# Question: Answer Amendment No.:
1 Please clarify whether the Stable Street staging area shown on Sheet 00-G006 is available for the duration of the project.
Sheet 00-G006 is available for the duration of the project. This has been changed in the updated Sheet 00-G006.
2 Please clarify whether Building 83 is included in this project.
Any work associated with Building 83 his hereby deleted from this project. No work is required at Building 83.
3 Please clarify whether re-pointing of the exterior foundation walls is required all the way down to the top of the footings, as is stated on the Exterior Demolition Elevation sheets (Notes 7 and 8), or only as deep as the bottom of the perimeter gravel bed excavations, as is shown on the "perimeter gravel bed at (e) foundation details," like on 06-A801.
Re-point in accordance with "sequence of installation" shown on the detail you referenced.
Ignore the reference to the required depth of re-pointing on the Exterior Demolition Elevation sheets.
4 What structural upgrades are required at the walls and roofs of Buildings 2 and 3, as referenced in the Summary of Work for each of these buildings?
There are no wholesale upgrades required to the walls and roofs of these buildings. Ignore these references in the Summaries of Work and complete the work described in the remainder of the sheets associated with these buildings.
5 Can Site Superintendent function as the safety specialist?
No. No dual-hatting. 2
6 If possible to open the past performance period to at least 10 years
Yes. 2
7 Could we receive clarification regarding the paint preparation on the chimneys prior to repainting? Will they be fully abated and stripped to bare masonry prior to painting, or will they be prepared and encapsulated with new paint?
To clarify, existing paint at brick masonry chimneys will not be fully removed prior to repainting. The existing paint will be prepared and cleaned to receive new paint based on the “Degree of Surface Degradation” as defined in Section 09 03 91, 3.9 Surface-Preparation Schedule. Likely, there will be different surface preparations for different conditions. Contractors should bid on an “average” condition.
8 Spec 01 35 91, para 1.4 mentions that there will be a Historic Preservation Treatment Specialist. It also states that this person’s qualifications will meet 36 CFR Part 61.
However, there are no qualifications listed in 36 CFR Part
61. This CFR references “Procedures of State, Tribal, and Local Government Historic Preservation Programs.”
Replace Specification 01 35 91 in the CDs with the 01 35 91 provided with this amendment. The new spec achieves the following:
1. Better defines the role of the Historic Preservation Treatment Specialist, and reduces the time-on-site requirement; and
9 Is it a requirement to salvage metal roof tiles? Deletes the requirement to salvage metal roof tiles.
They do not need to be salvaged.
10 Spec 01 35 23, para 1.4 B calls for a Site Safety Supervisor. Can this role also be filled by the same person as the Site Superintendent?
No. 2
11 Can one person serve as the SSHO, CQC and Superintendent? If not, please clarify which roles can be combined so that the total number of field managers on site can be determined.
No. 2
12 All around each house, there were numerous borrows seen for chipmunks and other animals. Please clarify who will be responsible for their removal. Once captured, did NPS want them released or handled by an exterminator?
The contractor is not responsible for capturing and disposing of rodents that are encountered during the performance of the site work.
13 01 57 23- Temp SWPP. Please clarify who is responsible for the NPDES permit fees.
Per Spec 01 31 00 (1.9)(A)(1), the Contractor is responsible for obtaining permits, which includes the payment of permit fees.
Revised Spec 01 31 00 (1.9)(C)(9) has been changed to read as follows: "Stormwater Pollution Prevention Permit - No permit anticipated, as improvements will occupy less than one acre of area."
An Under-an-Acre Pollution Prevention Plan (UPPP) as described in Spec 01 57 23 is anticipated.
14 What type of historic mortar analysis is required? E.g., Petrographic, X-Ray Diffraction, X-Ray Fluorescence, Scanning Electron Microscopy. How many mortar test samples are required per building? Please identify which parts of building the tests should be taken from? E.g., Chimney, foundation, etc.
Mortar analysis was completed for each building in August 2021. "Custom Mortar Matching Reports" by U.S. Heritage Group are included in Appendix C of the Project Specifications. Mortar mix designs listed in 04 03 00 of the Project Specifications are the same mortar mix designs proposed by U.S. Heritage Group. Attached is the Mortar Sample Log indicating where samples were taken. No additional mortar analysis is required.
15 Will archaeological and Cultural monitors be provided? The Park will be providing the archeological and cultural resources monitors.
16 What is the NTP date for planning purposes? Assume an NTP date of 03/03/25. 2 17 Who is responsible for snow removal in staging areas The contractor is responsible for snow removal within the staging areas.
18 Can the paint removal be done onsite? Location of paint removal is at the discretion of the contractor, however all federal, state and municipal guidelines are applicable, regardless of location.
19 ½” plywood added. Will now be created a 1/2” gap between the window and the trim. (see below sketch) How do we fill the void? We assume that NPS wants to salvage and reuse the existing trim and jamb. Hence, we will need to put in a filler piece. Will that be acceptable
The existing trim and jamb must be salvaged and reused to the greatest extent possible. However, existing sheathing (assumed to be true 1x) will be removed and replaced with 1/2" plywood sheathing and 1/4" furring strips. There is no net gain in sheathing thickness.
20 Spec 07 31-16-3 Field conditions 1.8A states not to install metal shingles when windchill <45degrees? This is unnecessarily restrictive and will limit the ability to have the work done. Can this be change to above 35 degrees ambient. I don’t understand the relevance of wind chill, either, unless the concern is that the workers will be too cold to do a good job.
For all components noted in 1.8.A, Contractor must comply with manufacturer's installation instructions.
21 Please clarify for the areas where we are to apply to paint to existing materials, are we to scrape down to a sound surface, or will we have to remove the existing paint 100% to the bare material.
Refer to 06 03 12 – 3.5 Paint Removal. Remove existing paint to bare substrate.
22 If there is a combination of scraping and full removal, please clarify which areas those would apply.
Refer to 06 03 12 – 3.5 Paint Removal. Remove existing paint to bare substrate.
23 Sheet 02-A901, why does only 4 openings show ‘exterior trim’ with level 1 repair? Why are the other windows shown as N/A? On the elevations, there does not seem to be any difference in these windows.
The exterior trim repair level for 2.N1.04, 2.N1.05, 2.N1.06, and 2.N3.01 should be “N/A.” The reason “N/A” is noted for all exterior trim, is because these windows are set into a stone masonry wall and do not have exterior trim.
24 Will electrical service be available at any of the staging areas shown on Sheet 00-G006?
There is an electric service available at the staging area located due east of Buildings 7 and 8, and northeast of Building 12.
25 Do you want all paint removed, down to bare wood, from all the window/door components regardless of needed repairs? Does paint need to be removed to bare wood only when necessary to perform repairs? Loose paint can be removed, and stable existing paint can be encapsulated.
Refer to Specification Sections 08 03 14 Historic Treatment of Wood Doors, and 08 03 52 Historic Treatment of Wood Windows, and 09 03 91 Historic Treatment of Plain Painting.
26 Will the contractor have to pay for gate entrance fees? No. The park will be providing access passes for all contractor personnel.
27 What is the retainment expectation for siding? See Specification Section 02 41 19 Selective Demolition for table showing assumed amount of salvageable siding.
28 Will wood shingles on building 2 and 3 be removed/ restored? Clarify scope of wood shingle siding throughout.
Wood shingles at Buildings 2 and 3 are to remain and will be repainted. Wood shingles at Buildings 4- 8, 10-12, and 30-33, will be removed and replaced in kind with new shingles. See Specification section 07 31 29-2, 2.1.A. Shingles and Shakes.
29 Is there matching stone available for use in masonry repairs?
Yes, replacement stone is available in the Yellowstone National Park stockpile. See Specification section 04 03 00-6 Historic Treatment For Masonry – 2.3.B.1. Feldspathic Sandstone:
Coordinate with Contracting Officer to obtain replacement material from Yellowstone National Park stockpile.
30 The siding on the dormers on Buildings 30-33 consists of shingles. Is there any scope associated with these shingles?
The intention is to remove the existing shingles and then replace them, per Detail 2 on Sheet 30-A803 (for example).
31 Buildings 30 to 33, Floor Plan Notes 9 and 10 say to salvage stair parts and skirt trim. Is that realistic?
See Specification Section 06 03 12 Historic Wood Repair. Subsection 3.8 Repair Procedures lists three levels of repair that correspond to Keynotes 22, 23 and 24 on the A100 Existing/Demo Exterior Elevation drawing sheets. If the removal of wood components causes damage beyond a Level 2 Repair, then a Level 3 wood repair (replacement in-kind) is acceptable.
32 "Repair spalling" is vague. Please list criteria where spalling needs to be repaired and methods of repair that will be acceptable.
For bidding purposes, spalling stone will be repaired with a masonry unit dutchman. See Specification section 04 03 00 - Historic Treatment of Masonry.
Subsection 3.7.B outlines the repair procedures for a dutchman installation.
33 "Repair stone delamination" is vague. Please list criteria where spalling needs to be repaired and methods of repair that will be acceptable.
For proposal submission purposes, delaminated stone will be repaired with a masonry unit dutchman. See Specification section 04 03 00 - Historic Treatment of Masonry. Subsection 3.7.B outlines the repair procedures for a dutchman installation.
34 Temporary facilities - What size storage container can we place on the site? How many storge containers can we bring on site?
Storage container size limited by extents of staging area.
35 Can we have a storage container on Officer’s Row if we have it blocked visually with temp fencing and screens?
Not prohibited by the contract, but YELL should be consulted. The Park requires at least one lane be provided for vehicle traffic to pass through the area.
36 Where can we place our work trailer? Can one be placed at Officer’s Row? Work trailer = job office?
Work trailer can be placed in area designated as staging location behind the Officer Row housing.
See Sheet 00-G006.
37 Are we permitted to use the public toilets in lieu of bringing in temp toilets?
No. The contractor must provide their own temporary toilet facilities, please reference Construction Specification 01 50 00 (Section 3.2(e).
38 Spec 06 03 12-6, para 3.3 E.1&2 states to remove landscape covering at the end of each work day. Can we use a breathable cover and pull it off only on the weekends.
No. 2
39 Spec 07-31-16-2 , para-1.6 mock ups , states to construct an 8’x8’ roofing mockup. Can that be 4’x4’ on the ground?
No. Mockup must be as denoted in the specification. 2
40 Please clarify that this a lead in construction project, not a lead abatement project.
Lead abatement is the responsibility of the contractor. Refer to 02 83 00 – Lead-Based Paint Stabilization, Component Removal, and Soil Removal. Refer to Appendix B: Hazardous Materials Inspection Report, Tetra Tech, Inc., August 2021.
41 Also do we need to itemize OH&P, PM/Superintendent/Labor rates, etc. on the price schedule?
Not on the price schedule but this information may be included in the narrative portion of the Volume II submission
42 Could spray insulation be used in the roof/ walls, to address concerns about construction time?
Use of spray foam insulation is not permitted unless approved by the Contracting Officer.
43 Are chimneys to be painted? Yes, only if they are currently painted. 2 44 Can we get a two week extension for receipt of proposals?
The proposal due date is extended to November 4, 2024 at 2:00 p.m. Mountain time.
45 Which lanes do we use to enter the Park? If entering the Park through the Gardiner entrance gates, all contractors shall utilize the two gates reserved for visitors with the name of their company denoted on their truck for identification purposes.
At no time are contractors to utilize the employee only gate.
46 what are the work hours for the project? Normal workhours are 7:00 a.m. to 6:30 p.m.
Monday through Friday. No noisy work before 8:00 a.m. Work on Saturdays, Sundays, Federal holidays or at night may not be performed without prior consent from the contracting officer.
47 Is signature required on the price schedule No - signature is required on the SF 1442 2 48 Do we need to itemize OH&P, PM/Superintendent/Labor rates, etc. on the price schedule?
No - this information should be included in the narrative portion of Volume II submission.
