About this file
This document appears to be a Questions and Answers spreadsheet related to a federal contract opportunity for the rehabilitation of the Visitor Center and Headquarters at Martin Luther King Jr. National Historic Park in Atlanta, GA. The contract opportunity, Solicitation Number 140P2024R0056, is being issued by the National Park Service, a civilian agency within the Department of the Interior.
The Q&A spreadsheet covers various technical details about the project, including requirements for the roof system (R-value, insulation, membrane, flashing, coping), staging and equipment usage, as well as coordination and documentation needs. The government provides responses to the contractor's questions, primarily referencing the contract drawings and specifications. There is no mention of pricing, set-asides, award dates, or incumbent contractors. The document appears to be focused on clarifying technical requirements rather than providing an overview of the full scope of work or solicitation details.

| 7 | The Thermoplastic spec calls for a 60 mil PVC with a 30-year warranty, 60 mil is limited to a 20-year warranty. To get a 30-year we will need to use 80 Mil membrane. Can you confirm if 80 Mil membrane is desired in order to get a 30-year warranty? or is 60 mil with a 20-year warranty acceptable? | All contract requirements must be met or exceeded and most stringent contract requirement must be met. |
| 8 | Can you confirm the required minimum R-value. Code for Altanta is R-25 (4.4" thick). Some details call out R-34, some details call out 4" minium, spec calls out 5". | Contract specifications may be more stringent than local codes. 5” requirement is in compliance with the 4” minimum. Most stringent applies. |
| 9 | During the site visit Lightning Protection was mentioned. However, we did not see any currently installed. Can you confirm if this will be required and where is it in the spec and drawings? | Lightning protection requirements are shown in the contract. Note – PDF files are word searchable |

| 17 | What kind of "Sealant" is required for the roofing? | See roof details, drawings and specifications in the contract documents. |
| 18 | Please confirm BIM coordination is fully required; the division 1 specs refer to only required if space constraints present an issue. Additionally, if required will a current BIM Model on the building be provided. Much of the routing is the same and a large portion of the systems exist to remain. It does not seem that this will provide a lot of value unless all current systems are already fully modeled to be expanded on. | The Government does not see the requirement in the contract to provide BIM coordination drawings. However, coordination is required only if limited space is available as indicated in the contract. The contract does not appear to dictate the method used to complete the coordination. Please submit an additional RFI noting a specific contract section if BIM or CAD is indicated as the required coordination method. |
| 19 | Please provide more clarification on the damaged tectum decking replacement, how is the contractor to quantity without being able to field verify? Could all bidders carry a certain allowance to replace that will be reconciled? | Please see demolition notes on sheet AD1.5 for replacement quantity requirement. |
