1. Introduction
The FBI has a need for Logistics services at Redstone Arsenal, Alabama. Services include shipping and receiving operations, mail delivery, supply chain management, warehouse processes, move management, property accountability, heavy equipment management, and automotive fleet support.
2. Scope
The purpose of this contract is to offer expeditious and responsive Logistics support for 3,000+ FBI employees and consultants located at Redstone Arsenal. This contract will require the Service Provider’s personnel to perform contract duties at all current and future facilities across the 38,000-acre campus.
Most requirements have been performed for a considerable period; however, a few requirements are new and/or expanding. The contract includes provisions that will require the Contractor to provide overtime support as well as surge support services.
3. Background
Redstone Arsenal, located in Huntsville Alabama, hosts a significant amount of construction to accommodate the growth of FBI functions being sent to the area. The Redstone Facility Services Section (RFSS) is tasked with accomplishing the planning, execution, and support of these FBI construction efforts. The Redstone Enterprise Services Unit (RESU) is responsible for providing enterprise-wide services to existing and future FBI entities located at Redstone Arsenal. Some existing FBI entities at Redstone include: the Hazardous Devices School, the only bomb training facility in the US that has the capacity to train and certify law enforcement and military personnel; the Terrorist Explosive Device Analytical Center, which serves as the single interagency organization to receive, fully analyze, and exploit all terrorist-improvised explosive devices of interest to the US; and the Finance and Facilities Division, which oversees budget, property, and other services for the FBI.
4. Personnel and Staffing
4.1 Key Personnel
All positions under for this Task Order are Key Personnel.
At the Government’s request, the Contractor shall permit Government participation in the Contractor’s hiring meet and greet process with prospective employees prior to hiring.
The Contractor shall:
• Notify the COR promptly in writing prior to any Key Personnel being removed from performance on this contract.
• Coordinate with the COR regarding the reassignment of current Key Personnel assigned to this contract prior to any such change being affected.
• Replace any Key Personnel only with a person of equal or greater qualifications and capabilities as the person being replaced. To that effect, prior to any person being assigned to a Key Personnel position, the Contractor shall provide the COR with resumes of persons being considered for such a position, along with the description of the position, to include duties and mandatory qualifications required for the position.
Key personnel are any individual whose name and resume is provided to the FBI as the result of the Contractor’s response to the proposal.
The key personnel in this contract are:
• Project Manager
• Deputy Project Manager
• Site Supervisors
• Assistant Supervisors
The Contractor shall utilize the personnel named or otherwise identified and for the period of time specified in Section 6: Period of Performance to perform services required under this contract.
The Contractor may not remove, replace or reassign any key personnel or subcontractor key personnel being utilized by the Contractor without first notifying the FBI’s Contracting Officer and Contracting Officer’s Representative (COR) in writing.
In the event that any personnel names in the technical proposal are unable to perform their duties due to death, illness, resignation or similar reasons, the Contractor shall promptly submit to the CO via the COR, in writing, the name and qualifications of a proposed replacement.
Any replacement or reassignment shall have equal or greater qualifications and capabilities as the person being replaced/reassigned. To that effect, prior to any person being assigned to a Key Personnel position, the Contractor shall provide the COR with resumes of persons being considered for such a position, along with the description of the position, to include duties and mandatory qualifications required for the position.
The CO will provide written approval for acceptance of key personnel replacement. The
Contractor shall provide the selected replacement(s) within ten (10) days unless otherwise extended by the FBI’s CO.
This action shall take place without any additional cost to the Government.
4.2 Supervisory Personnel
Supervisory personnel may include Project Manager, Deputy Project Manager, Site
Supervisors, and Assistant Supervisors. These positions are needed to provide consistency and clear directions across the logistics programs for team members and our partners at FBI
Redstone.
4.2.1 Project Manager
The Contractor’s designated Project Manager shall be on site at Redstone during FBI core hours. The Project Manager will have the overall responsibility of managing workforce performance and work required within the scope of this contract and shall serve as the principal point of contact for the
Contractor with the Government. The Contractor shall designate the Project Manager with responsibility for managing all requirements of this contract. In the absence of the Project Manager the Deputy Project Manager responsible for these matters.
The Project Manager is responsible for attending weekly staff meetings for the RESU and other periodic meetings as required, to include, but not limited to, weekly joint meetings with the COR and his/her designee to review and plan actions concerning scheduling, priorities, and performance issues. The Project Manager is responsible for visiting staffed locations and future locations on a daily, weekly, and/or monthly basis as directed by the Government to ensure operational needs are being meet and to address any problems on site.
The nature of the work required by this contract is such that it is considered essential for a Project Manager capable of making decisions and acting for the Contractor be on site at Redstone during core hours. These assignments may be revised with the concurrence of the COR. Regardless of the assignments, the Contractor shall ensure that, on any normal working day an individual with designated authority to manage all requirements of this contract is On-Site and available at Redstone.
4.2.2 Deputy Project Manager
The Contractor’s Deputy Project Manager shall be on site at Redstone during FBI core hours.
Deputy Project Manager’s responsibilities include, but are not limited to:
• Supervising employee outcomes by training, assigning, scheduling, coaching, and counseling employees; communicating job expectations; planning, monitoring, and appraising job contributions; adhering to policies and procedures
• Authority to discipline Contractor personnel employed under this contract.
• Meets operational standards by contributing information to strategic plans and reviews;
implementing production, productivity, quality, and customer-service; resolving problems;
identifying system improvements.
• Maintains customer service objectives by monitoring daily operations; resolving claims that require manual review or technical support for operations.
• Consistently reviews systems and makes necessary adjustments where needed, including resources/staffing. Researches and resolves escalated calls, review and resolve complex claims that have not been resolved by staff.
• Maintains and improves departmental operations by monitoring system performance;
identifying and resolving operations problems; supervising process improvement and quality assurance programs; installing upgrades.
• In absence of the Project Manager, serves as acting Project Manager.
The nature of the work required by this contract is such that it is considered essential for a Deputy Project Manager capable of making decisions and acting in the absence of Project Manager on site at Redstone during core hours. These assignments may be revised with the concurrence of the COR.
Regardless of the assignments, the Contractor shall ensure that, on any normal working day an individual with designated authority to manage all requirements of this contract is On-Site and available at Redstone.
4.2.3 Site Supervisors and Assistant Supervisors
Site Supervisors and Assistant Supervisors work independently or under the general direction of senior level Contractor management on all phases of performance, including contract management, project/task management, coordination of workloads and resource needs, and coordination with corporate resources and management. These individuals have direct accountability for the technical correctness, timeliness, and quality or work performed under the contract.
Assignment of Supervisory and Assistant Supervisory personnel is at the discretion of the Contractor, providing Supervisors and/or Assistant Supervisors:
• Are on site each day, at each of the facilities working within their designated program, during normal working hours for these facilities.
• Are qualified, capable, and have the authority to manage and coordinate work under their cognizance.
• Have the full authority to act for the Contractor in the performance of the required work and services under all tickets; and
• Are authorized to meet with the COR or designated Government Point of Contact at their location at least weekly to provide verbal status updates and progress reports regarding projects performed during the preceding week and planned for the upcoming week.
4.2.4 Site Supervisors
Site Supervisor’s responsibilities include, but are not limited to:
• Directing and reviewing work performed to meet all contract requirements.
• Authority to discipline Contractor personnel employed under this contract.
• As appropriate, make recommendations to the COR and GPOC for new or proposed revisions of work produced to ensure efficient and effective operations.
• Providing or directing on-the-job training to newly assigned personnel, as required, to promote operational efficiency.
• Directing data gathering for various productivity reports as defined in this contract.
• Resolving working level complaints and/or problems regarding work performed; resolving all other operational problems within the scope of this contract; and preparing responses within established time frames to all written service complaints received by the COR.
• Developing and implementing quality control procedures, monitoring the work produced under this contract, and initiating corrective actions to ensure conformance with established standards and procedures.
4.2.5 Assistant Supervisor
Site Assistant Supervisors report to the Site Supervisors. Each Assistant Supervisor is responsible for assisting with the management of Contractor performance of all work required as set forth in this Statement of Work. Assistant Supervisors may have delegated authority over functional areas should the volume of work warrant it. Assistant Supervisors must be capable of performing all management and coordinating functions as assigned by the On-Site Supervisor, and will, when required, attend periodic ad hoc face-to-face meetings with the COR and Project managers.
Assistant Supervisor responsibilities shall include, but are not limited to the following:
• Act as a team leader in the work of all Contractor personnel to ensure compliance with standards and operating procedures and the requirements of this contract. The Assistant Supervisor shall confer with the Site Supervisor to address problems related to the personnel employed under this contract and assist in the resolution of all personnel problems.
• Assist in providing on-the-job training in methods and procedures to newly assigned staff, and develop visual aids, as required, to promote operational efficiency.
• Assist in data gathering for various productivity reports, and conduct internal surveys as directed.
• Resolve working level complaints and/or problems and resolve other operational problems within the scope of this contract.
• Ensure that routine maintenance on equipment is performed and participate in system changes to accommodate increased workload and FBI organizational changes.
• Ensure that adequate personnel are available to accomplish required work, and initiate replenishment actions for expendable supplies furnished by the Government.

7.1 Administration
7.1.1 Logistics Analyst
Requirements/Qualifications

7.1.2 Document Specialist – Logistics

7.2 Shipping and Receiving
The Shipping and Receiving program is responsible for receiving all incoming materials sent to FBI locations within Redstone Arsenal. Services may include, but are not limited to, the delivery of mail, packages, firearms, hazardous materials, and freight shipments, all of which are either accountable or non-accountable. Over 46,000 items were received in 2022 and that number is expected to increase as new buildings are added to the FBI portfolio.
Tasks include, but may not be limited to:
• Receive all materials sent to FBI Redstone
• Use visual inspections, x-ray machines, and/or other Government determined methods to evaluate packages for damage and safety
• Account for packages using Government established and/or approved methods
• Correspond regularly with FBI personnel, delivery drivers, and outside vendors
• Research shipments to identify recipients
• Sort and deliver materials to multiple locations across Redstone Arsenal
• Package, wrap, and ship materials in accordance with FBI policies and procedures
• Operate a variety of equipment to include box trucks, forklifts, reach trucks, and pallet jacks to move materials
• Maintain a clean and organized workspace
• Organize and inventory materials as directed
• Maintain trackers, lists, and organized files as provided by the Government
• Understand Government policies, procedures, and processes
• Performs other related duties as assigned.
7.3 Mail Delivery
All accountable and non-accountable mail is hand delivered to the intended recipient upon a clean inspection. Signatures must be collected from the intended recipient for accountable items.
Tasks include, but may not be limited to:
• Hand-deliver materials to recipients and collect signatures when applicable
• Collect out-bound packages from designated locations
• Prepare items to ship (i.e., package, wrap, weigh, label, etc.)
7.4 Supply Chain Management
Supply Chain Management is expected to quote, inventory, manage, and distribute roughly $500k worth of office goods and supplies to support multiple division across FBI Redstone.
Tasks include, but may not be limited to:
• Collaborates with other departments and stakeholders to identify and maintain resources needed to establish and provide an effective supply chain.
• Use performance metrics for measurement, comparison, or evaluation of factors affecting the supply chain.
• Maintains detailed inventories of materials and supplies across multiple locations.
• Maintains required quantity of supplies and materials to optimize distribution.
• Analyzes current inventories and procedures; suggests improvements to increase efficiency of supply chain.
• Uses material-handling equipment to ensure efficient loading, unloading, movement, and storage of materials.
7.5 Warehouse Processes
Warehouse personnel are responsible for organizing, storing, and cataloguing around 120,000 sq. ft. of space and materials. In additions, they relocate a variety of items, such as furniture, pallets, cardboard, and electronics throughout the week.
Tasks include, but may not be limited to:
• Completes shipments by processing and loading orders.
• Prepares orders by processing requests and supply orders; pulling materials; packing boxes;
placing orders in delivery area.
• Completes deliveries by driving truck or van.
• Enforces inventory controls by collecting stock location orders and printing requests.
• Provides quality service by following organization standards.
• Preserves safe and clean work environment by keeping shelves, pallet area, and workstations neat.
• Complies with all procedures, rules, and regulations.
• Completes reports by entering required information.
• Contributes to team effort by accomplishing related results as needed.
7.6 Move Management
A continuing requirement for FBI Redstone will be to relocate personnel and equipment across the area that will necessitate a Move Team. Among these and other duties, the Move Team will be responsible for event set-up and bulk item movement at FBI Redstone.
• Coordinate with other units to set-up furniture for events
• Load and unload large items to and from box trucks
• Drive trucks to and from delivery locations
• Support ‘desk-to-desk’ relocations across FBI Redstone locations.
7.7 Property Accountability
The Property Team supports multiple divisions across 38.000 acres at FBI Redstone. Duties include receipt, issue, accountability, and turn-in services for property and equipment. Some of these items may contain documents or hardware that need to be transported between secure FBI spaces. Some materials leaving FBI space must be hand-carried by an official classified courier.
Tasks include, but may not be limited to:
• Maintains control of government property utilizing Government systems.
• Ensures compliance for accounting, management and care of government property from acquisition to final disposition.
• Continuous monitoring and evaluation of asset locations.
• Prepares reports for lost, damaged, surplus, or destruction of Government Property
• Monitors transfer of property across divisions in accordance with FBI policy
• Submits service requests as required to manage the transfer of property
• Inputs purchases of accountable property into FBI systems.
• Gathers, interprets, and analyzes data regarding accountable property and presents findings to management.
7.8 Heavy Equipment Management
The Heavy Equipment team is responsible for the inspection, maintenance, load-testing, and repair of Heavy Equipment to include forklifts, aerial lifts, pallet jacks, reach-trucks, and other items. Other functions include liaising between vendors and FBI partners, coordinating ‘stand-in’ equipment, and disposition of end of lifecycle items.
Tasks include, but may not be limited to:
• Provide annual preventive maintenance and repairs on all material handling equipment to include, but not limited to, pallet jacks, pallet trucks, electric pallet jacks, forklifts, and ATVs.
• Coordinates, schedules, and notifies the site POC of upcoming visits to complete maintenance, evaluations, and repairs.
• Assist and coordinates with the Property team when applicable
7.9 Automotive Fleet Support
Fleet Operations supports over 447 events and 1286 vehicle movements in a calendar year to hotels, airport, and other various FBI locations. In addition to event support, Fleet is responsible for the lifecycle of over 279 vehicles, to include receiving, outfitting, issuing, maintaining, repairing, disposing, and all other relevant duties which may be associated.
• Receive daily reservations and maintenance schedules
• Maintain cleanliness of vehicles
• Refuel vehicles as needed
• Perform non-critical maintenance to include, but not limited to battery change, wiper blades install, license plate install, jumpstart dead batteries, air tires, flat tire spare replacement, vehicle lockout, lightbulb replacement, key fob battery replacement, and minor interior trim replacement
• Monthly vehicle mileage input into government database
• Bi-Monthly tracking of manufacturer recalls
• Conduct scheduled and unscheduled maintenance and repairs IAW FBI guidelines and manufacturer recommended schedules
• Input maintenance into government database
• Update spreadsheets
• Liaison with repair facilities
• Input maintenance quotes into government system for payment
• Maintain accurate and complete records, files
• Run reports (milage, expiring tags, disposal)
• Preforms other related duties as assigned
7.9.1 Bus/Motor Coach Operator
The Bus/Motor Coach operator transports personnel according to assigned schedule and locations and may operate radio or similar device to communicate with passengers. Bus/Motor Coach operators shall possess a Class B CDL with passenger and/or air brake endorsement along with any other state or federal requirements.
Tasks include, but may not be limited to:
• Operator will clean and/or service vehicle with fuel, lubricants, and accessories
• Perform all pre and post trip inspections
• Keep records of trips
• Assist with loading and unloading luggage compartments
• Assist disabled passengers into and out of vehicle, secure passengers' wheelchairs to restraining devices to stabilize wheelchairs during trip
• Perform Automotive Fleet Support task as needed
7.10 Building Logistics
Building Logistics personnel will be dedicated to support the existing and newly-constructed buildings by performing many of the functions listed above for their designated location(s) and maintaining safe, organized loading docks and thruways. These individuals will serve as the Logistics liaisons for on-site employees, facilitating operations as needed.

8. Transition Plan
The Contractor shall provide a Transition Plan describing the approach to Transition-in and Transition-out and follow the Executive Order on Non-displacement of Qualified Workers Under Service Contracts.
9. Personnel Availability and Work Hours
Typical workdays are 8 hours (40 hours per week) between 0600 and 1800 CST, with core work hours between 0930 – 1430. Personnel, at the discretion of the COR and/or TPOC, may be eligible to work a Variable schedule to achieve a 40-hour week. This flexible work schedule contains the core hours on each day worked and may vary the number of hours worked each day between 0600 and 1800 to meet mission needs.
10. Security Requirements
The Contractor shall have an active Defense Security Service (DSS) Facility Clearance Level (FCL) at the Top-Secret level. Individuals must have the appropriate clearance level to perform job duties as outlined in the Labor Categories solicitation. All IDIQ Security requirements flow down to this TO.
11. Government Representatives
11.1 Contracting Officer (CO)
The functions inherent to this contract shall be performed by the designated Contracting Officer, per FAR Subpart 42.302, Contract Administration Functions. The duly assigned COR shall ensure all actions pertaining to this contract are requested via the Contracting Officer. Further, Contracting Officer functions performed shall be to the extent that they apply to the contract.

11.2 Contracting Officer Representative (COR)
The COR is responsible, as applicable, for: receiving all deliverables, inspecting, and accepting the supplies or services provided hereunder in accordance with the terms and conditions of this contract;
providing direction to the Contractor which clarifies the contract effort, fills in details or otherwise serves to accomplish the contractual Scope of Work; evaluating performance; and certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment. The COR does not have the authority to alter the Contractor’s obligations under the contract; and/or modify any of the expressed terms, conditions, specifications, or cost of the agreement. If as a result of technical discussions, it is desirable to alter/change contractual obligations or the Scope of Work, the Contracting Officer shall issue such changes in writing. The COR will be named post award.
11.3 Technical Point of Contact (TPOC)/Single Point of Contact (SPOC)/Program Lead
(PL)
The Program Lead is responsible for providing daily guidance, and oversite for the assigned program(s) and monitors compliance regarding FBI policies and procedures set forth. The PL may attend meetings with potential contract personnel to discuss program expectations and goals.
12. Travel
When required, all travel must be authorized and approved by either the CO or COR. Travel must be conducted in accordance with Federal Travel Regulations (FTR). Positions may require travel throughout the United States per the needs of the FBI.
13. Use of Government Owned Vehicles
This effort includes the use of Government owned vehicles. All personnel must comply with the Government Vehicle Use Policy Guide 1093PG.
In addition, Contractors must:
1) Establish and enforce suitable penalties against employees who use, or authorize the use of, such motor vehicles for unofficial purposes or for other than in the performance of the contract
2) Pay expenses or cost, without Government reimbursement, for using such motor vehicles/or equipment other than in the performance of this contract that result in damage to the above due to improper or negligent use.
3) Comply with incorporated FAR clause, 52.228-10, Vehicular and General Public Liability Insurance (April 1984) which says,
a) The Contractor, at the Contractor’s expense, agrees to maintain, during the continuance of this contract, vehicular liability and general public liability insurance with limits of liability for-
1. Bodily injury of no less than $25,000 for each person and $50,000 for each occurrence; and
2. Property damage of not less than $20,000 for each accident and $20,000 in the aggregate.
b) The Contractor also agrees to maintain workers’ compensation and other legally required insurance with respect to the Contractor’s own employees and agents.
4) The Contractor shall immediately notify the FBI, both telephonically and in writing, of any information regarding its personnel that may reflect on an individual’s suitability to continue working on this effort or to operate a Government motor vehicle (e.g.
excessive moving traffic violations (over $150), criminal arrests, civil proceedings, DUI, failure to honor legitimate debts, etc.). The Contractor maintains responsibility for its personnel’s actions.
Failure to comply with the terms and conditions of the use of Government owned vehicles may result in the immediate termination of government owned vehicle usage.
14. Training
The Contractor is responsible for funding any training needed by contract personnel. However, the Government, at its discretion, may decide to fund training for contract personnel which meet a new government requirement not expected at the time of award.
Refer to FAR 31.205-44 Training and education costs.
Costs of training and education that are related to the field in which the employee is working or may reasonably be expected to work are allowable, except as follows:
(a) Overtime compensation for training and education is unallowable.
(b) The cost of salaries for attending undergraduate level classes or part-time graduate level classes during working hours is unallowable, except when unusual circumstances do not permit attendance at such classes outside of regular working hours.
(c) Costs of tuition, fees, training materials and textbooks, subsistence, salary, and any other payments in connection with full-time graduate level education are unallowable for any portion of the program that exceeds two school years or the length of the degree program, whichever is less.
(d) Grants to educational or training institutions, including the donation of facilities or other properties, scholarships, and fellowships are considered contributions and are unallowable.
(e) Training or education costs for other than bona fide employees are unallowable, except that the costs incurred for educating employee dependents (primary and secondary level studies) when the employee is working in a foreign country where suitable public education is not available may be included in overseas differential pay.
(f) Contractor contributions to college savings plans for employee dependents are unallowable.

15. Safety
The Government will provide PPE as needed to perform common job duties in this task orders such as gloves, non-prescription protective eyewear, safety vests, etc.
The Contractor Responsibilities include, but are not limited to, user customized PPE, such as safety shoes, prescription eyewear, custom earplugs, etc.
16. Government Furnished Equipment
The government will furnish all required vehicles, equipment, and supplies to support assigned tasks as listed in this SOW. A comprehensive list (and operating status) of GFE will be provided.
Typical items include, but are not limited to:
• All scanning equipment to include X-ray equipment, sensors, and biological safety cabinets
• All Packing materials
• All Material handling equipment (forklifts, pallet jacks, carts, dollies, etc.)
• All motor vehicles
• All computers, printers, software, etc.
• All general office supplies
The contractor will be responsible for providing each personnel on staff with:
