Bid Proposal Deadline Extension:

1. Deadline Extension: Given the complexity of the project, outstanding questions, proposal requirements, and submission location in Colorado, we respectfully request a deadline extension of at least two (2) weeks to October 25, 2019. This will allow our team to provide the Government with the most thorough response possible, especially with respect to the pricing components.

NPS Response: Deadline changed to October 25, 2019 through Amendment 3.

Section L:

1. Regarding Volume 1: Factor 3 – Past Performance: The PPQ form provided by the Government directs references to submit the completed form directly to the NPS Contracting Officer; Section L directs the offeror to submit copies of the incomplete questionnaire with the Volume 1 submission; and Section L directs the offeror to submit a narrative disclosing any instances of past performance that may be considered less than fully satisfactory. How can the offeror address any instances of less than satisfactory performance if the PPQ completed by the reference is submitted directly to the Government? How is the offeror to know if there are any such instances? Please advise or otherwise clarify.

NPS Response: If there is a less than satisfactory performance identified on a PPQ submitted directly to the Contracting Officer then the Contracting Officer will notify the offeror for clarification. The offeror should review their reports within www.cpars.gov to verify whether or not there are any less than satisfactory performance documented reports.

2. Regarding Volume 1: Factor 2 – Experience (Subfactor 2B – Key Personnel &

Experience): Section M identifies for consideration the following key trades: 1. Heavy timber construction, carpentry; and 2. Environmental Abatement. Is the Government expecting offerors to pre-select or otherwise identify key subcontractors for these scopes of work prior to bidding? If yes, what subcontractor qualifications (i.e., to satisfy all factors and criteria in Volumes 1 and 2) are required for inclusion in the offeror’s submittal? Please advise or otherwise clarify.

NPS Response: Yes, please identify key subcontractor’s in your proposal. NPS is primarily interested in the subcontractor’s experience and level of technical competence as it relates to Factor 1, Subfactor 1ii, items a, b, and c:

ii. The offeror’s Key Personnel experience demonstrating as many of the following items described below may be rated more favorably.

b. Demonstrated experience working on historic building projects.

c. Demonstrated experience working in remote locations with potential severe weather conditions.

Specifications:

1. Section 01 11 00 1.10 (page 11) references a soils report by Jacob Engineering (2008) and that is available with this package. This document is not to be found in the bid package. Please furnish these documents to bidders.

NPS Response: Jacob Engineering (2008) report included with Amendment 2.

2. Section 01 11 00 1.11 (page 12) lists 5 reports available to bidders with the bid package.

These documents are not to be found in the bid package as issued. Please furnish these documents to bidders.

NPS Response: The five referenced reports are included with Amendment 2.

3. Specification 06 10 00-2.4 calls for Timber Framing to be Doug fir-larch No. 1 grade, free of heart centers. General Notes on Drwg S001 call for Timbers to be Doug fir-larch No. 2 (which would be free of heart centers). Spec 06 10 00-2.5B calls for dimensional lumber to be No. 2 of any species. 06 13 23-2.1 calls for timber framing to be as indicated on drawings. Please clarify.

NPS Response: All members from 2” x 4” up to 5” x 5” may be Douglas fir-Larch No. 2.

All members 5” x 5” or larger should be Doug fir-Larch No 1.

4. Specification 06 10 00-2.2B calls for lumber to be kiln dried to 19% after treatment.

Spec 06 10 00-2.1.B calls for moisture content to be 15% unless otherwise indicated.

Spec 06 10 00-2.4.A.2 calls for moisture content to be 20%. Spec 06 12 23-2.2.D calls for 19% after treatment. General Notes on Drwg S001are silent as to moisture content on treated wood 2” or less in thickness is to be 19%. The industry standard (ALSC/AWPA) for waterborne treatment (ACQ-B per drawing S001) is 30% after kiln drying after treatment. Lumber 2” and less in thickness (up to 12” wide) can be dried to 19% without serious cracking, splitting, or warping. Timbers 3” to 4” can be dried to 25% moisture content without excessive cracking, splitting, and warping. Timbers more than 4” in thickness can be dried to 30% moisture after treatment without undue cracking, splitting and warping. This Contractor will not be responsible for degradation of lumber and timber standards if the product is dried more than recommended by recognized industry standards after treatment. Please clarify the specifications for moisture retention for lumber greater than 2” but less than 4” in thickness and for timbers greater than 4” in thickness.

NPS Response: All lumber to be kiln dried to 19%.

5. Specification 06 20 00 is silent on Exterior Finish Carpentry as to treated or untreated

(treatment is not called for). 06 10 00-2.2.A calls for treatment processes based upon location. Please clarify if Exterior Finished Carpentry (siding and sheathing as detailed on Drwg A103) is to have treated or untreated.

NPS Response: The siding and sheathing referenced on A103 should be untreated.

6. Specification 06 10 00-2.2.D to treat all rough carpentry unless otherwise indicated. Is rough carpentry defined or otherwise specified in the documents? Please clarify the definition of rough carpentry.

NPS Response: Treat all members 5” x 5” or larger as rough carpentry.

7. Drwg S501 Detail 4 references Frames F1-F9. F1-F6 are shown on Detail 1 Drwg S103.

Where are Frames F7-F9 to be found?

NPS Response: Frames F7-F9 were removed to increase span of frames, reducing penetrations through deck. Revise Detail 4, S501 to read: WALKWAY FRAME

ELEVATION FRAMES F1-F6.

Architectural:

1. Sheets S103 and A104: Sheet A104, Detail 1 shows what appears to be new decking and new walls. Please address the following questions: Structural S103 doesn’t appear to show anything structurally in this area. Is this all new? Can you provide elevations and details for the work? Where are the W1 and W2 callouts located for details?

NPS Response: The area defined from Grid 9 past Grid 20 illustrating new walls and decking and referencing Wall Types W1 and W2 are not in the contract. This includes the area defined with a vertical hatch line and in the shape of an upside down/backward “L”.

2. Drawing A103 Detail 4 shows three cross section details for siding. Two details area labeled Type A. The detail labeled Type B does not clarify if it is considered sheathing or siding. It appears these three details are elevation views. This detail does not appear to agree with the labeled details in Detail 5 Sheet A103 which appears to be a plan view.

Please clarify the details in Detail 4 and Detail 5.

NPS Response: Detail 5 on A103 is drawn in plan view and was intended to illustrate 3 layers of siding/sheathing oriented horizontally. Revise Detail 5 to include Type A Sheathing oriented horizontally and applied directly to walls studs and columns. Install flexible flashing followed by Type A Siding oriented horizontally. Omit Siding Type B.

3. Drawing A104 Note 1 references As-BLT drawings. Are these available for bidder inspection? Please make these drawings available.

NPS Response: The as-built drawings referenced on A104 in note 1 are included in Amendment 2.

4. Drawing A104 Detail 1, running from column line 9 to and past column line 20, references wall types W1, W2, and W6. No details are provided. Is there new work within this area that is in the scope of this contract? Drwg S103 for the same location (Detail 1) indicates Existing FRMG TO REMAIN. Please clarify.

NPS Response: See response to question 1 above in Architectural.

5. Drawing G004 gives us a scale of 1” = 200’ for detail 1, 1” = 100’ for details 2 and

3. None appear to be correct.

NPS Response: Scale for details on G004 are incorrect. These drawings are diagrammatic in nature. All drawings on this sheet to be denoted as N.T.S.

Structural:

1. Sheets S302 and S303: Drawings indicate a level floor. This floor currently is unlevel and would require a lot of effort to level it. Please clarify if contractor is to level floor or if shoring and new columns should be based on existing floor condition.

NPS Response: Contractor should not level floor. Scaffolding to be constructed to stabilize “as-is” condition of floor.

2. S301, Detail 3: On this page it lists “New Permanent Shoring by Contr w/ Adjustable

Connections Under Floor”. Is it up to the contractor on how this shoring will adjust or does the NPS have a specific product they would like to use? I would suggest the NPS finding one that works for tools and ease for this location that the contractor can bid.

NPS Response: The contract documents do not specify a brand or model of adjustable connection. Please submit your proposal incorporating a device or system which meets the requirements for an adjustable, positive connection between the scaffolding and support beams.

3. Is there a detail showing, a note, or a specification indicating the fastening method for floor deck plans to joists?

NPS Response: Provide 2-#10 screws at board ends, 1-#10 screw at each intermediate support.

4. Drawing S33: The scale states ½”=1’-0”. The dimension given indicates the scale is ¼”=1’-0”. Please clarify.

NPS Response: The scale listed on sheet S33 is off by a factor of 2. When printed full-sized (22x34 sheets), the scale is 1/4" = 1'-0". Half-sized printouts (11x17 sheets) will be scaled at 1/8" = 1'-0". See the attached revised Volume 2. Corrected the detail scale from ½”=1’-0” to ¼”=1’-0” and added bar scale.

5. Drwg S501 Detail 3 references splices for the 9 ¼”x 9 ¼” beams where shown on plans.

This may reference Drwg S102. Where are the splices shown?

NPS Response: The splice locations are shown on sheet S102, and they must be located at these specific locations. The 9-1/4x9-1/4 beams are indicated with a bold black line, and where those lines start and stop indicates where the splices must occur: at the existing ore bin columns midway between grids P and R, R and U, Uand W, and W and Y. The columns located on each of the lettered grids P, R, U, W, and Y are in a worse state of degradation than the columns located between grids, so the 9-1/4x9-1/4 member is meant to bypass these degraded columns and deliver load to the columns in better condition.

The contractor may choose to eliminate splice locations by providing longer individual sticks, but splices must only occur at the locations shown.

For clarity, "Splices" indicated in detail 3/S501 are only meant to indicate where the 9 1/4 x 9 1/4 beam start and stop. "Joints" may have been a better term. These joints must occur over the columns indicated in the plan view, but no splice connection between the two individual sticks is required. Connection to the supporting columns at the joints can be done with a 14 gauge face plate with a 1/2"x4" lag bolt to each connected piece.

6. Drawing S20 does not have a graphic scale.

NPS Response: See the attached revised Volume 2. Scale bar was added to all elevation and plan sheets.

Ore Chute:

1. On different bent details it shows an excavation and backfill of 3’ of material. Currently the hazardous material specifications does not indicate blasting caps that are known to be in the hillside. Is the contractor to do hazardous mitigation of the blasting cap or is the NPS taking care of this.

NPS Response: The hillside below Level 6 on the south side of the Mill Building (where the Ore Chute was removed) was disturbed during Phase I of this project to the depth of the bottom of footing. See project photographs illustrating the existing condition. No blasting caps were discovered in this area nor on the east side of Level 6. If any material is discovered (fuse, caps etc) at any location on the project, notify the Contracting Officer immediately.

Addenda:

1. Addendum 2: New plans and specifications are provided in addendum 2. Please confirm that contractor is to utilize the new set of drawings and specifications and discard previous specifications and plans. If contractor needs to verify differences this would take a lot of time during the bidding phase in which we request a full clean copy of both specifications and plans.

NPS Response: Discard the plans and specifications distributed as part of the original solicitation. Please use all drawings and specifications issued as part of Amendment 2.

2. Addendum 2: Addendum 2 mentions NPS will provide scaffolding and shows area on North Elevation where contractor is to replace siding. Is NPS providing scaffolding for the Ore Chute rebuild as well or is the contractor to provide?

NPS Response: The National Park Service will provide scaffolding for the work on the north elevation of the Mill Building. The Contractor must provide scaffolding for the Work associate with the Ore Chute. The NPS does not have sufficient quantities of scaffolding to support pre-planned maintenance work and the Ore Chute effort concurrently.

Electrical:

1. The drawings do not shown existing electrical and sprinkler. Is it contractor’s responsibility to move these items to perform work or is NPS taking care of these items?

NPS Response: The Mill Building does not have a sprinkler system but there are a considerable amount of pipes, conduit, chases and equipment associated with historic era.

Limited electrical wiring and low voltage alarm wiring were installed as part of Phase II of this project. The intent to work around the existing electrical/mechanical infrastructure to maximum extant possible. If stabilization efforts require removal or relocation of existing infrastructure or the more recent wiring, consult the Contracting Officer. The Contractor will be responsible for ensuring the electrical and alarm wiring are functioning if relocated with permission from the Contracting Officer.

Historical Electrical:

1. Historical electrical conduits and devices are not shown on the plans. Is the contractor responsible for removing and replacing or is NPS taking care of this work?

NPS Response: See response to Electrical question #1. The objective is to leave as much original material intact. Consult the Contracting Officer on a case by case basis because NPS archaeologists will be required to document the equipment prior to removal to ensure it can be reinstalled accurately at a later date.

Questions while on site during the 9/10/19 prebid meeting:

1. Are there any compacting requirements related to the leveling of the ore bin?

NPS Response: We do not have specific compaction requirements in the ore bin. We want to avoid extensive compaction of the soil in order to avoid damage to the underlying timber framing and columns. This is why we have specified adjustable scaffolding that can be leveled as needed.

2. Can the NPS provide dimensions for the new deck at the Jumbo entrance?

NPS Response: See the updated drawings issued in Amendment No. 2. Dimensions in that area have been provided.

3. At the north elevation, detail 1/S101 and corresponding details 2/S303 and 3/A102 show the wall stabilization work but do not include beam, column or cable repairs. Please clarify the required scope in that area.

NPS Response: The beams and columns inside this wall are not supporting a significant amount of load, they are remnants of the original heavy timber tressle-style structure that supported the crushing unit high above the concentration portion of the mill. Column and beam repairs in this area are not in the scope of the project. The intent of scope of work at this location is to mitigate water from entering the building and arrest continued deterioration. The contractor shall work around the existing cables. Consult the Contracting Officer if the stabilization efforts require removal of the existing beams, columns or cables.
