About this file

This document is a Questions and Answers (Q&A) document (#3) for the Shoshone Field Office Replacement project (Solicitation Number 140L0625R0002) issued by the Bureau of Land Management National Operations Center. The Q&A addresses multiple technical and procedural clarifications, including structural details, telecommunications infrastructure, HVAC integration, and site preparation requirements.

Key clarifications include: the Government will move existing storage sheds prior to construction, with the contractor responsible for subsequent landscape demolition; Johnson Controls equipment must be used for building systems integration; reinforcing steel specifications for slabs will use #4 rebar at 15" on center; and landscape plant material substitutions are allowed with Contracting Officer's Representative (COR) approval, prioritizing native, low-maintenance, and drought-tolerant alternatives. The document also confirms AISC certification requirements for steel fabrication and installation, and provides technical guidance on structural connections, roof decking, and communication infrastructure specifications.

Questions and Answers #3

*NOTE – There are questions that are still under review. If you do not see your specific question, it is still under review and will be answered in a later amendment. Thank you for your patience in this matter.*

1) Q: Ref. S303 Structural Sections; Please clarify how the 10 GA edge angles attach to the HSS roof purlins and outriggers. Section 1 appears to show the edge angels welded to the supports. Section 4 states

“Fasten angle to supports using #12 self-tapping screws”.

A: The 10 Ga edge angles shall be attached to the roof structural members us (2) #12 self-tapping screws at each support. The fillet welds shown on S-303 Section 1 should be ignored. The note to nest angles at corners and using fillet welds is intended to connect the two angle ends at a corner where no structural support exists.

2) Q: Ref. S303 Structural Sections; Section 1 appears to show the HSS5x2 ½ distribution chords attached to the metal stud wall top tracks with both intermittent field welds and 5/8” diameter A307 bolts.

Please clarify.

A: The HSS distribution chord shall be attached to the wall as shown, using 5/8” diam bolts at 48 in and the intermittent field welds to the top plate of the wall at 24 in.

3) Q: Ref. S301 Structural Sections; At Section 5 (Line B) there appear to be posts between the high and low WF beams. If this is correct, please provide member sizes and connection details.

A: These are posts that were added to reduce deflection and have completed the dimensioning and connection details. This will be shown on drawings and issued in a future amendment.

5) Q: Sheet S103 Roof Framing Plan, Roof Deck Note 1 states roof deck shall be Vulcraft 20 GA 1.5

BPA-36 acoustical deck. Section 053100 Steel Decking, Article 2.2.B states acoustical roof deck shall be

22 GA minimum 2.0 DA-24.5 dovetail. We assume the note on Sheet S103 is correct. Please confirm.

A: S103 note has been corrected to 1.5BA-36 22 GA GR50; Spec section 053100 will be corrected to match; Note 11 on S003 deleted. Changes will be provided with revised drawings and specifications issued in a future amendment.

8) Q: For the telecom reroute on Sheet E102, can you confirm the required specs for new fiber and communication lines?

A: Spec 27100 – Structured Cabling has been updated to include indoor and outdoor fiber cables.

Spec 270528 – Pathways for Communications Systems has also been included. The contractor will determine which type of cable to install based on the location and intended use based on the specs.

Updated specification will be provided in future amendment.

17) Q: Will the exterior utility buildings that are in the path of the new roadway be removed by the contractor or the Government?

A: Government will move sheds prior to the start of construction on site. Disregard C102A -

Demolition Keynotes Sequence 1 – Note 12. It is the responsibility of the contractor to “Remove existing sheds and demolish landscape for new road.”

37) Q: Regarding the sheds to be removed on the west side of the project, it was discussed that the government will remove the sheds. Does this include the foundations/utilities associated with the sheds?

A: Government will move sheds prior to the start of construction on site. Disregard C102A -

47) Q: Relocation of Existing Sheds:

a. Are the sheds shown in the attached photo expected to be relocated by the contractor using a forklift?

A: Government will move sheds prior to the start of construction on site. Disregard

C102A - Demolition Keynotes Sequence 1 – Note 12. It is the responsibility of the contractor to “Remove existing sheds and demolish landscape for new road.”

b. The sheds appear aged—if damage occurs during the move, will the contractor be held liable?

A: Government will move sheds prior to the start of construction on site. Disregard

c. Will the new area where the shed will be placed be leveled in advance, or is it the contractor’s responsibility to level the area and place the shed accordingly?

A: Government will move sheds prior to the start of construction on site. Disregard

d. Will the sheds be emptied by others prior to relocation, or is that the contractor’s responsibility?

A: Government will move sheds prior to the start of construction on site. Disregard

e. We’ve identified that power is currently running to the sheds. Is it the contractor’s responsibility to disconnect and remove this power service?

A: Government will move sheds prior to the start of construction on site. Disregard

f. There is also a deck in front of the shed that appears long and continuous. It does not seem feasible to relocate it in one piece without cutting it. Should the contractor plan to preserve, relocate, and reconstruct the deck in the new location?

A: Government will move sheds prior to the start of construction on site. Disregard

53) Q: AISC Certification Requirement – Section 051200, Part 1.7 (Quality Assurance):

The specification currently requires that both the fabricator and installer be AISC certified. One of our interested steel subcontractors adheres to AISC standards but is not formally certified, and has requested clarification on whether this certification is an absolute requirement or if it may be waived.

They are willing to cover the cost of third-party special inspection services in lieu of AISC certification to ensure full compliance with quality assurance standards.

In our experience, requiring AISC certification in this case may unintentionally limit competition, increase project costs, and exclude otherwise qualified local vendors—many of whom are experienced, capable, and prepared to meet all other specifications through additional oversight.

We respectfully request clarification on whether the government would consider allowing qualified, non-

AISC-certified firms to participate, provided that third-party special inspections are conducted to verify full conformance with the project specifications.

A: Follow requirements for AISC certification.

69) Q: There are five storage sheds currently on site. Please confirm:

Who is responsible for relocating the sheds — the Owner or General Contractor?

A: Government will move sheds prior to the start of construction on site. Disregard C102A -

If the Owner relocates them, who is responsible for re-establishing electrical power to the sheds?

If the GC is responsible, please identify the relocation destination (on-site or off-site) and whether reconnection of utilities is included.

A: Government will move sheds prior to the start of construction on site. Disregard C102A -

73) Q: Is a specific Johnson Controls (JCI) integration vendor or contact required by the Government for connection to the Metasys server, or may any BACnet-compliant contractor perform this work?

A: All equipment must be Johnson Controls. As long as the company is certified to install Johnson

Controls SME equipment any BACnet-compliant contractor may perform the work.

80)Q: Reinforcing notes for the SOG state #4 @15" OC on S002 and S101 calls out #4 @18" OC. Please confirm which note to use for bidding purposes.

A: #4 at 15” is correct and will be changed on S101. Corrected drawings will be issued in a future amendment.

81) Q: How many storage sheds are there to be removed?

82) Q: Will these sheds need to be relocated elsewhere on the site or hauled away?

111) Q: Section 071113 (Specs) does not specify if a primer is required on all substrates, including

CMU, prior to dampproofing application. Please confirm.

Section 2.3.A notes to “Furnish auxiliary materials recommended in writing by dampproofing manufacturer for intended use and compatible with bituminous dampproofing.” This is standard masterspec verbiage to cover various conditions where the damproofing is applied. Primer is listed in Section 2.3.B if required.

151) Q: Is the contractor responsible for the demo of the small building utilities AND sheds in the new road section of demo? Please advise.

A: Government will move sheds prior to the start of construction on site. Disregard C102A -

156) Q: One of our landscaping contractors has communicated that 90% of plant material per the plant schedule for Shoshone Field Office Replacement project is unavailable in this area. Are there specific substitutions allowed when this situation occurs? Please advise on where to find acceptable substitutions for unavailable plant material or direction on how this is to be approached.

A: If a particular variety is not available, notify COR with a proposed alternative for approval from the same genus if possible. Plant material can be sourced from native wholesale growers or others within the region. If a particular variety of native plant or the specified trees are not available, notify COR, and a plant substitution may be accepted as long as the proposed substitution is native, low maintenance, and drought tolerant to meet the design intent of the planting plan.
