About this file

This is a Bid Questions and Answers document (Amendment No. 0003, dated 06.23.26) for federal contract GATE 308504 - 140P2026R0060, a construction project involving the renovation of historic hangars at Floyd Bennett Field. The solicitation involves masonry repair, structural steel reinforcement, roofing, plumbing, mechanical systems, electrical work including security cameras, and hazardous material abatement (asbestos and lead paint). The project requires replacement of wood framing at Hangar 3 frieze walls (100% replacement of 2" treated wood blocking), trap guards in lieu of trap primers, and underground water line insulation using polyurethane with PVC jacket. Historic preservation requirements apply to Hangars 3 and 4, which are designated structures; all work on masonry, metal frieze, hangar doors, windows, and interior walls must preserve historic fabric through restoration or replication approaches.

Key administrative details include: the contracting officer is Casey Pehrson (casey_pehrson@ios.doi.gov); the question deadline was June 18, 2026 at 4pm ET; and bids are due Wednesday, July 8, 2026 at 2pm ET. A site visit occurred on June 17, 2026. The document clarifies that project experience references may include projects at 70% completion; the Project Manager cannot serve as the Job Site Quality Control Manager (dedicated position required); ongoing projects may be referenced using CPARS evaluations in lieu of Past Performance Questionnaires; and contractors must hire third-party utility locating services to confirm utility locations. No building management system, cooling system, fire alarm system, security access system, or IT work is included in the project scope. Contractors must complete hazardous material abatement work per all applicable standards, obtain required permits, and design and seal any temporary shoring with a licensed engineer.
