30 5 General Amendment 4 Q&A
Response 30
The question response does not provide clarity to the turnover Phasing defined in specification section 00 11 00 Paragraph 1.3
1. Kayak Launch: Work to be completed and ready for Government’s full use by November 1, 2023.
2. Dredging and Bulkhead: Work to be completed and ready for Government’s full use by November 1, 2023.
3. Remote Concessions building to be Substantially Complete by December 1, 2024.
4. Visitor Center building to be Substantially Complete by December 1, 2024."
With an potential NTP in late June, the current period of performance for each phasing item have been reduced. Please confirm the response to imply the phase turnover dates are no long applicable and the entire project now to be turnover at the same time (Day 720). If not please consider extended the phased turn over dates.
The Phase turn over dates are no longer applicable, the Solicitation and subsequent contract will be held to the clause FAR 52.211‐10 which states the Period of Performance is 720 Calendar Days after issuance of the notice to proceed. Your schedule shall be in accordance with that clause and you may assume a NTP
Issue Date around June 30, 2023.
ADDITIONAL INFORMATION TO SUPPLEMENT
ANSWER: It is expected that pending U.S. Army Corps of Engineers (USACE) wetland permits for this project will be approved in June 2023, which ties to the anticipated Construction NTP date on or about June 30, 2023. Construction NTP is dependent upon the permitting, but also approval of Bonds, acceptance of Division 1 submittals, and a variety of pre-construction requirements; therefore, the end of June 2023 is the target date for construction NTP. FAR 52.211-10 which states the Period of Performance is 720 Calendar Days after issuance of the notice to proceed (NTP), and is the relevant time period that should be used for scheduling.

43‐45 18‐20 General Amendment 4 Q&A
Responses 43, 44, 45
Amendment 4, Q&A responses #43, 44, 45 (Round 2 Q&As 18, 19, 20) indicate that the NPS's intent is to award all CLINs, and that if bids come in above available funds then a formal path will be issued regarding tying in significant fill areas to existing grades at the marine bulkhead, other site areas and utilities. It is not possible for the bidding contractors to provide a firm fixed price for the base bid scope of work without knowing how the NPS may subsequently change the scope of the project if CLINs 12 and 14 are not able to be exercised. Due to the current format of the Bid Form, there are areas of 3‐5' of fill directly adjacent to the marine bulkhead and other site areas with hardscapes, utilities, etc. Without understanding how this scope may be unilaterally changed by the NPS, the only way to mitigate risk is to include significant contingency dollars which will exacerbate the potential issue of funding availability. In order to drastically reduce cost to the NPS, we recommend including CLINs 12 and 14 within the base bid if it is truly the intent to award these CLINs. Otherwise, we will need an alternate design to understand how the proposed grades and hardscapes should tie back into the existing grades.
The proposal should be based on issuance of a Contract for i) all Base CLINs 1 - 8 at award and ii) all Options 9 - 17 at award or within the 90-day option period as stated in the Solicitation, as one complete project. Bid in accordance with the requirements. Assumptions will not be accepted

1.3
Work Phases/Sequences, provides phased completion dates for various work items. As the due date for this proposal has been extended, please consider revising these dates to better align with potential NTP timeline and overall period of performance.
The solicitation and contract is based on the clause FAR 52.211‐10 which states the Period of Performance is 720 Calendar Days after issuance of the notice to proceed. Your schedule shall be in accordance with that clause and you may assume a NTP Issue Date around June 30, 2023.

55 30 Specification s Section 01 67 00 – 6
After reviewing the plans for the Marjory Stoneman Visitors Center in Everglades City, I noticed it was spec’d for a video surveillance system on the basis of design of Avigilon. Would a substitute system, like March Networks, suit the requirement?
If the intention is to substitute a product at the bid/proposal phase, that substitution must be clearly documented in the Technical proposal, so that the product substitution may be evaluated and determied if it is acceptable. Otherwise, bids/proposals should be based on the requirements in the Specifications. For substitutions post‐award, please review Specifications Section 01 67 00 – 6 (page 179) for Product Selection Procedures, and 01 33 23 (page 104) for Submittal
Procedures.

56 31 General Please provide the specific graphic (see to be perforated into the metal fins. Is that something that Government can send us?
Per the rendering it appears to have an MSD perforated into it
– per the plans it is some other circular pattern. The type of pattern it will be (is necessary to understand) as cost can be significantly impacted.
The graphic and specifications provided in the Solicitation documents should be used for pricing the proposal.
