About this file

This document contains responses to pre-bid questions on a federal solicitation for construction of the Marjory Stoneman Douglas Visitor Center at Everglades National Park. The solicitation seeks a turnkey construction project including site work, utilities, buildings, security systems, and landscaping. Questions covered topics such as dock designs, waterproofing systems, structural connections, landscaping requirements, and clarification of bid line items. The National Park Service intends to award all line items in the base bid and provided assurances that optional line items will only be exercised if overall funding is available. The response document aims to resolve construction issues upfront and mitigate risks to the contractor from ambiguous scope items.

31 6 Structural SM111 E1 Detail E1/SM111 calls for Hot Dipped Galvanized (HDG) T‐ Connection welded to H‐Pile which is to be coated with Coal Tar Epoxy (CTE). This connection cannot be made as welding after applying CTE and Welding after HDG is not practical or advisable. Recommend modifying this connection for one of two options. Option A. predrill H‐pile prior to CTE coating and HDG the T‐Connection after drilling. Modify connection to H‐ Pile for a 4‐bolt connection through the H‐pile Flanges (eliminate the welded connection). Bolt on T‐connection after H‐pile is installed. Option B. Weld attach T‐Connection to H‐ pile prior to coating. coat the H‐Pile and T‐Connection with CTE. Install H‐pile with T‐Connection already attached and coated in conjunction with the H‐pile. Please advise.

Option A is recommended over option B.

Option A: The bolted type connections is acceptable.

A design for this alternate connection will be prepared to establish number of bolts and plate thickness.

Option B is not recommended as tip elevation may vary upon installation. Contractor shall be responsible for damages during installation / driving operations which may affect the prefabricated connection.

43 18 Civil Various Various The scope of this project requires significantly raising the grade of the site approximately 2 to 5 feet above the existing grade.

The causes concern with the current zoning and bid form structure as it related to certain option line items. The Civil drawings do not clearly depict how the proposed grading of the site is to be accomplished if CLIN 12 (Zone 3 ‐ Sitework) and/or CLIN 14 (Marine Bulkhead) are not awarded. The project requires significant fill to meet the proposed grades, however if the Zone 3 sitework (CLIN 12) and/or the marine bulkhead (CLIN 14) are not awarded, how are the proposed grades tying into existing grades at the Zone 3 boundary and the existing bulkhead? To mitigate this and other conflicts, we recommend including all sitework and all marine bulkhead in base bid CLINs.

The intent is to award all CLINs. If bids come in above overall available funds then a formal path forward will be issued by the NPS prior to execution.

2/6/2023

44 19 Civil Various Various There are storm drainage lines which drain to the dry retention ponds 1, 2 and 3, located within Zone 3. If CLIN 12, Zone 3 Sitework Option is not exercised, where should these storm drain lines be routed to? To mitigate this and other conflicts, we recommend including all sitework in base bid CLINs

The intent is to award all CLINs. If bids come in above overall available funds then a formal path forward will be issued by the NPS prior to execution.

2/6/2023

45 20 Civil Various Various CLIN 3 includes all utilities throughout the site. Various proposed utilities are routed through Zone 3, an area for which the grading is included in a bid option, CLIN 12. Certain utilities in this area, particularly Storm Line A‐A, is located above existing grades, so if CLIN 12 is not exercised, this line could not be installed. To mitigate this and other conflicts, we recommend including all sitework in base bid CLINs

The intent is to award all CLINs. If bids come in above overall available funds then a formal path forward will be issued by the NPS prior to execution.
