GSS TRANSITION
This is a firm-fixed price CLIN to be paid for all activities that the Contractor must complete during each task order’s transition phase in accordance with the Contractor’s proposed transition plan. Because this will be unique for each task order, this CLIN will be TBD at the IDIQ level and priced at the task order level.
GSS SERVICES
These are firm-fixed price CLINs that are grouped by service package, range for estimate of base applicant volume, and volume step. Please refer to Contract Section J, List of Attachments, Attachment B, Global Support Strategy (GSS) Notional Mapping of Service Packages when determining not-to-exceed (NTE) prices for GSS Services CLINs. Table 3, GSS Contract Line
Item Summary, and the example that follows, provides more detail about the CLIN groupings.

Table 3, GSS 2.0 Contract Line Item Summary
Nonimmigrant visa applicants are counted as served when they remit payment for their consular fee. If the service package includes fee collection, the Contractor will be able to count applicants when they pay their fees. If fee collection is not applicable, the Contractor can invoice by appointments made to maintain a traceable process for invoicing. This capability will be allowable for no-fee appointments (diplomatic visas) so a Contractor can invoice by appointments for that visa class. The Government will work with the Contractor in the event service package alterations are required.
An immigrant visa applicant is counted as served when their visa is issued. If the service package includes document delivery, the Contractor will be able to count these applicants when their issued travel documents are delivered. If the service package does not include document delivery, the local consular section will be able to count applicants as their visas are issued. In either case, the Contractor may be providing other GSS services (e.g., information and appointment services) before an applicant is officially “counted” in the applicant tally for those areas.
For each Task Order, the Government will identify which regions, countries, and/or posts are within scope. The Government will also specify the service package that each location must receive. Lastly, the Government will provide estimates for the base applicant volume. These estimates will account for each year of the Task Order and be specified for each unique combination of service package that is within the scope of each task order.
Not-to-exceed (NTE) prices will be established for each unique combination of service package, base volume, and incremental volume step. The price established for a base volume step
(xxxxA) is not per applicant, and applies to any quantity of applicants up to and including the
Government provided estimate. The price established for each subsequent step (xxxxB – xxxxK) is a per applicant fee that is multiplied by the total number of applicants that exceed the
Government provided estimate. This will be demonstrated in the example below.
GSS SERVICES – REPRESENTATIVE EXAMPLE
The Government issues a task order request for proposal and specifies the following information:
Location Service Package
Nigeria (all posts) Service package 2
Ghana Service package 4
The Gambia Service package 4
Sierra Leone Service package 4
Liberia Service package 4
Table 4, Service Package – Representative Example
Based on the Table 4, Service Package, the Government would also provide estimates for the base applicant volume associated with service package 2 and service package 4. Assuming a three year task order (inclusive of all option periods), this might look like the following:
Task order year Service Package Base Volume Estimate
Year 1 Service package 2 100,000
Service package 4 50,000
Year 2 Service package 2 120,000
Service package 4 60,000
Year 3 Service package 2 140,000
Service package 4 70,000
Table 5, Base Volume Estimate by Service Package – Representative Example
Based on Table 5, Base Volume Estimate by Service Package, the following CLINs would be applicable for this task order:

Service package 4 70,000 2401x
Table 6, Base Volume Estimate by Service Package and Base Volume CLINs –
Representative Example
In order to provide for contingency situations in which the actual volume in a given year is higher than the Government estimate, CLINs are further broken down by step. Each step is associated with a quantity and a maximum. Whenever the total volume of applicants served exceeds the maximum for a given step, the subsequent step is automatically applied. The CLIN structure has identified enough steps to allow for actual volume in any given year to be twice as much as the initial Government estimate.
Following Table 6, Base Volume Estimate by Service Package and Base Volume CLINs, the complete list of applicable CLINs and their corresponding applicant volume ranges for year one of the example scenario is as follows:
Service Package # of applicants CLIN

Table 8, Price Summary – Representative Example
To demonstrate the application of volume steps, assume that actual volume over the course of the first year is as follows:
Service Package Base Volume
Estimate
Actual Volume
Year 1 Service package 2 100,000 124,000
Service package 4 50,000 48,500
Table 9, Volume Summary – Representative Example
To apply the CLIN structure and task order prices, the first step is to compare the actual volume to the range of the base volume CLIN and then determine if the base volume was exceeded:
CLIN # of applicants Actual Volume CLIN price Base Volume
Exceeded?
0202A 1 – 100,000 124,000 $ 1,000,000 Yes
0401A 1 – 50,000 48,500 $ 750,000 No
Table 10, Volume and CLIN Price Summary – Representative Example
For all CLINs, the base CLIN price is paid in full over the course of the year (assuming minimum performance standards are met). If the base volume estimate is not exceeded, no additional service fees apply. For CLINs in which the base volume is exceeded, the price per applicant above the base volume is determined by first selecting the applicable step. In the example, 0202D would apply because the actual volume (124,000) falls within the applicant range (120,001 – 130,000) for that CLIN. The fees are then calculated as follows:
CLIN Actual
Volume
Base
Estimate
# of Applicants
Above Base
Estimate
CLIN Price Total Fees for Volume
Above Base Estimate
0202D 124,000 100,000 24,000 $19/applica nt
$ 456,000
Table 11, Calculation of Total Fees for Volume Above Base Estimate – Representative
Example
If the actual volume for service package 2 had been 114,000 (instead of 124,000 as in the example above), CLIN 0202C would apply and the total fees for volume above the base estimate would be $280,000 (14,000 applicants * $20/applicant).
ADJUSTMENTS
This is a Cost Reimbursable CLIN to be applied in the event that a task order requires adjustment for costs not accounted for or identified in any other CLIN. Examples of an adjustment would be: Foreign imposed tax, Value Added Tax, Fee Charge-backs, equitable adjustments, etc. at the task order level. A contract modification will be issued at the task order level with invoicing instructions.
OTHER GOVERNMENT AGENCY SERVICES
This is a firm-fixed price CLIN to be applied in the event that a Task Order requires that a
Contractor provide some portion of services within the scope of the IDIQ Contract to customers of other U.S. Government agencies. Because the requirements associated with this CLIN will be unique for each Task Order, this CLIN will be TBD at the IDIQ level and priced at the Task
Order level when applicable.
GSS PERFORMANCE INCENTIVES/DISINCENTIVES
This is a firm-fixed price CLIN, at the Task Order level, to be paid when the Contractor’s performance warrants the application of positive or negative performance incentives, in accordance with agreed-to performance metrics and service level agreements for a specific Task
Order. Because incentive plans and service level agreements may vary for each Task Order, this
CLIN will be TBD at the IDIQ level and priced at the Task Order level.
GSS DEFENSE BASE ACT INSURANCE
Refer to Contract Section H.3. DOSAR 652.228 70-71 Defense Base Act – Covered Contract
Employees and Workers Compensation Insurance – Services (Feb 2015) for pricing details.
Because Defense Base Act Insurance is priced at the task order level, this CLIN will be TBD at the IDIQ level.
