1. Background The Federal Bureau of Investigation (Government) intends to award this work under the Job Order Contract

(JOC) to make repairs to the Range 7 Shoothouse, located at the firing range area of the FBI Academy

Quantico Va.

The Range 7 shoothouse is an existing, roof covered, outdoor live fire shoothouse used and operated by the FBI’s Hostage Rescue Team. The shoothouse is approximately 2,900 sf in size. Makeshift elevated observations platforms (aka “catwalks”) have been installed approximately 10’ above the floor level. The makeshift catwalks are not reasonably safe (ie. there presently is a 10’ fall hazard off of the makeshift catwalks) and do not allow instructor visibility into numerous live fire rooms below. Existing OSHA related safety deficiencies at the wood catwalks include no safety railings or toe boards and inadequate head clearance at the point of entry to the catwalk system. Existing training and safety related deficiencies include the existing catwalks not allowing instructor visibility down into many live fire rooms below.

2. Scope

Make improvements to an existing outdoor shoothouse facility at the FBI Complex in Quantico, Virginia.

Work will correct existing safety issues and improve facility functionality.

New wooden catwalk will be built to provide firearms instructors with improved ability to see trainees in the training environment below in real time. New catwalk system will also allow instructors increased ability to move with the flow of trainee teams below. This improved real time observation capability will provide instructors greater opportunity to catch training errors and stop the live fire action before an unintended result occurs. This will also allow instructors to give immediate feedback and technique correction.
