About this file
This is an evaluation criteria document for a Marina Security Services contract issued by the Town of Palm Beach, Florida. The Town seeks security guard service contractors to protect marina customer safety and assets, maintain town property, and control access to four dock gates and three parking lots. Contractors must provide all necessary labor, management, supervision, equipment, and materials. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams, with details available in the Events section. Interviews, if conducted, are scheduled for June 12, 2026, at 1:00 PM. Proposals must be submitted online through Euna, the Town's eProcurement platform. Award shall be made to the proposer offering the best value to the Town. Proposers may not withdraw their proposals for 180 days from the opening date. The contract term is referenced but not fully detailed in the provided excerpt.
The evaluation criteria allocate 100 points across six categories: Experience of Firm (30 points), Experience and Ability of Personnel (25 points), Workload and Scheduling (10 points), Disputes, Litigation, and Resolutions (10 points), Cost Proposal (20 points), and Financial Information (5 points). Proposers must submit detailed documentation including letters of intent, organizational charts, staffing plans, equipment lists, references with five similar contracts, hourly rate bids, and financial statements. Financial requirements include evidence of stability, bonding capacity, audited or reviewed financial statements from the past year, proof of insurance, and disclosure of any past or present litigation. The Town may request Dun & Bradstreet reports for all short-listed firms. No specific pricing amounts or set-asides are identified in the evaluation criteria document.
