About this file
This document is a Geotechnical Engineering Report for the rehabilitation of the Martin Luther King Jr. National Historical Park Visitor Center in Atlanta, Georgia.
The report summarizes the results of a subsurface exploration and testing program conducted at the site, which included hand auger borings with dynamic cone penetrometer (DCP) testing and infiltration testing. The surficial soils consist of probable fill underlain by residual soils, with the DCP testing indicating firm or compacted soil conditions. Infiltration testing showed low infiltration rates. The report concludes that the periodic water issues within the building area are likely due to stormwater infiltration, and recommends measures such as installing trench drains, drainage swales, and grading the site to direct water away from the building.
The report was prepared in support of the federal contract opportunity solicitation number 140P2024R0056 to rehabilitate the Visitor Center and Headquarters at the Martin Luther King Jr. National Historical Park in Atlanta, Georgia. The solicitation is being issued by the Department of the Interior National Park Service National Office.

1.0 EXECUTIVE SUMMARY
This report presents the results of the subsurface exploration for the Martin Luther King Jr. National Historical Park Visitor Center located at 450 Auburn Ave. NE, Atlanta, Georgia. The purpose of the exploration was to evaluate the subsurface conditions at the site in support of the stormwater design.
Hand Auger with Dynamic Cone Penetrometer (DCP) and infiltration testing was conducted at the site.
Based on our field investigation the surficial soils consist of Probable Fill sampled as generally Silts or Sands with gravel and debris underlain by residuum composed of Silt with varying amounts of sand. DCP test values indicate firm or compacted soils. Infiltration testing indicate low infiltration rates (≤ 0.02 in/hr).
Groundwater was not encountered within the Hand Auger locations drilled for this study.
Based on our review of the subsurface investigation and testing data, and review of the site conditions, it is our opinion that the periodic water conditions observed within the building area are due to stormwater infiltration from rainwater. The surface topography around the building area is graded such that rainwater is allowed to pond against the exterior of building and infiltrate into the weepholes in the brick facade.
Based on discussions with the project Civil Engineer, measures should be taken to install trench drains and drainage swales, as well as grade the surface topography away from the building area to the extent possible.
The appendices include detailed information on specific aspects of the investigation, including summary tables and procedures.
We are providing this executive summary solely for purposes of overview. Any party that relies on this report must read the full report. This executive summary omits several details, any one of which could be very important to the proper application of the report.

3.0 DESCRIPTION OF SITE
3.1 Site Description
Martin Luther King Jr. National Historical Park Visitor Center (MALU) located at 450 Auburn Ave. NE, Atlanta, Georgia. The project area is currently developed with the Visitor Center structure surrounded by substantial areas of paved surfaces with the remainder landscaping. The project area within the site is relatively flat at an elevation of approximately 1000 feet above sea level.
3.2 Regional Geology
The Richland County Detention Facility is located in Atlanta, Georgia within the Piedmont Physiographic Province. The geology of the Piedmont is generally characterized by crystalline bedrock of various types overlain by variable thicknesses of soils derived from weathered bedrock (residuum) with soils derived from alluvial material in the dissecting stream and river valleys. United States Geological Survey (USGS) maps indicate that the site is underlain by mica schist, gneiss or amphibolite of Precambrian-Paleozoic age.
3.3 Narrative
Mr. David Ebinger of Schnabel was accompanied by Mr. Oscar “Zan” Rothrock, archaeologist (Archaeologist) with the National Park Service during all field activities. Schnabel consulted with Archaeologist on location selection of each boring location and was observed by Archaeologist for all activities. Archaeologist performed all work utilizing a shovel. During field activities Mr. Ebinger and Archaeologist discussed the drainage issues with Mr. Elvis Babilonia, a maintenance supervisor for MALU. Mr. Babilonia indicated that water pooled in the area at the north end of the pavilion on the walkway (between HA-10B and HA-11 – see Figure 1) and against the north end of the building where it would enter the structure through three doorways near HA-10B. Photographs of these areas are included in the log for HA-11. Archaeologist indicated that the site had previously been the site of a community recreational building that was demolished prior to construction of the MALU structure.

4.0 SUBSURFACE EXPLORATION PROGRAM
We conducted a subsurface exploration that consisted of Hand Augers with Dynamic Cone Penetrometer (DCP) Testing (ASTM D6951), and infiltration testing (Aardvark Constant-head Permeameter) to identify the subsurface stratigraphy underlying the site and to evaluate the geotechnical properties of the materials encountered.
Exploration methods used are discussed below. The appendices to this report contain the results of our exploration.
4.1 Subsurface Exploration and Field Testing
4.1.1 Hand Augers with Dynamic Cone Penetrometer
Schnabel personnel advanced three Hand Auger Boring with Dynamic Cone Penetrometer (DCP) testing to a maximum depth 1.9 feet below existing ground surface (bgs) grades on April 26, 2022. The DCP testing was performed generally at one-foot intervals beginning at the ground surface. The hand auger/DCP logs from the subsurface exploration data are attached in Appendix A, along with the site location plan as Figure 1. Based on initial results from the DCP testing and evaluation of site conditions, the decision was made to discontinue DCP testing after the three initial borings.

HA-4 1.0 50 STRATUM F (PROBABLE FILL)
HA-6 1.1 15 STRATUM F (PROBABLE FILL)
HA-6 1.9 19 STRATUM F (PROBABLE FILL)
The numbers in the Sampling Data column of the hand auger logs represent DCP test results. Each number represents the blows needed to drive a 1.5-inch diameter 45-degree cone that has been seated in the bottom of the hand augered hole, using a 15-pound hammer falling 20 inches. The sampler is typically driven three (3) 1.75-inch intervals for a total of 5.25-inches. The first 1.75-inch interval usually represents a seating interval.
We have used the DCP to help determine the relative density/stiffness of the soil. The relationship between the DCP test result and the Standard Penetration Test (SPT) N-value (determined through traditional drilling methods) is that each blow per increment from the DCP equipment represents a cone penetrometer resistance value which correlates to the SPT resistance N-value.
June 7, 2022 Page 5 Schnabel Engineering, LLC Project 22190004.000 ©2022 All Rights Reserved
The DCP test values that are 10 or less generally represent a “soft/loose” condition and values greater than 10 represent a “firm” or compact condition. The DCP test results provided on the hand auger logs indicate that at most of the depths tested, the soils are considered “loose to dense”.
Using the chart to the left, Curve B represents 95% compacted soil, which is approximately a 1:1 correlation between DCP “blows per increment” with SPT N-value “blows per foot”. A DCP test value of 4 would approximately correlate to an SPT N-value of 4, which indicates soil material in a soft/loose state. In turn, the N-value is used to estimate bearing capacity.

4.1.2 Field Infiltration Testing
Schnabel representatives performed three (3) field infiltration tests on April 27, 2022 at Hand Auger locations HA-10B and HA-11. Two infiltration tests were performed at discrete intervals in HA-11. The locations are shown on Figure 1. Details of the infiltration test and the results are included in Appendix A.
Field infiltration at HA-10B (0.9 feet bgs) and HA-11 (2.3 feet bgs and 3.5 feet bgs) testing resulted in saturated hydraulic conductivity values (Ksat) of <0.02, ≤0.02, and 0.02 in/hr, respectively.

HA-11 2.3 ≤0.02 STRATUM F (PROBABLE FILL)

Schnabel conducted the infiltration testing using an Aardvark Permeameter 2840. A 10 cm diameter hole is hand augered to the target testing depth using a “planning” auger to excavate a cylindrical hole with flat base. The pressure regulator unit is lowered into the hole to the bottom of the borehole and secured in position. The unit is connected to the computer and automated readings are taken while the test is being conducted. The Aardvark is a constant-head permeameter. This means the depth of water within the borehole does not change during the measurement period. The rate of water being supplied is constantly recorded and corresponds to the soil infiltration rate from the bottom and side surfaces of the borehole.
5.0 SUBSURFACE CONDITIONS
5.1 Generalized Subsurface Stratigraphy
We characterized the following generalized subsurface stratigraphy based on the exploration:
Table 5.1: Soil Stratigraphy

5.2 Groundwater
Groundwater was not encountered within the Hand Auger locations at the time of our study. It should also be noted that a heavy rain occurred when we were on-site one day, and the holes drilled remained dry.
6.0 GEOTECHNICAL OBSERVATIONS AND CONSIDERATIONS
Our field investigation indicated the upper soils across the site to consist of relatively compact density silty sands and sandy silts, which are of relatively low permeability. No groundwater was encountered within the depths drilled for this study.
We would recommend a minimum grade of 2%, which is similar to the minimum requirement for parking lots.
7.0 LIMITATIONS
We based the analyses and any recommendations submitted in this report on the information revealed by our exploration. We attempted to provide for normal contingencies, but the possibility remains that unexpected conditions may be encountered during construction.

Test Borings – Hand Augers
The borings are advanced by turning an auger with a two (2) inch diameter cutter head. Cuttings are brought to the surface by the auger flights. At locations HA-2, HA-3, HA-4, HA-6, HA-10, and HA-10B auger refusal was encountered prior to reaching the target depth of five (5) feet.
The planned location for HA-1 was inaccessible due to the amount of buried utilities located in the immediate vicinity. The location was omitted from the study.
At HA-2 a shovel was used by the Archaeologist to remove the soil cap and a post-hole digger was utilized to a depth of approximately one (1) foot where refusal was met on what appeared to be fragments of cement block. In an offset location refusal was met on a piece of iron pipe at approximately six (6) inches.
At HA-3 the initial auger boring met refusal at approximately four (4) inches on what appeared to be asphalt fragments. In an offset location a shovel hole was dug by the Archaeologist and refusal was met at approximately ten (10) inches due to a large rock.
At HA-4 the initial auger boring met refusal on gravel at less than six (6) inches. An offset boring met auger refusal at 1.3 feet. DCP tests were conducted at depths of 0.5 and 1.0 feet.
At HA-5 the hand auger boring was completed to the target depth of five (5) feet.
At HA-6 the hand auger boring met refusal at 1.9 feet on gravel. A fragment of geotextile fabric was recovered in the auger immediately above the gravel. This location was located in a raised bed that is likely to have a gravel base overlain by the geotextile and then completed with fill material. DCP tests were completed at 1.1 and 1.9 feet. Planned locations HA-8 and HA-9 were located in similar raised beds; based on this and the lack of unpaved surfaces in the immediate vicinity, these locations were omitted from the study. Planned location HA-7 was also located in a raised bed; however, there was an unpaved location nearby for relocation.
At HA-7 the hand auger boring was completed to the target depth of five (5) feet.
At HA-10 the hand auger boring met refusal on gravel at one (1) foot. The boring was over-excavated using a post-hole digger to remove the gravel to at this depth and then hand-augered to refusal at 2.1 feet on a hard surface with flakes of biotite schist recovered in the auger. An unmarked plastic gas(?) pipe and tracer wire were exposed in the boring at one (1) foot depth.
At HA-10B the boring was intended to reach a depth sufficient to perform an infiltration test. This boring was advanced to approximately 0.5 feet with a post-hole digger and then completed by hand tools to a final depth of 0.9 feet. An infiltration test was performed at this depth.
At HA-11 At HA-5 the hand auger boring was completed to the target depth of five (5) feet.
Soil Classification Criteria
The group symbols on the logs represent the Unified Soil Classification System Group Symbols (ASTM D2487) based on visual observation and limited laboratory testing of the samples. Criteria for visual identification of soil samples are included in this appendix. Some variation can be expected between samples visually classified and samples classified in the laboratory.
Hand Auger/Test Locations and Elevations
Hand Auger locations were staked by Schnabel Engineering, LLC using existing site features with approximate Hand Auger locations shown on Figure 1. Locations were recorded by the Archaeologist using a Trimble Geo 7X GPS and subsequently provided to Schnabel.

Soils which are both fine textured (clayey or silty) and unstructured; may also include some fine sands.
Steady‐state infiltration rate was near zero resulting in a high noise‐to‐signal ration which makes automatic calculation of the Ksat value impossible. Rate of consumption (based on reservoir weight, the Water Consumption data columns should be ignored because they do not properly deal with negative intervals related to noise) on 5‐min intervals is approx. 0.5 ml/min
Steady Flow Rate achieved when Water Consumption Rate changes less than
