About this file
This pre-solicitation notice seeks proposals for the Bureau of Consular Affairs Global Support Strategy for Overseas Consular Support Services 2.0 (GSS 2.0) indefinite-delivery/indefinite-quantity multiple award contract. The Department of State requires contractors to provide essential consular support services across 120 countries, including information services, appointment scheduling, fee collection, document delivery, greeter services, and offsite biometric collection. The estimated ceiling for the ten-year contract is $3.1 billion. Awardees must be U.S. firms with Defense Security Service-issued facility security clearances and the ability to participate in an industry day at a U.S. consulate outside the continental United States. Proposals are due in response to a solicitation to be posted on August 10, 2018 to FedBizOpps. The incumbent contracts awarded in 2010 to Stanley Associates and CSC for GSS 1.0 expire on February 25, 2020, and the Department expects a seamless transition for continued consular support services.
