About this file
This document is a Request for Proposal (RFP) cover letter from NASA's Goddard Space Flight Center for Solicitation No. 80GSFC26R0006 concerning the design, development, and fabrication of two flight X-Ray Irradiance Sensors (XRIS) for the Space Weather Next (SW Next) Space weather Observations at L1 to Advance Readiness (SOLAR) program.
The principal objective is to provide NOAA with continued and resilient space weather observations for X-ray irradiance measurement, which supports the National Weather Service's space weather predictions and actionable warnings for critical infrastructure protection across aviation, commerce, energy, space exploration, and defense sectors. The acquisition is a full and open competition under North American Industry Classification System (NAICS) code 336414 (Guided Missile and Space Vehicle Manufacturing) with a small business size standard of 1,300 employees. The contract will be Firm-Fixed Price (FFP) for three contract line items (CLINs 001-003: Flight Instrument, Post Delivery Support, and Pre-Priced Change Options) and Time & Materials (T&M) for one CLIN (004: Additional Engineering Analysis). Performance is scheduled from contract effective date through January 2034, with an anticipated award date of October 27, 2026, and contract effective date of November 2, 2026. Work will be performed offsite at the Contractor's facility. Proposals are due no later than July 6, 2026 at 5:00 PM EST and must be submitted through NASA's Enterprise File Sharing and Sync Box (EFSS Box). Offerors must disclose any intent to use Artificial Intelligence, possess a valid CAGE code matching their corporate address, and address organizational conflict of interest concerns. Questions should be directed in writing to Daniel S. Han, Contracting Officer, at daniel.s.han@nasa.gov by June 18, 2026.
