rental rates and itemized list of the rented items. Branco does not engage third-party providers for the rental or servicing of GNSS equipment. All rental inventory is owned, managed, and serviced exclusively by Branco.

5.0 Offeror shall discuss if they offer a lease program for 1 year, 2 year and 3 year periods. Please include complete program structure and attach and clearly mark any contract document that may require signature to use this program. Please disclose all third parties and their roles.

Branco, in partnership with third-party leasing companies, offers flexible Lease-to-Purchase programs. The available lease terms are 12, 24, 36, 48 and 60 months. Each lease term includes a purchase option ($1.00 End-of-Term Buyout or Fair Market Value Buyout) at the conclusion of the lease period.

Lease applicants are required to complete a credit application through our leasing partners. One of our primary leasing partners is Balboa Capital, a nationally recognized equipment financing provider. Customers would complete and submit the Balboa Credit Application, included as an attachment titled “Attachment 12_Lease Program_Balboa Lease Document Example”. The attachment includes an example lease quote and lease application. Credit approval is typically issued within 1–2 business days. Upon credit approval, a formal Lease Agreement is provided by Balboa.

The Lease Agreement must be reviewed and signed by the customer prior to the release of any equipment. Upon execution of the lease agreement, Branco fulfills and delivers the leased equipment directly to the customer. The equipment is prepared, tested, and delivered with the same standards applied to direct purchases. All leased equipment includes access to Branco’s full support services

6.0 Offeror shall describe if GPS Units are typically in-stock, meaning in possession of your company or does your company order them from the manufacturer at the time that the State requests them?

Branco maintains an in-house inventory of Topcon GNSS (Global Navigation Satellite System) units and supporting accessories to ensure quick turnaround and efficient fulfillment of customer orders.

The GNSS units typically kept in stock include commonly requested base and rover kits, rover-only kits, data collectors, and associated components such as antennas, tripods, poles, batteries, and chargers. This approach allows Branco to respond quickly to customer needs. If we are out of stock, the items are ordered from Topcon. The typical lead time is 5 to 7 business days.

Question 7: Offeror shall describe their offering for phone and on-line support in regards to their complete program. Offeror shall also confirm its ability to accept Purchase Orders via email from the State and Eligible Co-Op Program members.

Branco provides no-charge technical support for all hardware and software purchased through our company. Our comprehensive support program includes Phone Support, Online Support and Remote Access Support. Customers can speak directly with Branco’s trained technical staff during normal business hours (7:00am – 4:00pm). Customers may email support questions to our support personnel. All inquiries are typically responded to within one business day or sooner. Support personnel are available to assist customers in real-time through a secure remote desktop application. This allows more immediate hands-on assistance with device configuration, software installation, troubleshooting, etc.

Branco works closely with Topcon’s Professional Services Team when deeper manufacturer-level expertise is needed, ensuring our customers always receive the most accurate and up-to-date solutions.

Branco will accept Purchase Orders (POs) via email from both State agencies and Eligible Co-Op Program members. Upon receipt of a PO, Branco will initiate the order process, which includes order confirmation, inventory allocation or manufacturer ordering (if necessary), system prep and testing, and delivery scheduling.

Question 8: Offeror shall describe if their company offers remanufactured, refurbished, or Demo equipment and please fully describe how it is priced.

Offeror Response:

Branco offers refurbished and demonstrated (demo) GNSS equipment when available, as part of our commitment to providing flexible and cost-effective technology solutions to State agencies and Eligible Co-Op Program members. Refurbished equipment is previously owned GNSS hardware that has been returned, inspected, tested, and restored to full working condition by Branco’s Topcon-certified repair center. Demo equipment consists of hardware used in short-term field demonstrations or internal training. Pricing for refurbished and demo equipment is based on a combination of the following factors; Hardware Model, Physical Condition and any remaining warranty.

Branco determines pricing as a discount from the manufacturer’s current list price, with discounts generally ranging from 10% to 25%, depending on the above factors. Customers are informed of the exact condition, specifications, and warranty status of each unit at the time of quotation. Regardless of the unit's status, all refurbished and demo equipment purchased through Branco is eligible for our no-charge technical support and on-site training services, ensuring the same level of post-sale support as new equipment.

Question 9: Offeror shall describe both their company’s Warranty on equipment and services and company’s role in the process for passing through manufacturer’s warranty, length of warranties and what your company offers over and above manufacturer’s warranty. Please include what the offering is in regards to free loaner program while equipment is be serviced or repaired while under warranty.

Offeror Response:

Branco supports and facilitates the full manufacturer warranty program offered by Topcon Positioning Systems for all GNSS hardware and accessories purchased through our company. While Branco does not offer its own standalone warranty, we act as a direct liaison between the customer and Topcon to ensure that all warranty claims, repairs, and replacements are processed efficiently.

Topcon GNSS hardware is shipped with a factory warranty that typically ranges from one (1) year to two (2) years, depending on the specific hardware type and model. Topcon does offer Extended Warranty options for the FC-Tablets. These are listed in the price book under the FC-6400/FC-6000A/F-100 Tabs and Warranty Options. These must be purchased at the time of the original hardware sale. Extended Warranties for the HiPer XR, CR and MR-2 GNSS receivers are not available currently.

To minimize downtime for customers, Branco offers a no-charge service loaner program for GNSS hardware that is under warranty and requires repair or service

Question 10: Offeror shall describe their program for repairs on equipment that is no longer covered under the manufacturer’s warranty. Does your company offer parts that are a more generic brand that will be of better value to the State?

Branco provides out-of-warranty repairs on Topcon GNSS equipment if service parts are available. Repairs are performed in-house at Branco’s Topcon authorized repair facility, ensuring quality and consistency with factory standards. All parts used for repairs would be Topcon OEM components. Generic or third-party service parts are not available or offered for repairs. All repairs have a 90-day warranty.

Question 11: Offeror shall describe any and all training programs they may offer and whether they are done at the State’s locations or locations required by the Offeror or manufacturer.

Branco includes training with GNSS hardware and field software purchased through our company. Our training will fully equip State and Co-Op users to operate and maximize their Topcon products. Training is conducted at the customer’s preferred location, including State facilities or job-specific environments. Each training session is tailored to the specific needs of the customer. We take into consideration the user’s level of experience and the complexity of the hardware/software. Training is delivered by Branco’s experienced technical personnel, who are knowledgeable in both Topcon hardware and software, ensuring high-quality instruction.

For training requirements that go beyond Branco’s scope, Topcon Professional Services offers paid on-line or in-person training options. The in-person options include the customers site or Topcon’s Training Center in Livermore, CA.

Question 12: Offeror shall describe any type of disclosure that will be provided to the State or any Eligible Agency or Co-Op member, at the time of purchase under this resulting contract, regarding equipment that will be replaced and/or no longer supported within two years of purchase. Please include a description of any trade-in/upgrade opportunities (to newer, supported models) that will be offered under this scenario.

Branco is committed to ensuring that all State and Co-Op customers are fully informed about the lifecycle status of the products they purchase. When Branco is notified by Topcon of upcoming product changes—such as discontinuation, end-of-life (EOL), or end-of-support (EOS) for hardware or software—this information is promptly disclosed to all applicable customers prior to finalizing a purchase.

Trade-in or upgrade programs are offered at the discretion of Topcon. When such programs are made available Branco will communicate the opportunity directly to eligible State and Co-Op members.
