Solicitation is extend to Tuesday 10 September 2024 at 1200 Eastern Standard Time. All proposal questions shall be received by Thursday, 29 August at 100 Eastern Standard Time.
2 04 8/13/2024 Can dredged material be re-used for backfill of the new pipe pile?
Dredged material can be re-used for material removed during driveline clearing. Material to be filled within pipe piles shall be a sandy material with less than 10% fines.
3 04 8/13/2024 Are there any additional drawings of the existing dock on the North Island?
Yes, please see attached titled "NMI Docks Archive Drawings"
4 04 8/13/2024 Is there any fill material under the precast panels on the existing North Dock?
Yes. Fill material is noted as Dredged Lake Bottom Sand wrapped in geotextile fabric.
Please see attached reference drawings dated January 1987 (NMI Docks Archive Drawings).
5 04 8/13/2024 The specifications state that the dredging is to be performed only by mechanical means. What is the reason for that and would you be open to other options?
We would be open to other options. Please review the soil borings, geotechnical data, geology, and site photos first though. Mechanical means are anticipated to be required due to the high amount of cobbles present onsite. Hydraulic means have been attempted in the past and were not successful due to the cobbles.

Amendment Date Sheet or Ref Question Response
7 04 8/13/2024 The North Island completion date according to Attachment 1 - Project Manual Part 1 states, "Simultaneous work on NMI and SMI is allowed, however NMI dock construction shall be completed prior end of 2025 construction season". Based on conversations during the bid walk, it was suggested that the contract may have potential to reduce the dredging efforts by removing the dock first and allowing the sand to move on its own. If the new dock needs to be installed prior to the existing being removed, we do not believe that is feasible by the date set if waiting for the sand to move on its own is an option. Is there any flexibility in that completion date?
The requirement noted in Spec 01 11 00 Part 1.3.B. no longer applies following Amendment 01. All work must be completed by the end date of the project noted in the solicitation, 31 December 2026. The Contractor is responsible for scheduling and sequencing the work to be completed by the end date in accordance with all permit and compliance restricitons and/or black-out-dates.
8 04 8/13/2024 Can we dredge outside of the specified dredging zones. Please submit the locations of interest to better inform our responses. Dredging outside of the specified dredging zones will need to be reviewed for approval. Depending on the locations of interest, this may require engaging EGLE, USACE, NPS internal compliance, and the Michigan DNR.
9 04 8/13/2024 In the bid the building has metal and architectural roofing spec’d can you please confirm with material you are wanting.
Per Specification 13 34 23 part 2.5.B, "Roofing shall be Fabral, 26-gauge, Horizon 16, standing seam panels, with 16 in covered width." Please see the referenced section for additional information including salient Characteristics.

There is no formal documentation regarding the lengths of the vertical and battered pilings withing the sheet piling. From the Preliminary Design Report for the North Manitou Island Docking Facility dated October 1985, the total estimated linear footing of vertical and battered piling was estimated at 11,040 LF => an average length of 80' assuming 69 vertical and 69 battered piles. This report has been attached to this amendment for reference.
62 06 8/29/2024 31 62 16 1.7.A Spec Section 31 62 16 1.7.A. talks about soil borings on both North and South Manitou dock locations. Can you please provide these soil borings?

63 06 8/29/2024 31 62 16 3.5.A Spec Section 31 62 16 3.5.A Says to anticipate shallow obstructions at 40% of the piles and deep obstructions at 10% of the piles. Section 1.7 describes the subsurface conditions as uniform sand with no mention of obstructions. How were these percentage values derived? Is there historical pile driving records or data available?
Assumptions were made to provide a basis for bidding. The predominant native materials onsite are sands; however, there is gravel, cobble, and even boulder inclusions. Existing piling (at the historical dock location), remnants of structures, and misc. debris are reasonably anticipated to be encountered.
64 07 9/6/2024 31 62 16 3.5 Obstructions
E. Obstruction Mitigation Procedures:
d. Once categorized and approved by Contrac ng Officer, Contractor implements mitigation efforts in accordance with the suggested procedures indicated below. Suggested procedures for mitigating obstructions encountered during driving are provided in this Section. Note that Contractor may also submit alternate methods for mitigating obstructions for approval by the Contracting Officer. Personnel and equipment required to perform any and all obstruction mitigation measures include at a minimum a spudding device and a down-the-hole (DTH) hammer.
3. Use a DTH hammer to drill through the obstruction and attempt to re-drive the pile through the obstruction to the pile tip elevations shown on the drawings.
The use of a DTH hammer requires a casing larger than the diameter of the DTH hammer bit. If the obstruction is cleared in this manner, will the pipe pile meet the design requirements with regards to friction and bearing where the hole from the casing is created?
This minimum requirement at a remote location is a significant cost to the project. The required equipment needed to be able to have success in clearing obstructions using this method is very large scale. A large crane on a barge, a set of fixed leads for control along with casing pipe, ring bits, spoil collection, and specialty operator all would need to be carried in the bid for the entire duration of the dock building activities for North and South Islands. Have the impacts of this requirement been considered in the cost of the project?
The specification has been updated. A DTH hammer is not required to be onsite, or to be included in the base bid cost. A DTH hammer is a last resort for mitigating obstructions. It is not anticipated that a DTH hammer will be required to successfully install the proposed steel piling based on the historical soil borings and construction documentation available.
The Contractor may submit alternative methods for addressing obstructions in the pile installation submittal.
65 07 9/6/2024 To determine the best way to account for General Conditions as they pertain to the add option CLINs we would like to know if they are to be accepted in sequential order or if for example CLIN 15 could be accepted and CLIN 12 not be accepted.
The government reserves the right to exercise options in any order and not sequentially.
66 07 9/6/2024 Can debris be burned onsite in a controlled and monitored environment to minimize the amount of landfill debris that is to be taken back to mainland? If so, what are the requirements from the NPS to do so?
No, debris cannot be burned onsite.
