Approximately 25% of the structure will also extend into the adjacent open space, which slopes significantly toward the southeast and east. This area is also designated for new parking construction.
To help mitigate potential long-term corrosion concerns due to water runoff or accumulation, I’ve highlighted the relevant areas on the plans in orange for your review. Based on the site conditions:
a. Fill Requirements:
Is it the government’s expectation that the contractor will be responsible for bringing in fill material to address the slope and drainage conditions?
If so, can you please clarify the type of fill material that should be used (e.g., engineered fill, structural fill, etc.)?
A: All fill to comply with soil materials 312000, 321216, etc., and as identified on drawings.
Finished grade is shown on C106. Fills, compaction, testing, and slopes are expected to conform to
Drawings, Specifications, and Geotechnical Report requirements.
b. Footing Exposure – Southeast Side:
I have outlined the new building and highlighted the southeast footing on the existing plan. Given the slope in that area, is it expected that this portion of the footing will remain exposed, or should the contractor plan to backfill to meet grade?
A: See drawings (C106) showing finished ground grading plan.
c. Environmental Considerations:
Are there any environmental requirements, restrictions, or concerns related to work within the open space area?
A: See drawings and specifications.
42) Q: Hazardous Materials:

A: See Attachment_7_ACM_Report and Attachment_6_Idaho_Lead-
Based_Paint_Debris_Fact_Sheet
43) Q: Slab-on-Grade Confirmation:
Is the current building constructed on a slab-on-grade foundation?
A: To the best of the Government’s knowledge, yes, but field verify (see FAR 52.236-3 Site
Investigation and Conditions Affecting the Work).
44) Q: Temporary Fencing Requirements:
Is it the government’s expectation that a 6-foot chain link temporary construction fence be installed around the construction zone, or is orange mesh safety fencing acceptable?
A: See specification 015000, C10X drawings, and FAR 52.236-7 for minimum requirements.
Contractor must use appropriate measures to ensure safety of personnel, public, maintain proper control of job site, and protect property.
45) Q: Project Timeline & Milestones:
To confirm: All four phases must be completed within 550 calendar days. There are no interim milestones or deadlines for individual phases—correct?
A: PoP is extended to 750 days.
46) Q: Main Entrance Access During Sequence One:
It is our understanding that the contractor is expected to maintain access to the main entrance during construction. However, during Sequence 1, the scope includes demolition and reconstruction of the entrance asphalt, sidewalks, and access to the new parking area. Can you confirm how this is to be managed while still keeping the main entrance operational?
A: See C102A - Construction Keynote #3 and Specification 015000. At times, main entrance may need to be closed for activities such as paving. This needs to be coordinated with Contracting
Officer Representative. See also Specification 024116 1.8 B 1.
47) Q: Relocation of Existing Sheds:
a. Are the sheds shown in the attached photo expected to be relocated by the contractor using a forklift?
b. The sheds appear aged—if damage occurs during the move, will the contractor be held liable?
c. Will the new area where the shed will be placed be leveled in advance, or is it the contractor’s responsibility to level the area and place the shed accordingly?
d. Will the sheds be emptied by others prior to relocation, or is that the contractor’s responsibility?
e. We’ve identified that power is currently running to the sheds. Is it the contractor’s responsibility to disconnect and remove this power service?
f. There is also a deck in front of the shed that appears long and continuous. It does not seem feasible to relocate it in one piece without cutting it. Should the contractor plan to preserve, relocate, and reconstruct the deck in the new location?
48) Q: Access During Sequence Two – Demolition Phase:
Sequence Two includes the demolition of the existing building. Based on the demolition extent shown in the detail below, a significant portion of the area between the existing northwest parking lot and the new building will be removed—effectively cutting off direct access.
Is it the government’s expectation that the contractor create a temporary access path from the northwest parking lot to the new building during this phase? If so, please clarify the required path type (e.g., gravel, asphalt, temporary walkway, etc.) and any accessibility requirements.
A: See C102B Construction Keynotes Note 4. See specification 024116 1.8 B 2. Also see specification
015000 1.5 G and 3.6 J. 5. Temporary access paths must meet specification and accessibility requirements.
49) Q: Sheet 10 – C102D Construction Keynote Sequence 4 (Note 3):
Note 3 references ensuring the aggregate base course meets project details and specifications where new asphalt will be placed.
Can the government confirm whether it is the contractor’s responsibility to excavate and verify the existing base conditions during the bidding phase or after contract award?
A: It is the Contractor’s responsibility to investigate the site (FAR 52.236-3 Site Investigation and
Conditions Affecting the Work), to the extent possible, prior to bidding. Unless explicitly identified in the solicitation, the Government makes no guarantee of existing aggregate suitability.
Additionally, if the existing base is found not to meet project specifications, will this be addressed through a change order?

Is there a preferred manufacturer for the two pre-engineered steel structure cabanas noted on Sheet C108, or is it the contractor’s responsibility to select a manufacturer, provided the product meets the plans and specifications?
A: See previous questions regarding comparable product submission requirements. Specification
107346 may be changed in a future amendment to include specific “or equal” language.
53) Q: AISC Certification Requirement – Section 051200, Part 1.7 (Quality Assurance):
The specification currently requires that both the fabricator and installer be AISC certified. One of our interested steel subcontractors adheres to AISC standards but is not formally certified, and has requested clarification on whether this certification is an absolute requirement or if it may be waived.
They are willing to cover the cost of third-party special inspection services in lieu of AISC certification to ensure full compliance with quality assurance standards.
In our experience, requiring AISC certification in this case may unintentionally limit competition, increase project costs, and exclude otherwise qualified local vendors—many of whom are experienced, capable, and prepared to meet all other specifications through additional oversight.
We respectfully request clarification on whether the government would consider allowing qualified, non-
AISC-certified firms to participate, provided that third-party special inspections are conducted to verify full conformance with the project specifications.
54) Q: Do the Superintendent, SSHO, and QC Manager need to be 3 separate individuals?
A: See answers to Questions 27 through 29.
