About this file

This document is an Affidavit of Compliance with Foreign Entity and Human Trafficking Laws issued by the Town of Palm Beach Procurement and Contracts Division, applicable to the Security Guard Services for TOPB Marina solicitation in Florida. The affidavit requires proposers to attest under penalty of perjury to compliance with multiple foreign entity restrictions outlined in Florida Statutes, including that the entity is not owned by or controlled by a foreign country of concern, is not organized under foreign laws, does not have a principal place of business in a foreign country of concern, and is not a foreign principal as defined by state statute. Additionally, proposers must certify compliance with anti-human trafficking laws, specifically attesting that the entity does not use coercion for labor or services as defined in Section 787.06, Florida Statutes. The affiant must be an adult resident of Florida and authorized to execute the affidavit on behalf of the proposing entity.

The affidavit must be signed and dated by an authorized representative of the proposing entity and notarized before a notary public. The document includes provisions for real property purchases, requiring additional certification that the entity is not a foreign principal prohibited from purchasing real property or that authorization has been obtained under applicable statute. All attestations are made under oath, with violators subject to fines and imprisonment for knowingly making false statements. This compliance documentation is mandatory for all proposers submitting bids for the Town of Palm Beach security guard services contract.
