About this file

This document is a set of Questions and Answers (Q&A) for a federal contract opportunity for a pumping plant project, likely part of the Navajo-Gallup Water Supply Project. The Q&A covers technical specifications, environmental compliance, permitting, and project requirements across multiple specification sections. Key details include modifications to specifications for pumps, air chambers, electrical systems, and environmental considerations. The government (Bureau of Reclamation) provided clarifications on items such as sediment removal, permit responsibilities, biological monitoring, and equipment specifications.

Notable responses include confirming Reclamation's responsibility for Clean Water Act permits, removing fish net requirements after discussions with Fish and Wildlife Service, and providing guidance on various technical specifications. The document indicates a second site visit on 12/10/2025, an extension of the proposal due date, and ongoing amendments to specifications. The project involves constructing a pumping plant with complex technical requirements, including specialized equipment like gantry cranes, transformers, and air chambers, with careful attention to environmental and regulatory compliance.

Question BOR Response SPEC or Drawing

Updated?

Can the presentation from the site visit and pre-bid meeting be provided? Presentation will be sent.

At the site visit, there was evidence of sediment in the bottom of the existing channels. Is the contractor responsible to remove this sediment? If so, how will this get paid?

Depending on when the contractor for this solicitation is doing the work, removing sediment may be required. Cleaning channel has been added to Section 02 41 00 - Demolition

Can the electronic cad files showing existing and proposed grades be provided to assist contractors with excavation scope of work.

In order to avoid descrepencies in the bids, electronic files will be provided after the contract is awarded.

Drawing 1695-D-62032 - Are there any restrictions on when the existing pumping plant can be demolished? There are no restrictions when the existing pumping plant can be demolished.

Drawing 1695-D-62032 - Does the existing pumping plant need to remain operational until the new pumping plant is completed?

The existing pumping plant does not need to remain operational during the contract of the new pumping plant. The temporary pumping system however still needs to be in operation.

Drawing 1695-D-62034 - Note 2 states that if the bottom of foundation extends below the top of bedrock, we must over-excavate 1' and provide 1' backfill material beneath the foundation. Will this over-excavation and backfill be measured for payment?

Depending on the hardness of the bedrock, the excavation will be paid for in either CLIN 64-Common Excavation or CLIN 65-Rock Excavation. Backfill will be paid for in CLIN-66 Backfill.

Specification 33 12 71 Item 1.05.D.3 calls for dynamic analysis and certified statement. Please clarify what is required to be included in the certified statement.

The certified statement is expected as a memo signed by the pump manufacture representative. This would satisfy the requirements of specification Section 33 12 71 , paragraph 2.02 A.

Specification 33 12 71 Item 1.10.A - What is the Net Positive Suction Head Available at the pump inlets?

The contractor / pump manufacturer will calculate the NPSHa based on the WSEL provided in specification Section 33 12 71, paragraph 1.10 A.1 and pump configuration.

Specification 33 12 71 Item 1.11.A.4 - Do the list of spare parts need to be provided for each pump being provided or just for one service?

Provide the quantities described in the specification. One complete set for all except for four mechanical seal assemblies.

Specification 33 12 71 Item 2.01.A.10 - Please provide drawing 33-D-61662. A contract ammendment is forthcoming and the drawing number will be updated. The correct drawing is 1695-D-62154. Yes

Specification 33 12 71 Item 2.01.B.7 - What is the Net Positive Suction Head Available at the pump inlets? Please note that NPSHa contains assumptions about atmospheric pressure that should not be left up to opinion.

See answer to question 11.

Specification 33 12 71 Item 2.01.C.2 - Please confirm that inlet strainer baskets are not required.

The need for inlet strainer baskets is determined by the pumping units' ability to transport material listed in Seciton 33 12 71 2.01 C.1.

Specification 33 12 71 Item 2.01.C.2.h.2 - This calls for integral wear rings on the impellers. By definition, wear rings are separate parts machined and press fit onto the impeller skirts. Please let us know what is meant by "integral" wear rings.

Reclamation's definition of intergal means the impeller and rotating wear ring is a single component.

Specification 33 12 71 Item 2.01.C.9 - This coupling description is applicable to horizontal pumps where only torque is transmitted. This should describe an adjustable rigid coupling capable of handling the weight of the rotating assembly and the thrust generated. Please advise.

A contract ammendment is forthcoming that will replace the flexible type requirement with rigid for the coupling. Yes

Specification 33 12 71 Item 2.01.D.16.c - Requires RTD leads to be terminated in terminal strip next to the pump base.

Is the heater to be similarly connected to a terminal strip in an external enclosure, or will this connection be made in the accessory conduit box on the motor.

Coordination of electrical terminations will be addressed after contract award.

Specification 33 12 71 Item 2.02 - Requires a level 3 rotor dynamic analysis. Item 2.01.B.9 requires a level 1 rotor dynamic analysis. Which is correct?

A contract ammendment is forthcoming to update dynamic analyses requirements in accordance with HI 9.6.8 Level 3 - Advanced Methods.

Yes

Specification 33 12 71 Item 2.04 - Witness testing will provided as specified as specified, however, please confirm the supplier does not need to include in their proposal any travel and lodging costs for the government representatives.

Confirmed.

Specification 33 12 79 Item 2.02.A.1.a - This states that the 300 feet long discharge hose can be in connected sections or one continuous length. Section 2.02.2.A specifies the hoses to be in 50 foot lengths. Are we to provide one continuous 300 foot length or (6) 50 floor lengths.

Either option is available to the contractor. Specification Section 33 12 79, paragraph 2.02 A.2.a is providing an example, an equivalent that satifies the requirements can be approved as presented in 2.02 A.2.b.

Specification 33 12 79 Item 2.01.A.2 - This calls for cast iron construction. Paragraph 2.01.C.1.a.2 calls for materials suitable for heavy amounts of sand, silt, etc. Plain cast iron is not suitable for heavy amounts of sand and silt. Those abrasives would require a high chrome iron to provide the desired resistance to abrasion. Do you want cast iron per 2.01.A.2 or high chrome cast iron as required by 2.01.C.1.a.2?

High chromium cast iron satisfies both requirements. Yes

Specification 33 12 79 Item 2.01.A.8 - This requires a MOTOR moisture detector. This feature is normally applied to oil filled motors, where a seal leak will admit water into the motor. A conductance probe in the oil detects the presence of water and can be used to shut down the motor. But on a motor this size, the motor is air filled and a moisture detector in the motor is not germane. The tandem seal arrangement encloses a seal oil between the two sets of seal faces. If the primary seal fails, water will enter the oil between the seals and a conductance probe will detect the water. Is this the intent, to provide seal failure detect in the dual seals rather than inside the motor?

A contract ammendment is forthcoming to remove this requirement. Yes

Specification 33 12 79 Item 2.01.A.8 - This requires a motor moisture detector and paragraph 2.01.A.5 requests tandem seals. One of these features is (assumedly) going to work as a shutdown feature. That feature needs to be wired to the exterior disconnect panel in order to be functional. Will that feature be in that panel with an associated "fault" light? Should the specifications be changed to require the pump supplier to provide the exterior disconnect panel with the requisite circuitry to enable the protective function of a moisture detector? Or maybe the pump supplier needs to include an appropriate relay for inclusion in the shutoff panel? Do you require the seal failure/water detection circuit to be included in the cable, or is a separate cable strapped to the power cable acceptable?

A contract ammendment is forthcoming to remove this requirement. Yes

Specification 33 12 79 Item 2.01.B.5 states "select pumping unit with manufacturer's required submergence less than submergence available". Is it assumed that the submergence available is the depth of the sump (3'6"), or is there another value to use?

Yes, the submersible pump is intended to drain water so that the only remaining water is in the sump pit.

33 12 79 Item 2.01.C.1.a.2 - High chrome impellers are available in prescribed dimension due to the difficulty involved with trimming the hard metals. Shall we interpret the flow and head required as minimum, since we will not be able to custom trim the impeller to meet exactly that design point.

The performance requirements remain as detailed in Section 33 12 79 , 2.01 B Performance requirements.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 202, 1.02, Item C. The submittals for this section include Fish Net Drawings and Data, which are listed as Fish net product data and installation procedures, reviewed and approved by the Fish Biologist. Will the Fish Biologist be responsible for designing the exact specifications via AutoCAD and installing the fish barrier net? Or is the Fish Biologist just reviewing and approving net design documents developed by AMES, and overseeing/consulting on the installation? There is also no mention of the fish weir in this section. Does that mean the Fish Biologist is not responsible for any aspect of the weir design/installation?

Upon further discussions with Fish and Wildlife Service (FWS), the need for a fish net is no longer requried, given the use of cofferdams and will be removed from the specificaions. Reclamation designed the permanant wier in consulation with FWS. The contractors fish biologist will not be responsible for the permenant weir in the sluicing channel.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 27, SECTION 01 14 12, 1.03, Item A.1. Where do the Biological requirements fit into the Critical Path? Is it expected that Biologists will be required for the entire duration of the POP or only during certain construction activities? What timeframes do you anticipate needing the Biologists onsite? In our understanding, any onsite mobilization and construction activity requires biologist(s) to be onsite, regardless of time of year.

Upon further discussions with Fish and Wildlife Service (FWS), the need for a fish net is no longer requried, given the use of cofferdams and will be removed from the specificaions.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 55, SECTION 01 33 00, 1.04, Item C. and page 66, Table 01 33 00A – List of Submittals, Protected Species – Fish Net Drawings and Data. If Drawings (as defined in SECTION 01 33 00) are to be provided by the Fish Biologist, do the Fish Net Drawings have to meet the submission criteria described in SECTION 01 33 00, 1.04, Item C, e.g., AutoCAD format?

Upon further discussions with Fish and Wildlife Service (FWS), the need for a fish net is no longer requried, given the use of cofferdams and will be removed from the specificaions.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 200, SECTION 01 57 50 and page 66, Table 01 33 00A, Tree & Plant Protection Plan. Is the Biologist(s) responsible for any aspect of SECTION 01 57 50 or the Tree & Plant Protection Plan?

No. Contractor's fish biologist only required if specifically mentioned.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 202, SECTION 01 57 60, 1.04, Item C indicates the project is designed to comply with Environmental Commitments of Navajo-Gallup Water Supply Project Final Environmental Impact Statement, Realignment of the Norther Portion of the San Juan Lateral Environmental Assessment, and Final Biological Opinion for the Navajo-Gallup Water Supply Project reissued by U.S.

Fish and Wildlife Service on September 20, 2022. Can we obtain copies of these environmental review and permitting documents to help inform our proposal?

The EIS and EA are avialable on line at https://www.usbr.gov/uc/envdocs/eis/navgallup/FEIS/index.html The 2022/2024 BO (2022/2024), are available upon request. Please request documents from Amy Loveless and cc: Ashton Jones

Please note, the requirements of the documents may have changed, given Reclamation's ongoing dicussions with regulators. The drawings and specifications were developed to meet these requirements.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 203, SECTION 01 57 60, 1.04, Item E.2. Are there any species protection plans available for review now, or will they be developed by the appropriate Federal, Tribal and/or State entities when/if they are deemed necessary?

The only endangered species with the potential to require removal are the fish species, whose removal is described in .

There are no protection plans or anything - there just needs to be a fish biologist on-site to help with the fish salvage once the netting is installed.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 203, SECTION 01 57 60, 1.05, Item A. This provision indicates that the Government will survey for nesting birds. Is there any expectation to have an Avian biologist onsite? Is there any expectation for the Biologist(s) to conduct monitoring for and report any new active nests in the project area to be disturbed that are discovered during nesting season after the Government has completed their nesting bird survey?

No, there is no expectation that an avian biologist be on-site. The government will survey for nesting birds no more than 5 days prior to vegetation clearing if the clearing will occur between March 15 and August 15. If the vegetation clearing will be conducted outside of that time period, there is no need for the nesting bird survey. Once the vegetation is cleared, there is no need for additional surveys.

140R4025R0023_Attachment_1_-_00_00_01_-_Specifications_09242025, April 2025, page 1006, SECTION 31 11 00, Part 3, 3.02, Item G. Clearing and grubbing are to be performed in accordance with Sections 01 57 50 – Tree and Plant Protection and 01 57 60 – Protected Species. Is there any expectation that biological surveys be completed by the Contractor/subcontractor of the affected areas to identify the presence of any federal/state/tribal sensitive or T&E species (such as the Mesa Verde cactus) prior to clearing and grubbing? Are any avoidance or relocation measures required to be implemented by the Contractor/subcontractor for species, other than migratory birds and protected fish?

Other than the migratory bird nesting surveys described in the response to comment 33, there is no need for any other biological surveys. Other than the fish salvage, there are no avoidance or relocation measures required to be implemented.

Specification 07 21 13 Item 1.05 A says to "install at locations shown on the drawings". Drawings don't show any Sound Control Batt Insulation in any of the building sections or wall sections. Despite this, the drawings have a few details on 1695-D-62149 and 1695-D-62150 showing sound control batt insulation and gypsum wall board right at the windows and doors. Please clarify if the building is required to have this insulation and board or not. If it is required, please provide revised drawings showing this so we are meeting the spec section and pricing per the drawings.

All walls on the project utilize insulated metal panels (IMPs). No sound control batt insulation is used anywhere on the project. The only walls that include gypsum wall board are the interior walls within the MCC room. A revised drawing will be issued.

Yes; drawing revised and spec for sound batt deleted.

Specification 01 80 15 1.02.B.2 – Will the Government require the CxA to be onsite full time during the construction of the plant? This is a huge cost that we feel is not needed to ensure proper commissioning of the facility and its systems. Many of the actual installation inspections can easily be completed by the contractor’s QC personnel and reported to the CxA as a pre-functional checklist item that can be back checked or operationally tested afterwards.

No CxA doesn't need to be onsite full time during construction of the plant. They do need to direct day to day commissioining activities.

Specification 01 80 15 1.05.C.1.a – Identifies vibration testing as a requirement. Would the government want permanently mounted vibration monitoring equipment, or do you want temporary CxA mounted equipment to perform the testing?

permanent virbration testing is not something that the government will require but after the contract award the government would consider it if it is proposed.

Specification 01 80 15 1.05.C.1-7 – Would the Government consider testing pumps using a temporary test loop around the facility as prescribed in the requirements identified in the Navajo-Gallup Water Supply Project Pumping Plant 1 (PP1) Solicitation No. 140R4025R0016 to prove individual pump operations?

Contractor may propose a temporary test loop after awarded. However, even if a temporary test loop is used the system shall be tested as described in Section 01 80 15.

Specification 01 80 15 1.06.A – States that the Commissioning Agent must be certified as an ASHRAE BCxP. Would the Government except other industry standard certifications or extremely extensive experience in lieu of credentials?

A different certification would be considered, if contractor can prove equal qualifications.

Specification 01 80 15 - Should the CxA include in our fee proposal to validate flow rates using certified calibrated TAB flow meters?

Use flowmeters installed with the project.

Specification 23 08 00 3.01.A – States perform Cx processes in accordance with Section 01 80 15 – Commissioning for BAS and HVAC and in accordance with the following: 1. ASHRAE 202. ASHRAE 202 focuses on energy performance, including continuous monitoring. Does the Government intend to have a BAS /EMS robust enough to provide continuous monitoring, including dedicated energy metering at the equipment and subsystem level?

ASHRAE 202 covers minimum acceptable standards for the commissioning process and does not include system performance criteria such as continuous monitoring or dedicated energy metering. The CxA is to follow ASHRAE 202 for identifying roles and procedural/reporting requirements in the commissioning process per section 23 08 00 paragraph

3.01. The government does not intend to have a BAS or EMS that provides continuous monitoring or dedicated energy metering.

Specification 33 09 12 3.03.A.3 – Is it the Government’s intention to have the CxA present fulltime onsite for the two person days commissioning of the Flowmeter testing?

The intent of the referenced paragraph is to have the flowmeter's manufacturer's rep on site during the commissioing of the facility.

Solicitation Page 3 of 118, Cultural Resource Compliance and Archaeological Monitoring; What are the types of land ownership within the project area? Will cultural resource compliance require coordination with Navajo Nation, federal agencies, or also potentially the State of New Mexico?

Reclamation owns Intake property. Reclamaiton is consulting with the SHPO, and there aren't any adverse effects to historic properties associated with the intake work. There are not cultural resources that impact site.

Solicitation Page 105 of 118 - Definition of Relevance for Past Performance; Will qualifications from a subcontractor who has a Teaming Agreement in place with a JV prime be permitted in the proposal?

Yes, if their relevance meets the remainder of the definition.

Solicitation Page 105 of 118 - Use of Past Performance Questionnaires; Due to the government shutdown, we anticipate PPQs will be very difficult to obtain before the proposal deadline. Please confirm that CPARS are acceptable in lieu of PPQs, and that if neither CPARS nor PPQs are able to be obtained, provision for this circumstance out of an offeror’s control will be made.

Yes, CPARS will be acceptable. But please still also provide the PPQ document with sections 1-5 filled out so that at a minimum, Reclamation can attempt, to contact the client ourselves. Mark the top of the PPQ if the client couldn't be reached because of the Government Shutdown along with dates that you attempted to reach out to the client.

Solicitation Page 62 of 118.4 52.204-8 Reps and Certs (a) (2); The RFP states that the Small Business size standard for this opportunity is $45M. However, there is no language that sets this opportunity aside for Small Businesses. Is this opportunity limited in submission to Small Business, or is this contracting opportunity fully open to all offerors of any size or classification?

This solicitation is not set-aside, it is full and open. This provision is defining what makes a company a small business for means of completing their reps and certs (usually completed in SAM.gov).

Solicitation Page 101 of 118 2. Professional Work References; Please clarify in what format the Professional Work References are to be presented and how these are different from the PPQs that are already required elsewhere.

Please consider removing this requirement, as PPQs already present this same information.

There is no specific required format for this information. This is not the same as PPQ's because it could include additional references that do not fall into the same definition as specified in the Past Performance section that requires the PPQ's.

Solicitation Attachment 07 Experience Worksheet is provided with the RFP documents. However, the RFP requirements do not list this attachment as being required. Is this form to be used to submit past performance information under Evaluation Factor 3?

This is an optional form that the contractors can use to respond to some of the required experience requirements requested in Section L of the solicitation.

Solicitation Page 97 of 118 Volume I Business Proposals; The RFP states as a deliverable in Volume I: “ Additional information required by the solicitation to be furnished by the offeror which is not required to be obtained in another volume ofthe proposal.” Please specify what is required, if anything, to be presented in this section.

It is specific to each offeror, this is the general business proposal volume. Usually includes bonding, insurance, etc. that's not required in other volumes, offeror will need to review the content of the proposal to ensure it meets all requirements (e.g. bonding, insurance, reps & certs if not in SAM record, etc.).

The RFP lists the following as separate deliverables in Volume I: “e. Requests for any waivers of any solicitation provisions or contract clauses; f. A summary of any exemptions from, or deviations to, any other solicitation requirements; (b) Exceptions to Solicitation Requirements: Offerors are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, in addition to those identified as evaluation factors.

Failure to meet a requirement may result in an offer being ineligible for award. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Each exception shall be specifically related to each paragraph and/or specific part of the solicitation, or specifications, to which the exception is taken. Provide rationale in support of the exception and fully explain its impact, if any, on the performance, schedule, cost, and specific requirements of the solicitation. This must be called out clearly in the proposal. Reclamation reserves the right to reject any and all exceptions to the solicitation and if the exception is to a major term or condition of the solicitation the proposal may be thrown out and not considered/or award.” All of these deliverables require the same information. Please remove requirements “e” and “f” to avoid redundancies in information.

No, the solicitation is in a required format, items (e) and (f) will not be removed.

Evaluation Factor 1 (a) is a narrative description of the project’s technical approach. The RFP states “ Solicitation attachments 7 & 8 can be used in addition to the narrative description.” Attachment 07 is a project reference form.

Please clarify how Attachment 07 is relevant to this requirement.

Attachment 7 is an experience worksheet, evaluation factor 1 includes experience, the form is used to validate the experience with external parties. There is no evaluation factor 1(a) as it doesn't contain subfactors, there is only evaluation factor one.

Solicitation Page 100 of 118 Staff Qualifications and Key Personnel Experience; Please confirm that for the Evaluation Factor 4 requirements for the offeror’s three most recently completed projects, substantially construction complete projects are allowable.

As long as there is some form of verifibable past performance record, or questionairre to validate, substantially complete projects should be allowable.

Please confirm that for the Evaluation Factor 4 requirements for the offeror’s three most recently completed projects, newer JV entities can submit projects from its individual members to fulfill this requirement.

Yes, please provide this information for each of the two companies that are merging as the JV.

Please confirm that for Evaluation Factor 4 requirements, awards for outstanding support for individual entities of the JV are allowable.

Yes, please provide this information for each of the two companies that are merging as the JV.

Solicitation Page 104 of 118 Evaluation Factor 3 Past Performance; With the government currently shutdown, please consider allowing contractors to submit current CPARS in lieu of past performance questionnaires. Since this is also detailed on page 115, this does not seem in conflict with the requirements for past performance information.

Does the pump station need to be operational 24/7? If not, for what duration can the plant be down to perform in channel work?

Can you please clarify who is responsible for obtaining environmental permits?

Reclamation is responsible for obtaining Clean Water Act Permits. Yes

Per section 42 22 12, please clarify the intention of the gantry crane. Only a davit crane and monorail crane are shown in the drawings, however, there is a bid item for a gantry crane.

Per Specification Section 41 22 12 – Gantry Crane , the bid item refers to a mobile rolling gantry crane intended for use inside the Pumping Plant. The crane is a portable unit designed to fit between the manifolds and used for lifting, installing, and removing valves and instruments as described in Paragraph 1.04. Although not shown on the drawings, it is a required item per the specification.

The drawings show the air chamber tanks are at least 20’ tall. Reaching the anode support bracket with a ladder on an uneven surface without proper fall protection anchors will be unsafe. Can nozzles be installed on tank roof for installation of anodes? This is an industry standard and the safest way to perform this scope of work. Installing nozzles will avoid welding anode support brackets for installation of rope supports as the anode would be suspended from its own lead wire. Example of proposed anode suspension below.

Section 07 41 13, 2.02 – Would Isocop Roof Panels be an acceptable “or equal” replacement for Kingseam?

Specification 31 56 20: Page 31 56 20-1, Part 1.01 “Measurement and Payment” a.) The unit of measurement is listed as “Area in square yards”, however the Price Schedule CLIN 72 has the units in cubic yards. Please clarify.

b.) Will the measurement for payment of the C-B slurry cutoff wall be made using elevation 5094.5 as the top of the cutoff wall, or will it be made from the elevation of the working platform? The platform is expected to be at approximately elevation 5097, so that the initial slurry trench is about 2.5 feet higher than the ultimate top of the C-B wall. The C-B wall will later be excavated to elevation 5094.5 in the specified 3-day to 7-day window following C-B slurry trench installation.

c.) How will the Post-construction C-B wall cutouts and the gaps in the C-B wall at the intake channels affect the measurement and payment?

a) The price schedule has been updated to reflect the measurement and payment of square yards. The Trench is 36" in width so the cubic yards should equal the square yards. b) The top of the finished C-B cutoff wall will be below the ground surface, and the measurement for payment should be made to the finished top elevation of 5094.5 feet. c) Post-construction C-B wall cutouts should be included in the measurement and payment of the slurry wall. The gaps in the C-B wall at the intake crossings do not have slurry wall. Observation wells are added at these locations as shown on 1695-D- 62045. This should also be included in your measurement and payment for the slurry wall

Specification 31 56 20: Page 31 56 20-6, Part 2.01.A – “Cement” specifies the use of ASTM C150, Type II cement. Will the Government allow the use of Type 1L cement as an alternate, if the Contractor completes a mix design confirming it meets the performance criteria?

The government will allow the use of Type 1L cement as an alternative assuming it meets the performance criteria

Specification 31 56 20: Page 31 56 20-7, Part 2.02.A.4 – Specifies “Minimum design life of 5 years.” How will the COR evaluate the design life of the Slurry Mix?

The 5-year design life is a performance requirement. The COR will not verify by time-in-service testing. Compliance will be evaluated based on the approved mix design and test results demonstrating the slurry meets the specified strength, permeability, and durability criteria. If those requirements are met, the design life is considered satisfied.

The government will consider nozzles installed on the tank roof for installation of anodes after contract award

We are finding that potential subcontractors and vendors have expressed sincere interest in the opportunity and are wanting to participate in this competitive solicitation. However, the available time to provide a responsible estimate is proving to be the biggest factor as to whether they continue pursuit. Given the complexity of the project, upcoming holidays, and difficulties experienced with subcontractor and material pricing we like to propose a 28-day extension to the bid due date.

Yes, the proposal due date has been extended.
