April 2022 Indoor Air Quality Protection During Construction Quantico FBI Buildings 01 45 23 00 - 1

SECTION 01 45 23 00 - INDOOR AIR QUALITY PROTECTION DURING CONSTRUCTION

PART 1 - GENERAL

DESCRIPTION

A. IAQ Management Plan: During construction meet or exceed the recommended Design Approaches of the Sheet Metal and Air Conditioning National Contractors Association (SMASNA), IAQ Guidelines for Occupied Buildings under Construction.

B. Protect indoor air, absorbent materials, and mechanical system from contamination.

C. Schedule construction and installation to prevent buildup of contaminates that cannot be removed prior to occupancy.

D. Existing buildings or phased occupancy. General IAQ requirements include:

1. Isolate areas of construction with solid physical barriers.

a. Securely attach and seal at floor and structure above.

2. Schedule adequate time for product installation.

3. Maintain negative air pressure in construction area of ≥ 0.01" WG

4. Do not recirculate air prior to occupancy.

5. Seal return air ducts and use direct exhaust to outside.

6. Factory age sheet goods.

7. Consult manufacturers for appropriate dry out times.

8. Existing facilities: Protect absorbent materials with recycled or recyclable materials.

E. Temporary Construction Ventilation: Maintain sufficient temporary ventilation of areas where materials are being used that emit VOCs. Maintain ventilation continuously during installation, and until emissions dissipate after installation. If continuous ventilation is not possible via building's HVAC system(s) then ventilation shall be supplied via open windows and temporary fans, sufficient to provide not less than three air changes per hour.

1. Period after installation shall be sufficient to dissipate odors and elevated concentrations of

VOCs. Where non-specified period is stated in these specifications, a time period of 72 hours shall be used.

2. When installing wet products (fluid applied coatings or adhesives) ventilate with outside air.

Provide minimum 5 air changes per hour.

3. Ventilate areas directly to outside; ventilation to other enclosed areas is not acceptable

F. During dust producing activities (e.g., drywall installation and finishing) turn ventilation system off, and openings in supply and return HVAC system shall be protected from dust infiltration. Provide temporary ventilation as required. Contractor to size and maintain temporary ventilation units in accordance with manufacturer's directions, and to document such maintenance in log for Government review.

G. Preconditioning: Prior to installation, allow products which have odors and significant VOC emissions to off-gas in dry, well-ventilated space for 14 calendar days to allow for reasonable dissipation of odors and emissions prior to delivery to Project site.

1. Condition products without containers and packaging to maximize off gassing of VOCs.Condition products in ventilated spaces.

H. Schedule Of Installation

1. Install finish materials using following sequence:

a. Fluid applied wall, ceiling, and floor materials.

b. Adhesive applied sheet and tile flooring.

Indoor Air Quality Protection During Construction April 2022

01 45 23 00 - 2 Quantico FBI Buildings

c. Adhesive applied wall covering.

d. Carpet.

e. Acoustical ceiling material.

2. Comply with sequencing requirements specified in Environmental Requirements.

1.2 SUMMARY

A. Related Sections include the following:

1. 'Indoor Air Quality Guideline 1 - Selecting Low Emitting Products for the Indoor Environment' for guidance on selecting low emitting products to maintain acceptable IAQ.

2. 'IAQ Guideline 2 - Commissioning HVAC Systems' for guidance on commissioning HVAC systems in new and renovated facilities to maintain acceptable IAQ.

3. `IAQ Guideline 3 - Design, Operation, Maintenance & Testing of Heating, Ventilation and Air-

Conditioning (HVAC) Systems' .

4. `IAQ Guideline 4 - Maintaining Acceptable IAQ During Construction and Renovation' for requirements that shall be used during construction and renovation activities.

5. "IAQ Construction Checklist"
