About this file

This document contains a past performance survey for evaluation of contractors supporting consular services at the United States Department of State. The survey collects information on technical services, quality of services, timeliness of performance, price and cost control, business relations, and customer satisfaction for contracts providing appointment scheduling, fee collection, document delivery, and crowd management at U.S. embassies and consulates abroad. It also allows comments on a contractor's overall performance and whether the respondent would award them another contract. Completion of the survey is requested to support a competitive procurement for the State Department's Global Support Strategy for overseas consular support services, with an estimated ceiling of $3.1 billion over ten years.

The related federal contract opportunity is a pre-solicitation notice for the State Department's Bureau of Consular Affairs Global Support Strategy 2.0, which will provide business process support, offsite facilitation centers for biometric collection and visa services, and program management for consular support services in 120 countries. Services include appointment scheduling, fee collection, document delivery, biometric collection, and customer facilitation. A firm-fixed price IDIQ contract with multiple awards is contemplated for one base year plus nine option years. The estimated ceiling is $3.1 billion. A DoD secret facility clearance is required. The final RFP is expected in August 2018.
