On page 18 of 73 on the RFP it shows a list of Key Personnel for the project, are resumes also required for all 5 Key Personnel members?
Yes, Provide Resumes for Key Personnel
Factor 1 Technical Experience has the following: “The Project Experience Narrative for the Prime/General Contractor shall specifically identify and describe up to five (5) relevant projects completed by the Prime/General Contractor firm in the last eight (8) years”. We are requesting if the Prime/General Contractor firm can use projects from a subcontractor to meet the qualification requirement for the Prime/General Contractor?
No, the solicitation requests narratives and relevant projects from both the General Contractor and Subcractor firm(s).
Per Factor 1 Technical Experience section requires the Prime/General Contractor to provide references for completed projects. Please clarify whether a project that is approximately 95% complete and currently in the final stages of construction may be submitted in lieu of fully completed projects?
A project that is not yet 100% complete may be submitted at the Contractor’s discretion, provided the proposal clearly identifies the project’s current level of completion and remaining work.
On page 1 of the RFP it states that we will have 420 calendar days to complete the project. However, on page 67 of 73 on the RFP it has the following:
Assume a Notice to Proceed date of August 15, 2026 & Completion no later than June 1, 2027. This is only 291 calendar days. Please advise
The Government has issued updated solicitation documents and amendments that address all current clarifications, including those related to Q4 and Q28. Please refer directly to the posted solicitation updates, which provide the complete and governing requirements.
Foundations are not indicated for the Wastewater Treatment Lab or the Conex Chemical Storage Containers. Please indicate foundation requirements for these structures.
Lab structure and shipping containers are modular in style and will bear directly on the finished grade (roadway base with drainage crushed rock);Specification 31 23 00 Part 3.6.G.2 provides compaction requirements.
Note 10 on C103 indicates three small concrete pads and refers to Sheet E103. However, note 1 on Sheet S100 refers to detail 1/S500. Per Sheet E103 indicates that these are Transformer pads. Please clarify if Sheet E103 is correct and to disregard the note on S100.
The three pieces of electrical equipment, called out by civil (C103), and defined by electrical (E103) are to bear on concrete pads per detail 1/S500.

Questions and Answers
On drawing E103 it shows in bold OHE between the Existing Control Building & the Grinder Pump and Flume. Please clarify if this work is new or existing. If new, please provide scope.
Bold OHE line is not part of this scope of work.
There appears to be a concrete slab indicated per Note 15 on Sheet C103. Per Detail 4/C502 it appears that it is a 6” thick concrete slab at the Mechanical Auger Vault. Per Note 1/S100 indicates two (2) site pads with typical reference to detail 1/S500. Will these site pads be elevated above the top of the concrete slab or level with it?
Detail 4/C502 is specific to the auger vault pad, only. Detail 1/S500 is specific to equipment pads needing a 4’ min turndown edge, within the 6” auger vault pad. The Structural pads shown by Keynote 1 on S100 should be level with the surrounding 6” auger vault pad, separated by a bond breaker. Those pads annotated with Keynote 1 on S100 are intended for the transformers outside the Conex trailers. See Keynote 21 on E103.
Define the “End of Season” date for the removal of biosolids for CLIN 0005?
End of Season as it relates to contract operator shut down of the TWWTP for the 2027 operating seasonis generally defined as late October or early November pending weather conditions. Biosolids are to be removed immediately after shut down of the
TWWTP.
The specs include section 32 92 21 Native Grass Seeding however the plans show no landscape work.
Please advise if this scope is required.
Specification 32 92 21 Native Grass Seeding is provided if seeding is required for stormwater permitting requirements.
Per spec section 10 50 00 Temporary Lab Trailer are we to purchase this or are we to rent it? If we are required to rent it how long do we need to figure for this?
Contractor shall purchase the Temporary Lab Trailer. The trailer will become Government owned at the end of the construction contract.

GRCA 318719 Rehabilitate North Rim Infrastructure; Grand Canyon North Rim, Arizona; prepared by GEI; August 11, 2025.
Note: This geotechnical report was prepared for the pre-fire rehabilitation of the existing WWTF, which is near the Temporary WWTP site and not completed to support the Temporary WWTP. Subsurface conditions may differ, and the Government makes no representation regarding its applicability.
Contractors are responsible for confirming site conditions and assume all risk for any interpretations or correlations made using this report.
There is spec section 02 41 00 demolition, but the drawings show no demolition. Please advise
Specification Section 02 41 00 is for general site demolition including the site fencing.
Per drawing E103 note 8 shows a concrete pad for a generator. Who is providing the generator?
Generator is not in the contract. However, the pad is required if a temporary generator were to be brought in at a future time to power the system if normal power is not available.
Contractor is resposible for constructing the pad.
Per drawing Y602 note 1 show everything in the dot-line square area to be by the manufacture. Per the division 26 electrical specs it references that the VFD are by electrical. Please advise on who will be providing the
VFD.
The VFD shown on drawing Y602 within the dotted line will be provided by the equalization tank manufacturer. The general electrical contractor will be responsible for confirming that the manufacturer provided VFD’s meet the division 26 specifications.
In the drawing set Part 2, sheet C103 callout 9 expresses the Wastewater Lab is 50ftx12ft however in Part 4, sheet E103 callout 9 expresses the Wastewater Lab is 40ftx8ft. What size should the Wastewater Lab be?
Revise Drawing E103 to note that the wastewater lab has dimensions of 50ftx12ft.
Near the existing Wastewater Treatment Plant there is a fire hydrant. Is there any water available that we can draw from this hydrant?

Are there water and electricity available for the construction camp/office trailer location? In the drawing set Part 2, Sheet G106 note 1.3 states “Only Electrical and water hookups provided.” During the site visit it seemed like no water was available but there were power hookups. Please confirm that utility electric power will be available for construction and camp usage by the contractor.
A separate contract (GRCA 352119 – North Rim Critical Utility Restoration) is being solicited to repair and restore the existing potable water, sanitary sewer, and electrical distribution systems damaged during the 2025 Dragon Bravo wildfire. This work includes repair and replacement of water system piping, valves, hydrants, re-pressurization, flushing, and disinfection;
repair and restoration of sanitary sewer piping, manholes, lift stations, septic systems, CCTV inspection, and flushing; and repair, testing, and re energization of the electrical distribution system, including conductors, transformers, switchgear, and associated components.
This restoration project is expected to be awarded August 2026 and construction occurring primarily during the 2026 operating season, extending into spring 2027 as winter shutdown conditions allow. Utility startup and system re pressurization, testing, and ADEQ coordinated approvals will be performed under this separate contract. Will the General Contractor be responsible for any shutdowns due to helicopter activities near the site that affect the schedule for construction activities?
Shutdowns due to aviation operations will be coordinated between the Construction Contractor and National Park Service with intent to limit construction activity impacts.
Will the General Contractor be responsible for removing the piles of debris that are at the site?
It is unclear what specific piles of debris are being referenced. Our assumption is that this refers to debris material located within the designated staging areas that remains from prior fire recovery activities. If this assumption is correct, removal of fire related debris was not included in the scope development or cost estimate for the Temporary WWTF project. Therefore, debris removal is not intended to be part of the Contractor responsibility.
In the drawing set Part 4, Sheet S100 shows all the locations of the trees. Couple of the trees seem to conflict with the concrete foundations and locations for the containers. Will the removal of trees and stumps be the responsibly of the General Contractor?
Stumps within Limits of Construction are required to be removed.
Will an onsite superintendent need to be onsite the whole time during the winter periods?
Pursuant to contract clause 52.236-6, Superintendence by the Contractor, the Contractor shall have on the work site a competent Superintendent at all times. This is not required during the winter shut-down, when work is not occurring on-site.
Most BAA Compliant pad-mount transformers of this size and configuration have extended lead times of 40+ weeks. In the event that a spec & BAA compliant transformer cannot be sourced in time for the 6/1/27 operations date, will it be acceptable to provide a temporary transformer to serve until the permanent unit arrives?
A temporary transformer may be considered if a compliant permanent transformer cannot be delivered in time. Any temporary unit must meet code and operational needs and must be submitted for Government approval. Use of a temporary transformer does not alter the requirement to furnish the permanent

compliant transformer, and any associated schedule or cost impacts remain the Contractor’s responsibility.
Is the understanding that the existing to remain electrical power infrastructure is in good operable condition, and that utility power will be available for startup & operations by the 6/1/27 operations date?

Exetension for proposal due date to 7/29/2026 is requested.
The purpose of this amendment 03 is to:
A. Extend the Proposal Due date to July 29, 2026 at 1200 PM MDT. Further extensions to the proposal due date are unlikely.
B. Establish a question due date of July 10, 2026. Any questions received after this date may not be answered.
C. All other terms and conditions remain unchanged.
What CLIN # shall all spare parts specified in 01 78 23.A be allocated to?
Spare parts should be included in CLIN 3.
Is the Temporary Lab Trailer rented or purchased per specification 01 50 00?

Are Liquidated Damages assumed after the period of performance? Bid due 7-15-2026, 8-15-26 notice to proceed. Minimum of 60 days to get approval on all required preconstruction submittals would put mobilization around the middle of October. It does not appear that any construction would start this year as the winter shutdown starts in December. With 420 days for the period of performance Liquidated damages would start 10-9-2027?

To mobilize earlier this year and accomplish any of the civil work will NPS relax preconstruction submittals or provide a condensed mandatory list to begin the civil works.
NPS may consider adjustments to pre construction submittal requirements, or a condensed list necessary to begin civil work, during post award discussions.
What baseline project schedule did NPS use to arrive at a fully functional and operating WWTP by June 1, 2027.
It is unclear what amount of time will be required to get acceptance from ADEQ to operate the facility after startup, commissioning and testing is complete therefore making it difficult to work backwards from the operational deadline to arrive at a construction duration.
Designer of record has submitted both permit applications to ADEQ (APP, AZPDES), both have been administrativily approved and are in substantive review phase. Based on ADEQ's time frame for review, its expected that permits will be completed by the fall of 2026.
ADEQ has been a close partner throughout the design process, expect no substantail comments to impact overall design and to be administrative in nature as to not delay overall schedule. Estimated schedule to startup and commission TWWTP to approval to operate from ADEQ is 30 days assuming system is constructed to design approved in permit application. Changes to the design as an output of permiting approval by ADEQ may be basis for contract adjustment evaluation by the Contracting Officer.
Does NPS already have the required ADEQ permits for the construction and operation of the TWWTP?

Section 01 35 13.22 will all earthworks require the NPS Archaeological Monitor to be on site?
Yes. Refer to 01 35 13.22, 3.4A
The solicitation states that the Technical Experience is limited to thirteen (13) pages, while offerors may submit up to five (5) project examples. We have utilized the provided project template, and each completed project example requires approximately two pages, resulting in ten pages for project descriptions alone.
Given this constraint, would the Government consider increasing the page limit or excluding project example pages from the Technical Experience page count?
Alternatively, would the Government allow at least one additional page for the Prime Contractor's experience and qualifications to ensure a complete and meaningful response?
Project Experience Questionnaire will not count towards the page limit.
In section 2.8 winterization—need clarification We understand the treatment plant is shut down in winter and only septic tank utilized.
What is all being done in winter with the equipment?
Are the tanks and pipping drained except the membrane tank?
There is a reference to insulation and an immersion heater in the membrane tank—no definition about the insulation.
What about other tanks?
The min ambient temperature listed in section1.5 is 33 degrees F
System is to be winterized per manufactures reccomendations. The insulation is based on manufacutures reccomendations for local operating conditions and no membrane cartridge removal for winter. Other tanks (EQ, break tank, lift stations) are to be drained/pumped per CLIN 5.
35 Where are the Micro-C tanks and pumps located.
The Micro C totes will be located next to the MBR treatment units, Sheet D104, Keynote 1.
The Micro-C pumps will be located on the Claocina MBR unit in close proximity to the Micro-C totes, Sheet D104, area labeled "MCC and Equipment Space."
The specifications provided do not clearly indicate whether the required operator interface is a SCADA system with a historian server, a localized HMI system, or both. Please clarify the intended system architecture.
The system will utilize a local HMI system, no historian.
Specification 26 29 23, Section 2.4, states: "VFDs shall have RS232/RS242 serial communications port for local interfacing with computer." RS242 is not a recognized serial communication standard. Please confirm whether the specification intended to reference
RS485.
VFDs should be capable of ethernet TCP/IP communications via an ethernet port, not serial communications.
Specifications 46 07 53 and 46 21 40, states that 36 months in duration warranty shall be required. PLC parts and VFD are 12 months from delivery date which will commence as soon as it gets delivered to our shop for panel fabrication.
Revise the table in Specification Section 01 78 23 for lines 46 07 53 to state: "Provide warranty from System Supplier for the System’s materials and workmanship per the following: 12 months from startup and commissioning of the system and acceptance by ADEQ (permitting authority) to operate. "
Revise the table in Specification Section 01 78 23 for line 46 21 40 to state: "Provide a minimum system warranty of one year (12 months) from Contracting Officer issuing substantial completion letter as issued upon successful completion of the performance test."
Update Drawing C505: Delete reference to "Natina Coated" in Detail 1. See Specification 32 31 13 for coating and color.

SECTION 01 50 00 – Temporary Facilities and Controls, Section 1.3, revise as follows:
A: General: Cost or use charges for temporary facilities shall be included in the Contract sum as required and as available.
B: Water Service: Potable Water from existing system will not be available until utilities are restored under GRCA 352119 – North Rim Critical Utility Restoration project. Once available, the following apply:
1. Up to a maximum 10,000 gallons per day from April 15 through October 15 without metering and without payment of use charges.
2. Potable Water from existing water system is available for use up to a maximum 5,000 gallons per day and 250,000 gallons total from October 16 through April 14, once system is operational.
3. Provide connections, certified backflow devices (with annual inspection and certification provided), meter and extensions of services as required for construction operations without any additional permit costs. Contractor shall record daily water use and submit to CO.
C: Electric Service: Electric power from the existing system will not be available until utilities are restored under GRCA 352119 – North Rim Critical Utility Restoration project. Once available, electric power from existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs
SECTION 01 73 60 – CONSTRUCTION CAMPS, Section 2.1B, revise as follows:
3. Water, electric, and sewer connections are not available at this site until utilities are restored under GRCA 352119 – North Rim Critical Utility Restoration project.
DRAWING G106, revise as follows:
Keynote 1.3: Water, electric, and sewer connections are not available at RV spaces until utilities are restored under GRCA 352119 – North Rim Critical Utility Restoration project.
Keynote 3: Area available for Contractor: Existing 7 designated RV spaces. No trees shall be removed unless approved by CO.
Keynote 4: 2 RV Sites on North side of Helibase Road are available to the Contractor.
Replace Item 11 on the SF 1442 form with the following:
11. PERFORMANCE PERIOD
The Contractor shall begin performance within fifteen (15) calendar days after issuance of Notice to Proceed (NTP), and shall complete all contract work within four hundred twenty (420) calendar days after NTP.
Within this overall Period of Performance (POP), the Contractor shall complete construction, startup, testing, and obtain ADEQ operational approval of the Temporary WWTP no later than June 1, 2027.
Following ADEQ approval, the Contractor shall operate and maintain the Temporary WWTP through the 2027 operating season, including end-of-season pumping and off-site disposal concluding in late October / early November 2027, which shall occur within the 420-day POP.
Update Section F as follows:
SECTION F – DELIVERIES OR PERFORMANCE
52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 15 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the Temporary Wastewater Treatment Plant (Temp WWTP) construction, startup, testing, and obtain ADEQ approval for operational readiness no later than June 1, 2027.
The Contractor shall provide Operations (CLIN 04): Provide licensed Arizona Grade 3 Wastewater Treatment Operator for commissioning and operations of the wastewater treatment plant for six months to include winterization and shut down of the plant in November. The time stated for final completion shall include final cleanup of the premises as per CLIN 05, End Season Pumping and Off-Site Haul Off Disposal.
Updated Section F as follows:
52.211 12 LIQUIDATED DAMAGES—CONSTRUCTION (SEPT 2000)
(a) If the Contractor fails to complete the work required under 52.211-10 by the time specified in that clause (June 1, 2027), the Contractor shall pay liquidated damages to the Government in the amount of $3,517.00 for each calendar day of delay, beginning June 2, 2027, until the milestone is achieved.
(b) If the Contractor fails to complete all remaining work within the overall Period of Performance, or if the Government terminates the Contractor’s right to proceed, liquidated damages under this clause will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
Update NTP Assumption in Factor 2 – Technical Approach Replace “Assume NTP August 15, 2026” with: “Assume Notice to Proceed on September 30, 2026.”
