RESPONSES TO QUESTIONS FROM PROSPECTIVE OFFERORS
15. It does not appear there is information to show the extent of work for demolition of the existing headworks. It is shown in plan view on 06C401 but there is no way to quantify extent of demolition without showing more details of structure.
Response: A photo of the existing headworks was provided on page 10 of the Preproposal Presentation document provided with Amendment 3. This Amendment provides mark up of the original headworks construction drawing to show extent of demolition.
16. In regards to section 44 44 57, can you confirm that the existing scum trough is supported independently from our equipment? It’s a little hard to tell from the views on sheets 20D130 & 20D302.
Response: The As-Constructed Drawings are provided with this Amendment. The scum trough is shown on sheets M16 and M17.
17. Do you have any more information about delivery access? Looking at Google Maps, I can’t quite tell if there are any roads for trucks/small vans, but want to make sure our freight costs are accurate.
Response: Delivery of materials to and from project site will be by Government furnished helicopter. The contractor will deliver materials to and pick up materials taken out at the park helibase. Refer to Specification 01 65 50 for details. In Google Maps, the helibase hangar shows as 1544 Shuttle Bus Road, Grand Canyon Village, AZ 86023.

NPS does not plan to provide additional photos prior to the proposal due date.
19. Is there any information available on testing for hazardous materials?
Response: The following reports are provided with this Amendment: Asbestos Survey - Phantom Ranch WWTP.pdf, date unknown; GCNPS Phantom Ranch WWTP test report.pdf, 7/29/2021. The asbestos survey reported floor tile adhesive containing 3% chrysotile in undamaged condition. This material is not a part of any planned demolition and should be left undisturbed
20. There are multiple work items that only require a Subcontractor, Supplier or Service Provider to be on-site for a portion of 1 day.
a. Examples include trainings, quality control testing (compaction, concrete) survey, concrete x-ray scanning etc. Will NPS accommodate flying these individuals out once they have completed their services, or will they be expected to stay at the site until the end of the week when the helicopter returns to transport personnel?
Response: Contractor personnel not working regular shifts would be covered by 01 65 50 - 3.5.B.1.b.
21. Does NPS anticipate all required trainings to occur on-site?
Response: Yes.
22. Specification 01 50 00-3.4.F states to install site enclosure fencing.
a. Will temporary fencing be required around the entire perimeter of the work area?
Response: The paragraph is clarified as follows: Temporary fencing is required for open trench, excavation, or any area that could create a fall hazard during construction. Temporary fencing is required for the contractor’s staging area. The Contractor shall provide temporary fencings or signage as required to prevent visitors walking through the site. Temporary fencing is not required for the entire perimeter.
23. The ductbank shown on Sheet 06E401 from the new headworks to the Treatment Plant building is light gray as if it is existing.
a. Please confirm this ductbank is not existing and needs to be installed by the Contractor.
Response: The Contractor is to install 95-feet of ductbank, plus or minus 5-feet, for the electrical service relocation. Note that the routing for the electrical service has changed. See revisions to 01 73 40 above and APS Drawing provided with this Amendment.
24. Note 2 on Sheet 06E401 states APS to provide detailed requirements for the new electrical service ductbank as well as provide and terminate conductors.
| a. | Please provide an allowance to this work item, given the details are unknown at bid time and the cost for APS to provide and terminate the conductors is also unknown. |
| b. | These utility companies typically will not provide a hard cost to bidding contractors during the bidding stage. |
Response: See revisions to 01 73 40 in this Amendment.
25. Note 3 on Sheet 06E401 states Lumen to provide detailed requirements for the relocated telephone service as well as provide and terminate conductors.
| a. | Please provide an allowance to this work item, given the details are unknown at bid time and the cost for Lumen to provide and terminate the conductors is also unknown. |
| b. | These utility companies typically will not provide a hard cost to bidding contractors during the bidding stage. |
Response: See revisions to 01 73 40 in this Amendment.
26. Note 5 on Sheet 07D130 states to preserve the AWT Unit.
a. If this Unit is to be salvaged, where does the Contractor need to transport the unit to?
Response: Note 5 on Sheet 07D130 says "Do Not Damage Equipment Pad". There is no requirement to preserve the AWT unit.
27. Aggregate base is not shown below the new diversion manhole and headworks structure.
a. Please confirm if aggregate base is required Response: Aggregate base is not specified below the diversion manhole and headworks structure.
28. Please provide all available as-builts of the existing treatment plant and headworks structure.
a. Wall thickness, depth and dimensions of the headworks are needed to determine demolition quantities Response: As-Constructed Drawings of the existing treatment plant and headworks are provided with this Amendment.
29. Specification 01 65 50 states the K-Max helicopter has an approximate capacity of 5,000 lbs.
a. The equipment needed to efficiently complete the site work on this project exceeds the K-max capacity. Does NPS have the ability to lift any machinery heavier than 5,000 lbs? If so, what would that weight capacity be?
Response: The design was based on K-Max as the maximum size being used. The Government's preference is to stay with this approach. Larger helicopters are more expensive to provide and require longer lead time. If the Contractor cannot meet the 5,000 pound maximum load requirement it should be described in proposal, including what equipment requires larger capacity and how many heavy lift flights would be required. The maximum capacity of heavy lift helicopter is 17,000 pounds.
30. Please provide the photos provided in the pre proposal slideshow in JPEG or JPG format to produce a better resolution.
a. Can additional photos also be provided inside the existing basins and headworks?
Response: Files with higher resolution versions of the photos presented in the preproposal slide show are provided with this Amendment. No additional photos will be provided prior to the proposal due date.
31. Specification 01 65 50-3.2.B requires the Contractor to provide a certified 500 LB capacity scales.
a. Shouldn’t these scales have a higher capacity to ensure the lifts planned for the K-max are within the capabilities of the helicopter?
Response: The Specification will be left as-is. Higher weight loads will be managed by helibase personnel.
32. Please provide the location, size and type of connection the Contractor may connect to for construction water.
Response: Contractor can connect to hose bibbs in the building and to yard hydrant at the existing headworks. See sheets C7 and M1 of the As-Constructed Drawings for connection locations.
33. Please provide any previous Geotechnical report completed at Phantom Ranch, if available.
Response: We are providing the Geotechnical Baseline Report prepared for the Replacement of the Trans-canyon Water Distribution Pipeline. The report was not prepared for the current project and engineering recommendations are not presented as applicable. The report does provide information on expected subsurface conditions that can be used as representative. The most relevant to the work for the new headworks is considered the description of alluvium in Section 4.2.2.3 at the top of page 12 as the proposed water treatment plant is adjacent to the existing WWTP.
34. The plans and specifications don’t appear to define a coating system for the interior walls of the headworks structure.
a. Please confirm NPS will not require a protective coating in the headworks structure.
Response: No coating system is specified for the interior walls.
35. Please confirm if the Contractor will be able to access and use the Heli Pad area located near Grand Canyon Village for staging, storage of materials and roll-off dumpsters.
Response: Section 01 65 50 calls for a designated staging area at the Helibase in Para. 3.2.E. Location will be coordinated with the Helibase manager.
36. Please provide Subcontracting percentage worksheet if a specific form is required to be submitted.
