SCENARIO FOR

TECHNICAL SECURITY UPGRADE

Introduction

Technical security upgrades (TSU) renovate technical security systems and their supporting infrastructure to ensure that DOS facilities maintain and enhance the capability to detect and counter modern threats.

A TSU is planned for the U.S. Embassy in Riga, Latvia. Exhibit G contains .DWG files for a set of floor plans and layout drawings for the compound, Compound Access Control (CAC) locations and First Floor of the New Office Building (NOB). Exhibit H contains the .PDF files of the drawings for reference.

Exhibit I contains the unclassified version of 12 FAH 11. Exhibit J contains the applicable excerpts of the system-specific deployment documents.

Appendix J-13 contains the DS Catalog.

Applicable Conditions

Post facilities serve as working offices and living quarters so they are in daily use. This requires special planning and coordination to minimize disruption.

Funding is limited so DOS must manage costs effectively to serve as many posts as possible.

TSU Designs must adhere to 12 FAH 11 and system-specific deployment documentation and must clearly indicate the government reference for each element.

Scenario Response Required

Using the floorplans and drawings in Exhibit G, the Offeror shall design the Technical Security Systems (TSS) for the compound, Compound Access Control (CAC) locations and First Floor of the New Office Building (NOB) to DS Standards to provide the following capabilities:

o Emergency Notification System (ENS): The Offeror shall ensure full compliance with the Deployment Document for Selectone ENS.

o High Definition Video System (HDVS): The Offeror shall ensure full compliance with the Deployment Document for Genetec Security Center, Deployment Document for the Bosch 720p Cameras and the Deployment Document for the Samsung XNB-6000 cameras.

o Uninterruptible Power System (UPS): The Offeror shall ensure full compliance with the Deployment Document for APC Symmetra LX UPS in the Main EC Room and all sub-EC Rooms in the CACs.

o Intrusion Detection System (IDS): The Offeror shall ensure full compliance with the Deployment Document for IDS Cinch.

o Automated Access Control System (AACS): The Offeror shall ensure full compliance with the SMSe CCURE iStar AACS Application Guide.

The Offeror must execute the design in Autocad and must provide both .DWG and .PDF versions.

NOTE: For the purposes of the scenario, the following guidelines are given:

o The following doors are perimeter entrances to the NOB:

Doors 1000 A-D Door 1114A Door 1215A Door 1235A o The following doors are egress only fire doors for the NOB:

Door 1185B Door 1107A Door 1114B o The following rooms should be protected as CAA space:

The Offeror’s design must clearly show the affected areas of the compound, and the new work plan for each applicable area. The design must incorporate the following:

o Riser Diagram illustrating all technical security devices, their associated cable types, and their interconnections.

o Single Line Electrical Diagram illustrating the electrical distribution system if any electrical work is to be done.

o Electrical panel schedules, device schedules, and system wiring diagrams.

o Network design and architecture including IP-based TSS. The Offeror shall design each system to include integration to the Security Management System Enterprise (SMSe) Network, according to the SMSeNet Application Guide, the SMSe Ancillary Device Application Guide and the SMSe Alarm Reporting Application Guide that are provided.

In addition, the Offeror shall:

o Produce and provide a complete material take-off (MTO) using equipment and materials from the DS Catalog.

o Provide the Staff Plan for this project by phase. Identify the seniority level for each labor category specified including skill set and associated experience, and the staffing level (level of effort) required to complete the onsite installation in 10 to 12 weeks.

o Describe the specific quality control measures that will be applied to ensure that the project meets or exceeds the relevant performance criteria in the Award Term Determination Ratings Table (Exhibit F) and identify the individual or individuals who will be responsible for applying them.

o Prepare a schedule that addresses the key activities required to produce a 10 to 12-week on-site installation. The schedule must clearly identify all dependencies and quality control checkpoints. How would the schedule and staffing change if the on-site installation timeframe was reduced to 8 weeks?

o Describe any engineering challenges and/or significant risks and how they will be managed or mitigated.

o Describe any assumptions and/or contingencies upon which the technical approach is based.

File details come from the government source that posted it.
