Department of the Interior Bureau of Reclamation

About this file

This is a solicitation document for the Navajo-Gallup Water Supply Project (NGWSP) Intake and River Pumping Plant construction project issued by the Bureau of Reclamation's Upper Colorado Region. The project involves constructing a raw water pumping plant with 71 cfs capacity and 325 Total Dynamic Head, located in San Juan County, New Mexico. The solicitation includes detailed requirements for a comprehensive construction effort, with a period of performance from 04/03/2026 to 10/20/2028 and an estimated total contract value based on an extensive price schedule with over 100 contract line items covering various construction activities.

The solicitation establishes minimum small business subcontracting goals, including 45.87% for small businesses, with specific targets for socio-economically disadvantaged, women-owned, HUBZone, veteran-owned, and Indian-owned small businesses. Offerors will be evaluated on technical approach, staff qualifications, quality control, past performance, safety metrics, and small business participation. The procurement will use a best-value source selection method, with oral presentations required and key personnel from the contractor expected to participate. Proposals are due by January 16, 2026, with anticipated award following a comprehensive technical and pricing evaluation process.
