About this file
This document contains responses from the National Park Service (NPS) to questions submitted by bidders for solicitation number 140P2023R0031 to construct a Marjory Stoneman Douglas Visitor Center at Everglades National Park. The NPS clarifies requirements around preloading fill areas, confirms certain structures like temporary buildings do not need to be included in bids. The NPS also moved CLINs 12 and 14 into the base contract scope and extended the proposal deadline to April 12, 2023 via Amendment 10 to provide bidders additional time to submit pricing. The solicitation is for a construction project to build a new visitor center and involves earthwork, utilities, paving, structures and other facility construction work.

Q&A
Discipline Sheet Detail Spec Description NPS Response
1 General 01 57 19.12 Para 3.1.B
Specification section 01 57 19.12 Noise & Acoustics Management includes overly stringent restrictions related to allowable noise levels, for instance limiting noise over 80 dB(A) (such as pile driving), to 3 minutes per hour. Due to the nature of the project, the noise level restrictions would severely impact our ability to perform the project work. During project execution there will be noisy activity associated with work such as demolition, excavation, marine work, pile installation, and other heavy equipment operations and construction activities within the project site and in the immediate proximity of the site. Please remove these noise restrictions as they are not realistic with the extent of work required for this project.
Specification section 01 57 19.12 Noise & Acoustics Management was erroneously included in draft format, and did not specify its application to construction or deconstruction efforts. This Specification Section is removed as a requirement. Contractor is required to follow Collier County Noise Code Ordinance.
2 Civil Civil 01 11 00 Para 1.11.B;
Div 31
Specification section 01 11 00 Paragraph 1.11.B states, "In case of conflict between [Soils Investigation] report and drawings and specifications, the drawings and specifications govern." The Soils Investigation Report discusses a preload program involving placing fill to 2 feet above proposed grades and allowing settlement and consolidation to occur for 90 days prior to grading, foundation and utility work. Neither the Division 31 specifications nor the drawings contemplate this work. Please confirm whether the preload program discussed in the Soils Investigation Report is a requirement of this project.
The Preload program discussed in the Soils Investigation Report is a required process as a result of the Geotech analysis. Please submit bid in accordance with the Contract Documents.
3 Civil Geotechnical Report
Please confirm the preload program outlined in the geotechnical report is required at all fill areas and not limited to paved areas and path of new utilities only Please refer to the Geotechnical Analysis Report for details about the areas requiring fill. Please submit bid in accordance with the Contract Documents.
4 General G105;
G106
Amendment 4 and 5 Q&A responses
Amendment 4 and 5 Q&A responses confirm that the phased turnover dates listed in 01 11 00 Paragraph 1.3 do not apply. General Note E on Drawing Sheets G105 and G106 still includes closure windows for the kayak launch and the marina boat tours of a maximum of 3 months between June 1 thru November 1. The preload program described in the geotechnical report requires a 90 day preload, so the limitation of the construction phase where the kayak launch is to be completed to 3 months does not allow for demolition, grading, preloading, removal of preload material, and then the permanent work. Please confirm that the closure limitations and associated Stages/Phases on this drawing do not apply, and that the only scheduling constraint that applies is the 730 calendar day period of performance. Should these limitations and stages/phases still apply, there would be schedule impacts associated with the 90‐day preload program at multiple phases, and additional costs such as subcontractor remobilization and temporary accommodations for public access.
The 90 day preload is recognized as being a constraint on construction.
Contractor should pose a realistic schedule for Phase 2 that allows for return of the boat/kayak launch and docks for Park use in the quickest feasible manner that means and methods allow. Due to visitation, the June 2023 start date for Stage 2 is a hard constraint. The durations for other stages are an estimate and should be scheduled out according to the most efficient method construction means and methods allow. Please submit bid in accordance with the Contract Documents.

5 General Amendment 4 Q&A Responses
43, 44, 45
Amendment 4, Q&A responses #43, 44, 45 (Round 2 Q&As 18, 19, 20) indicate that the NPS's intent is to award all CLINs, and that if bids come in above available funds then a formal path will be issued regarding tying in significant fill areas to existing grades at the marine bulkhead, other site areas and utilities. It is not possible for the bidding contractors to provide a firm fixed price for the base bid scope of work without knowing how the NPS may subsequently change the scope of the project if CLINs 12 and 14 are not able to be exercised. Due to the current format of the Bid Form, there are areas of 3‐5' of fill directly adjacent to the marine bulkhead and other site areas with hardscapes, utilities, etc. Without understanding how this scope may be unilaterally changed by the NPS, the only way to mitigate risk is to include significant contingency dollars which will exacerbate the potential issue of funding availability. In order to drastically reduce cost to the NPS, we recommend including CLINs 12 and 14 within the base bid if it is truly the intent to award these CLINs. Otherwise, we will need an alternate design to understand how the proposed grades and hardscapes should tie back into the existing grades.
CLIN's 12 and 14 have been moved into the base portion of the contract. See attached Contract Price Schedule submitted with Amendment 0006.
6 General Amendment 8 The Technical and Price Proposal deadline was 1 pm ET, March 16th, 2023. Several hours after this deadline, at 5:17 pm ET, the NPS posted Amendment 0008 to SAM.gov extending the proposal deadline to March 31, 2023 at 5pm ET. Please provide additional information related to the NPS's reason(s) for extending the proposal deadline after proposals had been received.
The National Park Service policy, consistent with Government policy generally, is to enhance competion at the fullest level, to achieve the best overall value for the project. The initial extension under Amendment 0008 was to ensure sufficient time for all interested parties that wish to bid, the opportunity to obtain better certainty with respect to pricing and performance requirements. To that end, NPS determined that additional review of previous RFI responses was required to ensure thorough and accurate responses have been provided to all interested parties and offerors and to minimize bid uncertainty. In addition, a futher question period was opened under Amendment 0009, to allow all offerors additional time to submit additional RFIs or resubmit prior RFIs that they would like the NPS to address further. Since issuance of Amendments 0008 and 0009, NPS has taken the time to consult with the designer of record, the tehcnical team, and the Park and amended answers to prior RFIs that it determined needed an additional response, and also answered all additional RFIs that were submitted in the new question period. Answers to all of those questions are provided in Amendment 0010. The due date for all offerors has been extended further as provided for in Amendment 0010 so that offerors may review and determine to incorporate the information from the additional RFI answers in their overall proposal.

7 General Amendment 8 We are in receipt of Amendment 0008 issued on March 16th. Please clarify whether the NPS intends to issue additional Amendment(s) modifying the bid form, phasing or other aspects of the project. Please issue any changes as soon as possible so that any resulting repricing effort can be completed in time for submission on March 31st.
See response to Question 6 above. The bid due date is extended in accordance with Amendment 0010.
8 General Solicitation Can the RFP be extended through April 28, 2023 to obtain pricing and subcontract agreements?
The NPS will extend the RFP through April 12, 2023 with Amendment 10.
9 Structural Please confirm that the deadmen tiebacks for the marine bulkhead can be installed prior to performing the preloading at the area of the deadmen, as they have a hinged connection to the piles. This will allow installation prior to the site being filled to proposed grade rather than having to come back to excavate out previously placed fill and preload material for installation of deadmen and tie rods.
Yes, as long as contractor accommodates the anticipated settlement (approximately 2‐3 inches in that area) without inducing additional load to the wall.
10 General Please confirm that the tour boats will be removed (by the NPS) from the vicinity of the project for the duration of the 3‐month shut down periods.
Yes, tour boats will be removed by NPS Park personnel or the Park's Concession Operator at the direction of the Park.
11 General Please confirm that pricing for the canopy system located at the floating docks should be included in CLIN 15.
Yes, this is correct.
12 General The preload program discussed in the geotechnical report indicates that a minimum of 2 feet of surcharge should be placed for a minimum of 90 days, but the document also states that the material must remain until the anticipated settlement is achieved. Please confirm that pricing should be based on 2 feet of surcharge in place for 90 days.
Yes, this is correct.
13 General At the site visit it was noted that the Temporary Visitor Center and the Law Enforcement trailers identified on the drawings had been previously removed. Please confirm that the contractor does not need to include any relocation, removal, utility connections, etc. for either of these structures
The temporary visitor center was removed by the park. Relocation of the tempoarary bulding shall not be included as part of the contract.
14 General If CLIN 15 is not awarded, the contractor will still need to remove the existing floating dock to perform the bulkhead work. Please confirm that the contractor does not need to reinstall the existing floating dock if CLIN 15 is not awarded.
Correct. Floating docks will not be required to be re‐installed if CLIN 15 is not awarded. Please ensure that pricing for removal of the floating docks for the bulkhead work is included in the Base Bid (CLIN 14), and costs for removal are not duplicated in CLIN 15.
15 General DM10
The Demolition Plans for the Marina only show the existing aluminum floating docks & gangway to be removed. During the site visit, 2 plastic boat docks presently in use for law enforcement boats were observed. Please confirm these will be removed by the NPS prior to start of construction.
The 2 plastic floating docks are to be carefully removed by the contractor and turned over to the Park. Storage/staging location will be decided at the time of removal by NPS. Transport off‐site and Storage will be completed by the Park. Reinstallation of the plastic docks is to be completed by the Park.
