About this file
This is a Questions and Answers document for federal solicitation 140P2026R0075, issued by the National Park Service (NPS) in partnership with HDR for the Grand Canyon Regional Airport (GRCA) Project 318719: Temporary Waste Water Treatment Plant.
The document clarifies control system requirements for the temporary wastewater treatment facility. Key technical specifications include: multiple controllers are required (not a single master PLC) for subsystems including two Membrane Bioreactor (MBR) units, an Equalization Tank, UV skid, chemical pumps, Influent Screening System, Influent Lift Station, and Filtrate Lift Station. The communication protocol is Ethernet TCP/IP for all vendor-supplied panel integration. No required HMI/SCADA platform is specified, though Ignition is acceptable. Control panel-mounted screens are required for each subsystem with no separate central control room. Remote access is not permitted during startup or upon project completion; however, future integration capability into the Parks' existing SCADA system via Ethernet TCP/IP over fiber must be included. Factory Acceptance Testing (FAT) requirements apply to the Packaged Wastewater System components, with additional testing requirements referenced in separate specifications for lift stations, screening systems, and laboratory systems. A portable eyewash station (similar to Uniline H2Flow Model H-11042) must be supplied near the carbon addition chemical dosing pump. The system supplier is responsible for furnishing all skid-mounted equipment, instrumentation, chemical and piping systems, controls, electrical components, tankage, and overall system controls integration as detailed in Specification Section 46 07 53.

Q Question Government Answer
In reviewing the drawings and specifications, we have not located any control philosophy or control summary.
We believe the Control Narrative/Philosophy should be prepared by the Engineer of Record or an AZ licensed Process Engineer who is responsible for the treatment process design. After project award, will NPS/HDR provide a Control Narrative/Philosophy that the contractor will use to develop the control system, PLC programming, SCADA, and associated documentation in accordance with the process requirements outlined in the Control Narrative/Philosophy.
As noted in Specification Section 46 07 53 - The System Supplier shall furnish the Packaged Systems as described in this specification, inclusive of all skid-mounted equipment and ancillary equipment, factory installed and calibrated instrumentation, scope-specific chemical and piping systems, controls, electrical, tankage, internal inter-connection piping for tanks and equipment, and overall System controls integration.
Additionally, Specification Section 46 07 53 provides a detailed description of the process components, design criteria and effluent requirements.
Delete all reference to Specification Section 40 61 96.
Please confirm whether we are to provide one master PLC. If multiple controllers are required, can you specify how many and what subsystems are allocated to the multiple controllers?
There is no Master PLC, multiple controllers will be required. The subsystems include:
| • | The two MBR systems |
| o | The Equalization Tank is a RIO to these |
systems
| o | The UV skid is a RIO to these systems |
| o | The chemical pumps are Ethernet/IP |
connected back to these systems
| • | The Influent Screening System |
| • | The Influent Lift Station |
| • | The Filtrate Lift Station |
Please confirm the required HMI/SCADA platform for proposal purposes. Is Ignition acceptable?
There is no required HMI/SCADA platform for this project. Ignition is acceptable.
Are any control panel mounted screens required, remote stand-alone operator workstations, or all SCADA controlled from an existing control room remote from the wastewater treatment area?
Control panel mounted screens are required for each of the subsystems as listed in the answer to question 40. There will be no separate control room for an overall SCADA system.

Questions and Answers
Please confirm the expected communication method between our control/HMI system and vendor-supplied panels. For proposal purposes, we need to know whether to assume Ethernet/IP, Modbus TCP, hardwired I/O, or another protocol.
Ethernet TCP/IP for communications.
Please confirm whether we are required to provide remote access or integration to an existing/future site SCADA system as part of this proposal, or whether we should only provide local skid HMI/SCADA functionality with future connection capability.
No remote access is acceptable for this application, either during startup or upon project completion. Integration capabiliy into the Parks existing SCADA system in the future should be included. Assume Ethernet TCP/IP via fiber for said communications integration.
Section 46 07 53.2.10.A for FAT appears to require complete testing and interconnecting of all of the Temp WWTP equipment. Is this limited to the Equalization tank, both MBR systems and UV skid, or does it also include all chemical feed skids, lift station pumps, and bar screen and screening units? Are the two temporary laboratory systems to be part of this FAT testing as well (different mfr in different state). If everything is to be pre-tested as part of the FAT in one location, it requires time and effort that can be costly for just up to 1 hr in peak forward flow testing (2.10.A.2.f)
The referenced Specification section refers to the Packaged Wastewater System, which includes the two MBR units, the RIO Equalization Tank, the RIO UV skid, and the chemical feed pumps. Reference Specification 33 32 13 for the Influent and Filtrate Lift Station testing/training requirements. Reference Specification 46 21 40 for the Influent Screening System testing/training requirements. Reference Specification 10 50 00 for the Lab Systems testing/training requirements. Pre-testing as part of the FAT is required per contract documents, price proposal to reflect this requirement.
