PMIS: 293291

Project Name: Rehabilitate the Visitor Center and Headquarters Solicitation: 140P2024R0056 Question# Question: Answer:

Will there be any protocol for the mold and asbestos noted in bid?

See specification section 02 82 00 and other contract language for asbestos abatement requirements. Mold abatement is not part of this contract, mold report is provided for reference only. See Hazardous materials language in the contract.

If no protocol what specifically do we bid on? The mold report shows elevated levels in the store and possibly the theater. See above

Testing will need to be done to the stucco of the entrance to see if asbestos. If area is not hot is all stucco removed and replaced?

Asbestos scope is outlined in 02 82 00. Exterior stucco is not a part of this contract. If contractor sees otherwise please provide specific citations from contract documents.

How do we know which ceiling tiles to replace, it states only about 20% replacement. Who will determine suitability or replacement?

20% replacement will be identified during construction in consultation with the successful contractor and the Government.

5 It looks like we need to dismantle and remove lighting grid in Exhibit 17 to remove and replace ceiling tiles. Are we allowed to do this?

Exhibit 17 dismantle and reconstruction approval is contingent on upon submission of means and methods during construction.

Also how about the bridge in the Exhibit area? Is it to be removed for ceiling access? Bridge to remain in place during construction.

HVAC cleaning. It stated that units and plenums will be replaced and then states in HVAC that the plenums are to be cleaned. Can we get a clear picture of when what and where the ducts shall be cleaned?

Specific drawing and/or specification section indications are required to answer this question, please provide more detail. The Government does not see any conflicting requirements with respect to the plenums.

Throughout the RFQ it states remove ceiling tile assembly does that include the grid and hangers? Assembly includes grid and wire hangers.

ROOF DECK PANEL COMPONENTS

A. Cementitious deck form board products, including the following:

1. Roof Deck Panels:

a. Physical:

1) Material 1-1/2” Aspen wood fibers bonded with inorganic hydraulic cement, bonded to Dow Styrofoam brand extruded foam insulation, bonded to top surface of 19/32 inch (11.1 mm) plywood C-D Exposure class 1 min 4 ply.

b. Nominal Panel Thickness to match existing.

Tectum thickness is the 1-1/2” as indicated in specs and mentioned above. 25% replacement should be assumed as indicated in the drawings. Actual thickness must be verified in field by contractor prior to ordering material and prior to roof demo.

10 Detail 5/AC.2 shows 5" min. thickness, is this what we are to use?the 5” shown in the detail is insulation

I don’t see any rooftop access at the museum in the drawings . RFI references scaffold tower for access, G0.3 doesn't reference. Is there a roof hatch to the high roof ?

Drawings show the mechanical room has the only hatch and is to receive some safety add ons.

Both roof levels have access from inside the building.

See note 7.12 on sheet A1.5 for both hatch locations.

Addenda 3 contains the WJE canopy evaluation where they recommend full replacement of the canopy’s, yet I can’t locate any type of NPS response reflecting the same. Then there is the aspect of the WJE referenced EPDM gutter liner and structural which is clearly an issue and still no reference outside that report with a correcting directive in plans or specs.

The canopy evaluation is FIO “For Information Only”, all contract requirements from the report were evaluated by the design team to be part of this project were included in the contract drawings and specifications.

Regarding the roof replacement: what the expected R-value was when built That information is not available to the design team.

Please confirm there has been a new davis bacon wage modification that is more current than the one listed in the solicitation. There is a October 1, 2024 modification that appears to have changed the pipefitter rate since the last amendment

Updated Davis Bacon Wage Determination has been included among the revised attachments for Amendment 0013

Please confirm the davis bacon wage determination that shall be used or a “roofer” or “roofing sheetmetal” There does not appear to be a rate for roofers in the current wage determination.

On DBA Wage Determination GA20240307, there are listed two labor classifications for "Sheet Metal Worker". However, if you determine that this classification is not applicable, and the required classification are missing from the WD, the Contractor must initiate a request for approval for a proposed wage and benefit rate that conforms to the wage determination. The Contractor must initiate this action by preparing a Standard Form 1444 - Request for Authorization of Additional Classification and Rate.

Will there be another organized site visit or can we coordinate with local staff to access the roof one more time?

Additional site visits can be accomodated. Please contact the Contracting Officer and Contract Specialist.

1. Demo note 7.1 on AD1.5 states to replace 25% of the cementitious wood fiber roof deck. We have not been able to find in the documents the thickness of the decking to be replaced. Please provide the thickness of the decking or tell us which page in the documents we can find this.

See specification section 03 51 14 for cementitious roof deck requirements.

1. C1.2 There are multiple notes regarding existing electrical lines as well as the gas line to possibly be moved to accommodate grading and installation of the inlets. Please confirm this is not to include the complete replacement of the lines but minor moving in attempt to accommodate the work activities.

If complete replacement/moving

Relocation only required to accommodate grade changes.

1. G1.2 & G1.3 Please confirm the fire extinguisher are existing and none is to be included. If additional FE are to be included, Fire extinguishers are existing.

1. Is the contractor to provide temporary conditioned air for the facility while the HVAC is being replaced? If the contractor is to provide the temporary conditioned air, please provide the type of system and how it is to be implemented. There are too many options, and the concern is not knowing what may be required for

Park will provide temporary AC for the exhibit storage however the contractor must provide electric power for that temporary AC at all times.

1. Drawing AC.1, note 2.1 states “Clen microbial growth from fabric wall panels on north, east, and south walls with biocide agent and vacuum”. Due to response in Q&A, mold remediation not to be included, is this not to be included in the scope of work? If it is, please define which walls, Cleaning shall take place on fabric wall panels on north, east and south walls. See sheet A1.1. Floors are not indicated in this note.

1. For CLINs 9 & 10:

A. Confirm half of the units are for male and other for female. Other 50/50 male and female B. Or is both required, one to be for male and See above C. Please clarify where on site the trailer See sheet G0.3 D. Where will the electrical service be Fire House or temporary power service.

Contractor shall remove and replace the seats. There is approximately 125 seats.

1. Drawing AD1.2, notes 3.2 & 3.3 are to remove CMU walls. Please confirm these masonry walls are sitting on the slab and not continuing down to a footing below. If they are not sitting on the slab, what are the requirements for complete demolition below the slab and what is the width of slab demolition for concrete replacement? Will the new slab infill require pinning to the existing slab?

For bidding purposes the CMU walls are assumed to sitting on thickened slab.

1. Drawing AD1.5, notes 7.9 &

7.11. 7.9 is clearly understood but

7.11 refers to gaskets. Please clarify what gaskets are being referred to? Are we to remove the glass panels and replace the gaskets? If so, can you provide the manufacturer of the skylight and provide pictures of the failed gaskets? Confirm the skylight shown on AD1.5 is the only skylight to be re-caulked.

A dislodged gasket was noted during a 2022 site visit by the AE. Means and methods to replace the gasket are contractor choice. Skyligh shown on AD1.5 is only skylight requiring gasket repair.
