1 03 8/6/2024 We would request an extension of 3 weeks to the bid due date based on the requirements of the proposal, coordination efforts between subcontractors, specialty personnel, wildlife biologist, and archeological monitor needed to complete the technical write-up for the project.
Solicitation is extend to Tuesday 10 September 2024 at 1200 Eastern Standard Time. All proposal questions shall be received by Thursday, 29 August at 100 Eastern Standard Time.
2 04 8/13/2024 Can dredged material be re-used for backfill of the new pipe pile?
Dredged material can be re-used for material removed during driveline clearing. Material to be filled within pipe piles shall be a sandy material with less than 10% fines.
3 04 8/13/2024 Are there any additional drawings of the existing dock on the North Island?
Yes, please see attached titled "NMI Docks Archive Drawings"
4 04 8/13/2024 Is there any fill material under the precast panels on the existing North Dock?
Yes. Fill material is noted as Dredged Lake Bottom Sand wrapped in geotextile fabric. Please see attached reference drawings dated January 1987 (NMI Docks Archive Drawings).
5 04 8/13/2024 The specifications state that the dredging is to be performed only by mechanical means. What is the reason for that and would you be open to other options?
We would be open to other options. Please review the soil borings, geotechnical data, geology, and site photos first though. Mechanical means are anticipated to be required due to the high amount of cobbles present onsite. Hydraulic means have been attempted in the past and were not successful due to the cobbles.

7 04 8/13/2024 The North Island completion date according to Attachment 1 - Project Manual Part 1 states, "Simultaneous work on NMI and SMI is allowed, however NMI dock construction shall be completed prior end of 2025 construction season".
Based on conversations during the bid walk, it was suggested that the contract may have potential to reduce the dredging efforts by removing the dock first and allowing the sand to move on its own. If the new dock needs to be installed prior to the existing being removed, we do not believe that is feasible by the date set if waiting for the sand to move on its own is an option. Is there any flexibility in that completion date?
The requirement noted in Spec 01 11 00 Part 1.3.B. no longer applies following Amendment 01. All work must be completed by the end date of the project noted in the solicitation, 31 December 2026. The Contractor is responsible for scheduling and sequencing the work to be completed by the end date in accordance with all permit and compliance restricitons and/or black-out-dates.
8 04 8/13/2024 Can we dredge outside of the specified dredging zones. Please submit the locations of interest to better inform our responses.
Dredging outside of the specified dredging zones will need to be reviewed for approval. Depending on the locations of interest, this may require engaging EGLE, USACE, NPS internal compliance, and the Michigan DNR.

36 06 8/29/2024 01 50 00 In spec section 15000, we are instructed to provide 3000 gallons of diesel fuel per season per island. What are the sizes of the existing diesel tanks on the islands?
Ultimately, this would determine how many deliveries of diesel would be required to each island.
The diesel fuel tank capacity is 1,000 gallons on North Manitou Island and 6,000 gallons on South Manitou Island. The contractor is required to supply the diesel per season.
Transporting of the fuel will need to be coordinated with the Park through the CO. This will be done over several trips because the Park can only haul 420 gallons at a time. Alternatively, the Contractor may submit a spill prevention plan / safety contingency plan for Government Review. A plan reviewed and accepted by the Government would allow the Contractor to transport to and fill the existing island tanks.
37 06 8/29/2024 01 50 00 Spec section 01 50 00 -2 states that contractor must use existing vault toilets on the islands but also states on 01 50 00 – 4 that contractor must provide his own temporary toilet facilities. Please advise.
Contractor must use existing vault toilets on the islands. The CO / Park has equipment and means to remove waste safely and plans to maintain the vault toilets throughout the duration of the project.
Contractor shall coordinate with the CO / Park frequency of removal activities required.
38 06 8/29/2024 1. In setting up our camps, we intend to have a kitchen area for the use of the workers. This kitchen area would require running water and would produce wastewater.

61 06 8/29/2024 Amendment 4 contained historical drawings of the North Manitou dock. Drawings do not give a length of the vertical and battered piling within the sheet piling. Is the length of these piling available?
There is no formal documentation regarding the lengths of the vertical and battered pilings withing the sheet piling. From the Preliminary Design Report for the North Manitou Island Docking Facility dated October 1985, the total estimated linear footing of vertical and battered piling was estimated at 11,040 LF => an average length of 80' assuming 69 vertical and 69 battered piles. This report has been attached to this amendment for reference.

63 06 8/29/2024 31 62 16 3.5.A
Spec Section 31 62 16 3.5.A Says to anticipate shallow obstructions at 40% of the piles and deep obstructions at 10% of the piles. Section 1.7 describes the subsurface conditions as uniform sand with no mention of obstructions. How were these percentage values derived?
Is there historical pile driving records or data available?
Assumptions were made to provide a basis for bidding. The predominant native materials onsite are sands; however, there is gravel, cobble, and even boulder inclusions. Existing piling (at the historical dock location), remnants of structures, and misc. debris are reasonably anticipated to be encountered.
