1 03 8/6/2024 We would request an extension of 3 weeks to the bid due date based on the requirements of the proposal, coordination efforts between subcontractors, specialty personnel, wildlife biologist, and archeological monitor needed to complete the technical write-up for the project.
Solicitation is extend to Tuesday 10 September 2024 at 1200
Eastern Standard Time. All proposal questions shall be received by
Thursday, 29 August at 100 Eastern Standard Time.

2 04 8/13/2024 Can dredged material be re-used for backfill of the new pipe pile?
Dredged material can be re-used for material removed during driveline clearing. Material to be filled within pipe piles shall be a sandy material with less than 10% fines.
8/13/2024
3 04 8/13/2024 Are there any additional drawings of the existing dock on the North Island?
Yes, please see attached titled "NMI Docks Archive Drawings" 8/13/2024
4 04 8/13/2024 Is there any fill material under the precast panels on the existing North Dock?
Yes. Fill material is noted as Dredged Lake Bottom Sand wrapped in geotextile fabric. Please see attached reference drawings dated January 1987 (NMI Docks Archive Drawings).
8/13/2024
5 04 8/13/2024 The specifications state that the dredging is to be performed only by mechanical means. What is the reason for that and would you be open to other options?
We would be open to other options. Please review the soil borings, geotechnical data, geology, and site photos first though.
Mechanical means are anticipated to be required due to the high amount of cobbles present onsite. Hydraulic means have been attempted in the past and were not successful due to the cobbles.
8/13/2024
6 04 8/13/2024 Will new permits be in place prior to work commencing?
Permits acquired, pending, and needed to be acquired by the
Contractor are listed below. Permits will be in place prior to work commencing.
Design / Govt Furnished Permits Acquired
1. Land Use Permit - Leland Township Planning and Zoning
2. Land Use Permit – Glen Arbor Township Planning and Zoning
3. NMI Septic
Design / Govt Furnished Permits Pending
1. MI EGLE / USACE Joint Permit for Docks (PENDING)
2. Leelanau County Road Commission (PENDING)
3. CZM Consistency / DNR (PENDING)
4. NMI Water Distribution Systems (PENDING)
5. SMI Water Distribution Systems (PENDING)
Contractor Permits Required
1. Electrical
2. NPDES
3. Others, Contractor to verify.
7 04 8/13/2024 The North Island completion date according to
Attachment 1 - Project Manual Part 1 states, "Simultaneous work on NMI and SMI is allowed, however NMI dock construction shall be completed prior end of 2025 construction season". Based on conversations during the bid walk, it was suggested that the contract may have potential to reduce the dredging efforts by removing the dock first and allowing the sand to move on its own. If the new dock needs to be installed prior to the existing being removed, we do not believe that is feasible by the date set if waiting for the sand to move on its own is an option. Is there any flexibility in that completion date?
The requirement noted in Spec 01 11 00 Part 1.3.B. no longer applies following Amendment 01. All work must be completed by the end date of the project noted in the solicitation, 31
December 2026. The Contractor is responsible for scheduling and sequencing the work to be completed by the end date in accordance with all permit and compliance restricitons and/or black-out-dates.
8/13/2024
8 04 8/13/2024 Can we dredge outside of the specified dredging zones.
Please submit the locations of interest to better inform our responses. Dredging outside of the specified dredging zones will need to be reviewed for approval. Depending on the locations of interest, this may require engaging EGLE, USACE, NPS internal compliance, and the Michigan DNR.
8/13/2024
9 04 8/13/2024 In the bid the building has metal and architectural roofing spec’d can you please confirm with material you are wanting.
Per Specification 13 34 23 part 2.5.B, "Roofing shall be Fabral, 26-gauge, Horizon 16, standing seam panels, with 16 in covered width." Please see the referenced section for additional information including salient Characteristics.

Installation shall be completed by May 15 and maintained through July 30.
g. At North Manitou Island, trained CO and their representatives will begin patrol on
April 15 to deter other shorebirds from nesting. Patrols will continue through the piping plover nesting season to deter plovers from nesting. Daytime patrols will occur three
(3) times each day from sunset to sunrise, 7 days a week. The patrol area at North
Manitou Island is to extend 250 meters north of the new dock and 250 meters south of the existing dock to include access routes as well as wire covered and open areas.
Patrols may decrease on June 15 to one per day and end on July 15 or once nearby nest fledglings leave the nest.
1) Contractor shall provide NPS staff access to these areas.
2) If shorebird nests are found, the CO will coordinate with the Contractor to determine impact, if any, to work activities.
3) Patrols by trained staff will not purposefully flush any red knots.
h. If piping plovers nest in the project area during construction despite deterrents:
1) The contractor and the CO shall employ a communications plan and establish an onsite plover monitor.
2) Enclosures shall be installed, and beach closures shall be established to prevent disturbance of nesting activities.
3) Work shall be halted if it is determined the nest site is close enough to be affected by construction activities, and consultation with USFWS would be re-initiated.
i. If other shorebird nests are found, NPS staff shall determine if land-based activities related to docks must stop and will notify CO and contractor according to the communications plan.
9. Vents/utility openings on new structures and vault toilets shall have wildlife exclusion installed to prevent bats and other wildlife from entering.
10. Standard noise abatement measures shall be implemented during construction.
a. Standard noise abatement measures shall include at minimum the following elements:
1) A schedule that minimizes impacts on adjacent noise-sensitive uses
2) The use of the best available noise control techniques wherever feasible
3) The use of hydraulically or electrically powered impact tools when feasible

Decontamination protocols shall be included in the plan should cutting of oaks be necessary during active period (i.e., hazard tree development).
17. Based on NPS data from earlier surveys, buildings to be serviced by the Contractor may be occupied by roosting bats. The roosting season for bats in this region of the United States is between May 15 and September 30. By September 30, bats are expected to have left their roosting areas to return to wintertime sites for hibernation.
a. Contractor is prohibited to initiating work on the buildings occupied by bats during the roosting season between April 15 and September 30.
SLBE 318729 01 11 00 - 10
1) Mitigation could also include use of exclusions installed by the contractor (in particular structure being worked on) outside of April 15-Sept 30.
2) For any building to be serviced during the bat roosting season over the term of this contract, the Contractor shall first perform a survey for roosting bats to determine if bats are absent. The survey shall be performed by a qualified biologist with experience in the identification of bat species and with prior bat survey experience.
b. A bat survey will be completed summer 2024 with mitigations installed where feasible by the Govt during summer 2024. The contractor is responsible for conducting a survey prior to the start of the work to verify the absence of bats and may proceed with the work where absence is noted.
1) Contractor may also install approved mitigation as needed following coordination and approval with the CO.
2) If there is a period of no work activity longer than two (2) weeks, the contractor shall be responsible for conducting additional survey to reverify the absence of bats.
c. A survey would require the following elements reviewed and approved by NPS.
