About this file

This attachment provides the performance-based payment schedule and completion criteria for a federal contract involving the development and delivery of flight instruments and observatory equipment. The contract is structured with three Contract Line Item Numbers (CLINs): CLIN 001 addresses a Flight Instrument with eight major milestone payment events; CLIN 002 covers a Flight Instrument with five major milestone payment events related to observatory-level activities; and CLIN 003 includes four pre-priced change (PPC) options with monthly incremental payments for various delay scenarios.

For CLIN 001, milestone events progress from Kickoff Meeting through System Requirements Review (SRR), Preliminary Design Review (PDR), Engineering Development Unit (EDU) completion, Critical Design Review (CDR), Pre-Environmental Review (PER), FM-1 Pre-Shipment Review (PSR), and FM-2 Delivery. For CLIN 002, the milestone sequence includes Observatory Pre-Storage Review, Observatory Pre-Shipment Review, Mission Rehearsals Complete, Launch and Early on Orbit Operations, and FM-1 Commissioning and Final On-Orbit Acceptance. The offeror must propose interim payment events and amounts that flow into these government-provided major payment events, with total payments not exceeding 100 percent of the Total Firm Fixed Price and cumulative annual payments conforming to the Funding Profile in Attachment F. Detailed completion criteria are specified for each event, requiring deliverable submissions, review compliance per the Statement of Work, critical action item closure, risk management documentation, and Contracting Officer approval. The PPC options (Events 14-17) provide monthly incremental payment structures for observatory delivery delays, environmental testing support delays, launch delays with storage and post-storage testing, and extended launch delays with extended storage periods.
