Solicitation No. 19AQMM19R0182 Section J: Appendices

APPENDIX J-2: FACILITIES SECURITY ENGINEERING DIVISION AND SECURITY

SYSTEMS INTEGRATION DIVISION OVERVIEW

FACILITY SECURITY ENGINEERING DIVISION

The Facility Security Engineering Division (DS/C/ST/FSE) develops, supplies, installs, and maintains technical security systems to help ensure a safe and secure environment for the Department's conduct of diplomacy. The program accomplishes this mission by:

Producing and fielding technical security solutions via the Security Technology Engineering

Process (STEP) which is a standardized, transparent, and risk-managed approach that ensures products meet the Department’s technical and performance needs and are programmatically sustainable

Planning and implementing Technical Security Upgrade (TSU) projects to enhance the security of the Department’s domestic and overseas real property

Installing and maintaining technical security systems to protect the Department’s domestic real property

Furnishing comprehensive global supply chain services in direct support of the DS mission

Providing 24/7 security technology assistance support to all Department personnel

Managing the Department’s DS-approved Lock Program

Providing vehicle barrier refurbishment and troubleshooting support services

FIELD SUPPORT BRANCH

The Field Support Branch (FSB) provides comprehensive supply chain management to the Office of Security Technology and other bureau and Department entities and actively manages the lifecycle and support of major technical and capital equipment systems such as X-rays, trace explosive detection equipment, and DVRs. The two-fold elements of the supply chain are procurement and repair of technical equipment under the Security Technology Supply Chain

Management (SCM) contract. FSB purchases and ships the equipment in response to appropriate purchase requests from other programs. The branch also manages the Life-cycling of digital video recorders, trace explosives and X-ray equipment and provides information of a technical nature to field personnel to maintain the equipment’s readiness. FSB also manages the Security

Technology Assistance Center (STAC), providing continuous technical security helpdesk services to Department personnel worldwide.

DOMESTIC MANAGEMENT ENGINEERING

The Domestic Management and Engineering Branch (DS/FSE/DME) protects the Department’s domestic facilities, the Secretary of State, Deputy Secretary of State, Ambassador to the USUN and Blair House by providing technical security support. This includes managing the design, engineering, and installation of DS-approved facility security equipment integrated in new technical security installations and technical security upgrades at all domestic facilities. DME also provides maintenance and repair support for all domestic technical security, perimeter screening equipment and vehicle barrier systems. Finally, DME coordinates the ILMS installed asset inventory for the Office of Security Technology.

Solicitation No. 19AQMM19R0182 Section J: Appendices

PROJECT MANAGEMENT ENGINEERING BRANCH

Project Management Engineering Branch (PME) is responsible for technical security assessments, evaluations, and the resulting technical security upgrades for DOS overseas facilities. With the increase in criminal, cyber-security, terrorist, and other malicious attacks against U.S. Government facilities located abroad, PME’s ability to ensure that appropriate technical security countermeasures are in place protects national security information and saves lives.

TECHNOLOGY DEVELOPMENT BRANCH

The Technology Development Branch (DS/FSE/TDB) identifies, evaluates, approves, documents, and provides technical support for all Technical Security Systems (TSS) used by the Department of State at both domestic and overseas facilities through a structured, validated process. This structured process, modeled after industry best practices, ensures products meet the Department’s technical specifications, and facilitates the production of supporting documentation to include

Customer Requirements, Concept of Operations, and Lifecycle Forecasting. TDB also provides subject matter expertise to support TSS that is deployed in the field at DS facilities worldwide.

SECURITY SYSTEMS INTEGRATION DIVISION

The Security Systems Integration Division provides global security connectivity, integration, and monitoring solutions for U.S. Foreign Affairs stationary and mobile platforms.

NETWORK SYSTEMS MANAGEMENT BRANCH

The Network Systems Management Branch (ST/SSI/NSM) finds, develops, and manages secure and robust networking and application solutions to gather data from, and provide centralized management for, technical security systems at State Department facilities worldwide.

PROTECTIVE TECHNOLOGY BRANCH

The Protective Technology Branch coordinates and implements protection requirements for multiple high threat posts, and provides technical security countermeasures and systems that counter the risk to personnel and facilities worldwide.

SYSTEM INTEGRATION AND MONITORING SECTION

The System Integration and Monitoring (SIM) Program, within the Department of State’s

Bureau of Diplomatic Security (DS), provides solutions to counter threats from terrorist activity, political violence, and technical vulnerabilities. SIM operates in dynamic environments worldwide, with focus in Afghanistan, Iraq, and Pakistan (AIP). SIM’s core functions and services include: Operation Centers, Technical Security Installations, Integration Support, Biometrics, and support for Contingency Operations. The worldwide integration of these technical security systems (TSS) ensures data availability to DS staff at High Threat Posts (HTP) and to remote DS monitoring centers. It improves decision making, facilitates operations, and helps protect people, information, and facilities.
