About this file
This is an Amendment No. 02 to the Bid Questions and Answers document for solicitation 140P2026R0060, a construction project for Hangars 3 & 4 at Floyd Bennett Field Gateway National Park. The amendment, issued June 11, 2026, provides clarifications on technical specifications, project scope, and administrative requirements for bidders.
The revised solicitation schedule establishes a site visit on Wednesday, June 17, 2026, at 9:00 AM ET, with questions due by Thursday, June 18, 2026, at 4:00 PM ET, and bids due Tuesday, July 7, 2026, at 2:00 PM ET. The new Contracting Officer is Casey Pehrson (casey_pehrson@ios.doi.gov, 720-910-9679). Key technical clarifications address structural steel repairs with estimated quantities provided in details S6.1 and S6.2, with unit pricing for additional locations included in the updated Contract Price Schedule; temporary shoring and stabilization design shall be the contractor's responsibility and must be designed and sealed by a licensed Professional Engineer. The scope includes hazardous materials abatement (asbestos and lead), with remaining abatement work included in the current contract despite prior remediation under a separate contract. Additional scope clarifications confirm no cooling system or centralized Building Management System is included; dampers shall be motorized with fan interlock; trap guards replace trap primers; and vents through the roof are 2 inches per applicable building codes. Bidders must rely solely on contract documents for all work. The amendment also clarifies that the Job Site Quality Control Manager and Quality Control Supervisor are the same position; project experience references may include projects at 70% completion or higher; and Past Performance Questionnaires may be replaced by completed CPARS evaluations. Revised plan sheets, specification sections, a revised Contract Price Schedule, and fillable forms were provided as attachments.
