About this file
This document is a Questions and Answers (Q&A) file related to a federal contract opportunity, specifically addressing small business participation requirements for the Bureau of Reclamation. The document contains one question focused on Evaluation Factor 4: Small Business Participation and Indian Preference Hiring Plan, with the contractor seeking clarification on small business subcontracting goals.
The Bureau of Reclamation's response confirms that small business subcontracting goals are set by the Department of Interior (DoI) and cannot be modified, even in consideration of remote work location or project complexity. The goals are established as a percentage of total planned subcontracting dollars, specifically 45.87%. Additionally, contractors are required to separately identify the percentages of small business and large business participation relative to the total contract value. The response indicates that while the percentage cannot be reduced from 45.87%, contractors must still provide detailed breakdowns of business category participation.

Question # Question BOR Response
Specific Paragraph: Evaluation Factor 4: Small Business Participation and Indian Preference Hiring Plan; Question: Please confirm small business subcontracting goals for this acquisition. This paragraph outlines the minimum subcontracting goals as a percentage of total planned subcontracting dollars; however, the following paragraph and later sections ask to submit small business participation values as a percentage of the total contract value.
Would the Bureau of Reclamation consider reducing the percentage of participation in the small business category from 45.87% of total planned subcontracting dollars to 25% of total planned subcontracting dollars due to the remote area and complexity of associated work?
Goals are set by Department of Interior (DoI) and cannot be changed. The goals are based as a percentage of total planned subcontracting dollars. But contractors also need to separately identify the percentage of small business and large business percentages of the total contract value.
