About this file
This is a pricing template for time-and-materials labor rates to be submitted with a proposal for a federal contract opportunity. The document requires offerors to propose fully-loaded hourly rates (loaded through profit) for all direct labor categories necessary to support Additional Engineering Analysis work as specified in Statement of Work Attachment A, Section 11. The template provides rate tables covering seven government fiscal years for the initial contract period (GFY 27–33, October 1 through September 30) and four additional fiscal years if Priced Performance Changes are exercised (GFY34–37).
The rates proposed shall serve as not-to-exceed ceilings for pricing task orders under the contract's Task Ordering Procedure. Contractors may propose lower rates when pricing individual task orders but cannot exceed the fully-loaded rates specified in their proposal. Additionally, offerors must complete a Position Qualifications and Descriptions table that identifies each labor category, its required qualifications, and its role description. The document provides blank rows for labor categories and fiscal year rates, indicating this is a template to be populated by the proposing contractor as part of their proposal submission.
