About this file
This document provides details on an upcoming federal contract solicitation for construction services to repair historic structures at Kennecott Mines National Historic Landmark in Alaska. The National Park Service seeks to stabilize the landmark's 14-story timber frame Mill Building through selective replacement of deteriorated wood members, removal and reinstallation of siding, construction of a new frame and roof, and partial demolition and reconstruction of an exterior ore chute. The firm-fixed price contract will be competitively awarded to a small business via a best value determination considering both technical capability and price. The estimated value is between $1-5 million, with a performance period of 730 days from notice to proceed. A pre-proposal site visit will be held on September 10, 2019. The NAICS code is 236220 and place of performance is in Copper Center, Alaska.

WRST 159092C

Structural:
1. Ore Chute S33: It [Amendment 3] mentioned that contractor is supposed to coordinate with Phase 1 work and to tie into slope stabilization anchors and elements as required.
Can you provide a detail showing how this is to be done? Can you verify that the locations identified on this page are the only locations?
NPS Response: In order to place footings for the Ore Chute bents, the Contractor will be required to excavate the surface material, cut through the cyclone fence and geomembrane sufficient to form the footings. The NPS expects Contractor to execute work with as minimal disturbance to the existing slope stabilization systems as possible.
The footing details are illustrated in Detail 12/S41. Bidders should assume no soil nails will be encountered at the footing locations. If a soil nail is encountered at the specific location, a determination of changed site conditions will be made during construction.
Specifications:
1. Existing Materials: Please verify where NPS procured the current timbers on site?
NPS Response: The timbers listed as Government Furnished Materials were procured during a project in 2008 to reconstruct the National Creek Trestle and records to determine where they were procured are not readily available. Contractors should research available vendors.
Addendum 3:
1. Historical Electrical Question #1: Is Contractor to assume we will not be doing this work for bid purposes and if encountered work with Contracting Officer for an adjustment?
NPS Response: Contractor will be required to carefully remove and reinstall any electrical or mechanical equipment that impedes the stabilization work to be accomplished. NPS archaeologists will be on site to prepare records of the location through photographs, sketches and written documentation to aid in the removal/reinstallation of historic electrical/equipment.
