Q&A

Discipline Sheet Detail Spec Description NPS Response

1 General Solicitation Factor 1 – Project Experience: Do all three projects submitted in 1a – Vertical Construction each need to meet characteristics i ‐ iii, or can we utilize multiple projects to show relevancy for all characteristics i ‐ iii? In other words, if a renovation/repair project meet criteria ii, iii, and was greater than 3,000 SF and at least $12M, would this count for relevancy for those criteria and can another project count as relevancy for new construction?

Factor 1 Project Experience updated to address question in Amendment 2 to the RFP.

2 General Solicitation Factor 1 – Project Experience: 1a – Vertical Construction clarifies all projects must “have been successfully completed, including all options, within the past ten years, or be at least 75% successfully complete…” but 1b – Marine Construction does not state this same requirement.

Are Marine Construction projects subject to this same requirement?

Factor 1 Project Experience: 1a ‐ Vertical

Construction updated to address question in

Amendment 2 to the RFP.

3 General Solicitation Factor 1 – Project Experience: Currently, the 1b Marine Construction requirements limit experience to the prime offeror only and does not allow subcontractor. However, due to the specialized nature of the marine construction work, would the Park consider allowing subcontractor projects for 1b experience, so long as a Letter of Commitment from said subcontractor is included in the proposal?

Factor 1 Project Experience: 1b ‐ Marine

Construction updated to address question in

Amendment 2 to the RFP.

4 General Solicitation Factor 2 – Technical Approach/Schedule: What is the page limit for b. Technical Approach –

Risk Mitigation narrative?

Factor 2 Risk Mitigation Narrative updated to 3 page limitation in Amendment 2 to the RFP.

5 General Solicitation Factor 2 – Technical Approach/Schedule: What is the page limit for c. Schedule narrative? Factor 2 Schedule Narrative updated to 2 page limitation in Amendment 2 to the RFP.

6 General Solicitation Factor 3 – Management Approach: For b. Management Approach – Logistics Coordination

Process, please allow five pages to address all of this criteria adequately in detail. We believe three pages for this general management approach is too few based on the many aspects the

NPS describes should be addressed in only three pages. We believe five pages would be sufficient.

Factor 3 Management Approach Narrative updated to 5 page limitation in Amendment 2 to the RFP.

7 General Solicitation Due to the short solicitation period, the remote location of the site and competing business opportunities related to hurricane repair work in the region, various subcontractors have indicated that they are unable to provide pricing prior to the current proposal due date. In order to increase the subcontractor participation which will in turn reduce prime contractor contingencies and overall pricing to the NPS, we request that the due date be extended by at least 4 weeks to February 24th. Please also consider that the timeliness of issuing the extension is critical as some of the potential subcontractors will not begin working on pricing the project until an extension is published.

NPS granted an extension through Feb. 21, 2023 for

Proposal Response due date in Amendment 2 to the

RFP. Amendment 3 granted an extension through

Feb. 27, 2023.

8 General Solicitation In addition to the request for an extension to the proposal due date, please also provide an extension to the deadline for Q&A submission, to maintain the 7‐day period between question submission and proposal due date. This will allow potential subcontractors which have not yet started to work on their price proposals to ask technical questions once they begin their review of the documents

NPS will open a Second Round of Pre‐Bid Questions due by 2/6/23 in Amendment 3.

9 Civil CM10

Para

3.3A

35 20 23 The dredge material handling area, as specified (CM103, 35 20 23 3.3A) can only contain

~3,500 CY of material. Dredge volumes (CM102) are projected at 12,980 CY. Please confirm

Contractor may revise dimensions and height restrictions, as needed, to accommodate the dredge quantities.

Contractor may revise dimension and height restrictions in accordance with NPS field direction and as coordinated with the landscape and civil design. The area layout is approximate, and interior cells may be required based on the Contractor's anticipated production rates and the drying time.

10 Civil CM10

Para

3.3B

35 20 23 CM 103 requires the dredge material handling area to be lined with impermeable membrane.

As the material is stated to be non‐hazardous and to be used on site (CM 103 note 4, 35 20

23 3.3B), please confirm an impermeable membrane is not required as this will expedite dewatering operations.

Impermeable membrane is not required. Refer to

Note 6 in drawing CM 103 regarding preventing runoff from dredged material handling/drying.

11 Civil Please confirm what dredge offset from existing or installed structures is to be maintained during the dredging process.

Dredge offset from existing or installed structures shall be 5 feet, with dredging limits, elevations, and side slopes identified in the drawings.

12 Civil 35 20 23 With respect to 35 20 23 1.2.A.1, please provide any and all exploratory work data available with respect to the dredge material’s soil characteristics.

No geotechnical information for the dredge material soil characteristics is available. Previous dredging within this basin has occurred, and data is provided for reference.

13 Civil Para

3.2A

35 20 23 35 20 23 3.2.A states ‘After dewater, material will remain or be transported to the disposal site, as directed.’ Please confirm the removal of dewatered dredge material off the project site is not covered under the current scope of work.

Dredge material is anticpated to remain on site after the dewatering process. Removal of dewatered dredge material off of the project site is not anticipated.

14 General 01 57 19.12

Para 3.1.B

Specification section 01 57 19.12 Noise & Acoustics Management includes overly stringent restrictions related to allowable noise levels, for instance limiting noise over 80 dB(A) (such as pile driving), to 3 minutes per hour. Due to the nature of the project, the noise level restrictions would severely impact our ability to perform the project work. During project execution there will be noisy activity associated with work such as demolition, excavation, marine work, pile installation, and other heavy equipment operations and construction activities within the project site and in the immediate proximity of the site. Please remove these noise restrictions as they are not realistic with the extent of work required for this project.

The AE team recommends removal of the noise restrictions, unless specifically outlined in permit conditions once final permits are received.

NPS to confirm as this is a standard NPS template specification.

15 Civil Civil 01 11 00 Para

1.11.B;

Div 31

Specification section 01 11 00 Paragraph 1.11.B states, "In case of conflict between [Soils

Investigation] report and drawings and specifications, the drawings and specifications govern." The Soils Investigation Report discusses a preload program involving placing fill to 2 feet above proposed grades and allowing settlement and consolidation to occur for 90 days prior to grading, foundation and utility work. Neither the Division 31 specifications nor the drawings contemplate this work. Please confirm whether the preload program discussed in the Soils Investigation Report is a requirement of this project.

Yes. The requirements described in the Geotechnical

Report is included in the scope of work. This is included in the CLIN descriptions in spec section 01

27 00. See also Geotechnical Note #1 Sheet C100.

16 Contracting Solicitation Solicitation page 33, requires the contractor to paid for utilities unless it is being provide by the government. Please clarify if utilities will be provided free of charge, if not please provide rates.

The Contractor is required to pay for utilities in accodance with FAR 52.236‐14. The Government utility costs and rates information is being researched and will be provided if available with the next round of answers; however, Contractor may independently research rates and incorporate that information in their proposal.

17 General Solicitation Solicitation pg 16 states that the Quality Control Manager can dual position, whereas specification section 01 40 00, pg, 3, para 1.5 B, states no other duties. Please confirm the

Quality Control Manager can perform dual duties.

The Solicitation, page 16, SPECIAL REQUIREMENT 2:

KEY PERSONNEL, correctly states the positions that may be filled by a dual position individual.

Specification Section 01 40 00 ‐ 3, 1.5.B.1 is

AMENDED as follows: "B. Contractors Quality

Control Staff:

1. Contractor's Quality Control Supervisor shall be assigned no other duties. may be assigned dual duties in accordance with the Solicitation Clause:

SPECIAL REQUIREMENT 2: KEY PERSONNEL.

18 General Solicitation Specification Section 01 50 00 pg 3, para B. Requires a contracting Officers Field Office, Please confirm there is no requirement for a contracting officers field office and associated equipment.

The Contracting Officers Field office is required primarily for the Contract Management

Representative (CMR) that will have delgated responsibilities through the Contracting Officer. This trailer/office is required to be separate from the contractor's field office.

19 C102 C102 Demolition plan notes that the existing maintenance building will be demolished to grade by others, but the contractor is responsible for removing the remaining concrete pad and piles. Please provide the type, depth, and assumed quantity of piles to be removed, so all contractors are pricing the same scope of work

Amendment 3 includes a shop drawing for the Floor

Plan of demolished Maintenance building. As long as it does not interfere with construction of the new structures or are wood piles the piles may be cut and abandoned below grade.

20 C102 D5 C102 Demo note D5 for the removal of the existing canopy/picnic area. Please confirm if the existing structure has pile foundations that need to be removed; if so, please provide type, depth and quantity.

Amendment 3 includes pictures of the Canopy/Picnic

Area foundation existing structure.

21 General Solicitation Please extend the Q&A submission period to allow bidders to ask additional questions as they are developed during continued review of the documents and preparation of proposals.

NPS will open a Second Round of Pre‐Bid Questions due by 2/6/23 in Amendment 3.

22 Do the pile foundations for the maintenance building need to be fully removed or would cutting them off and abandoning them below grade be acceptable?

As long as it does not interfere with construction of the new structures or are wood piles the piles may be cut and abandoned below grade

23 The Geotechnical report includes requirements for Building Condition Surveys and Vibration

Monitoring. Please provide specifications and requirements for this monitoring

The geotech report references FDOT Specification

Section 455 for determination of when vibration monitoring and building condition surveys are recommended based on structure distance and pile hammer energy. If there are no structures within the condition survey/monitor zone, vibration monitoring would also not be required.

24 General We would like to request the civil drawings in CAD format to provide the pricing for the civil portion of this project. (entire CAD package would be fine as well) There is only one quarry within a reasonable distance of Everglades City that could supply material by land and they have requested 2 weeks from the receipt of the CAD drawings to provide material pricing, otherwise they will not be able to assist with the project. This is by far the nearest location to the job site. It would be incredibly beneficial from a cost perspective to be able to utilize this resource.

Due to file size, requestors will be provided a link to access the CAD Files. Submit your request for CAD files to the Contracting Officer at

Anne_laporta@nps.gov and the Contract Specialist at

Michael_smith@contractor.nps.gov.

25 General Does the project bid on Jan 27, or Feb 21? NPS granted an extension through Feb. 21, 2023 for

Proposal Response due date in Amendment 2 to the

RFP. Amendment 3 granted an extension through

Feb. 27, 2023.
