About this file

This is Amendment Four (A0004) to a federal contract solicitation for the Pactola Loop B Reconstruction Project located in Black Hills National Forest, Pennington County, South Dakota. The amendment provides answers to contractor questions (Questions 23-26) and updates technical specifications for treated timber and water hydrants in the Updated Pactola Loop B Specifications dated March 2, 2026.

The solicitation number is 1240LT26Q0010, with quotes due March 10, 2026, at 9:00 a.m. Central Time (10:00 a.m. Mountain Time). Responses must be submitted via email to Lucas Dahlman, Contracting Officer (lucas.dahlman@usda.gov) and Janice King, Contract Specialist (janice.king@usda.gov). The primary specification update addresses treated timber materials for walls, steps, borders, and edgers, which must be rough sawn #2 grade or better Ponderosa Pine, brown in color, and treated with ACQ, CBA, or MCA to specified retention levels. The amendment clarifies that CAD files in DWG format are available upon request from the successful bidder, that improvements to Loop B will result in only a maximum 3-hydrant increase to the existing 15-hydrant system, that four 2,000-gallon precast concrete sewer vaults will be installed at specified sites, that South Dakota excise tax is 2% on construction project gross receipts with no county sales tax, that geotechnical investigation was not completed and groundwater is not anticipated, and that rock excavation is not anticipated with only shallow excavations required. Additional clarifications address pavement specifications, stump removal requirements, design quantity variations, electrical utility provider (Black Hills Energy), sign requirements for optional items, asphalt recycling options, campground closure during construction, staging area availability, and SWPPP permit requirements.

Due to time constraints and passage of the expiration due date for questions, the Government may not respond to questions received after the issuance of this amendment.

Questions:

(The Government’s answers are in red font following each question.)

1) Would the government be able to provide the CAD electronic design files in .DWG format?

The successful bidder upon request will be provided with the CAD electronic files in DWG format. Files shared are all proprietary and shall not be used outside of this contract.

2) When will the solicitation come out for this project?

The Solicitation was issued for this project on February 3, 2026, on the www.Sam.gov website. You may search the website for the solicitation by the project’s name, Pactola Loop B Reconstruction Project, or by the Solicitation Number, 1240LT26Q0010. This is a Combined Synopsis and the SF1442 Form is no longer required. Refer to Attachment 1, the Solicitation, for the submission requirements. In addition, please read all of the supporting attachments.

3) Question/clarification regarding Attach 13. Combined Plans_Drawings _Reduced 2Feb2026 file. The majority of the drawings are 42 x 30, excluding 2, C1.1 & C7.0, they are 17 x 11. Are these correct?

Plan Drawing sheets C1.1 and C7.0 have been edited since the time of A/E plan acceptance. The information on plan drawing sheets C1.1 and C7.0 is accurate. One set of 42 x 30 plan drawings will be provided to the successful bidder.

4) Please confirm the presence of only 4 - 2000-gallon precast tanks planned for installation in host sites 34, 36, 37 and 38 following details A, B, C and D on Sheet M5.0.

4 – 2000 gallon precast concrete sewer vaults as detailed on plan drawings sheet M5.0 are to be installed at the following sites as referenced on plan drawings sheet C8.0.

Note: Option Bid Item #1, if exercised, includes 2 – 2000 gallon precast concrete sewer vaults as detailed on plan drawings sheet M5.0 to be installed at the following sites as referenced on plan drawings sheet C8.0.

Site 56 Host Site Site 57 Host Site

5) Please clarify the sales and excise taxes for this project (applicable percentages / applied to what amounts etc).

South Dakota excise tax imposed on the gross receipts for construction projects is at a rate of 2% and Pennington County does not levy a countywide sales tax. Please refer to the South Dakota Department of Revenue for more details.

6) Does Construction Industry have all the latest information and documents for this project?

The latest, most accurate information is contained within the solicitation.

7) I asked earlier about the electronic design files and Amendment 1 said they will be provided for construction. I wasn’t clear that I was looking for them now for bid preparation. Is that possible?

The www.Sam.gov website does not support the upload of DWG type files (i.e.

AutoCAD file types). Should contractors want these files, they must send an email to Janice King at janice.king@usda.gov. Requests should be made prior to the quote due date.

8) Geotechnical Report / Groundwater Conditions - Please provide the geotechnical report, if available, including subsurface exploration data, groundwater elevations, and pavement design criteria. The specifications reference dewatering procedures; however, no groundwater information or anticipated subsurface conditions were identified in the bid documents. In the absence of a geotechnical report or defined groundwater elevations, contractor will have to assume groundwater is not anticipated within typical excavation depths. Confirmation is requested.

A geotechnical investigation was not completed. Groundwater is not anticipated with typical excavation depths.

9) Pavement Section – Bid Option Areas - Please confirm the required pavement structural section for all bid option areas, including: ◦ Aggregate base thickness ◦ Asphalt http://www.sam.gov/ mailto:janice.king@usda.gov thickness ◦ Compaction requirements (percent of maximum density and test method) ◦ Required testing frequency.

10) Existing Well Capacity and Condition - Please provide existing well logs, pump test data, historical production records, and confirmation that the existing well capacity is adequate to serve the expanded Loop B demand (36 sites). If capacity is found to be insufficient during construction, please confirm that corrective measures (including well upgrades or replacement) will be treated as a change to the contract. Contractor cannot assume performance of an existing system without documented verification.

See Attachment 16: Well Log. Improvements to Loop B will result in a maximum increase of 3 hydrants to the existing 15 hydrant system.

11) Water System Disinfection, Testing, and Sampling Requirements - Please confirm the specific disinfection standards (AWWA reference), sampling protocol, laboratory requirements, number of required passing samples, and testing agency requirements.

Additionally, please confirm responsibility for all testing, laboratory fees, and retesting costs should samples fail due to existing system conditions or source water quality.

See Amended Specifications Section 331116, Part 3, 3.16

12) Stump and Root Removal Requirements - Please clarify the required depth and extent of stump and root removal within the clearing and grubbing limits, including:

• Required removal depth below finished grade:

See Specifications Section 311100, Part 3, 3.2.A

• Required removal depth below aggregate, pavement, and structural areas:

See Specifications Section 311100, Part 3, 3.2.A

• Whether full root ball extraction is required:

Full root ball extraction is not required. See Specifications Section 311100, Part 3, 3.2.A

• Whether stump grinding is acceptable in non-structural areas:

Stump grinding is acceptable.

• Backfill material and compaction requirements following stump removal:

See Specifications Section 312250, Part 3, 3.15

13) Rock Excavation – Definition and Payment - Please provide the contractual definition of rock excavation, including criteria for classification (rippable vs. non-rippable, size threshold, blasting requirements, etc.). Please clarify the method of measurement and payment if rock is encountered during trenching, roadway widening, or site grading. In the absence of a defined pay item, contractors will have to assume rock excavation is not anticipated within typical excavation depths.

See Specifications Section 312250, Part 1, 1.2.D.

See Specifications Section 312317, Part 1, 1.6.E Rock is not anticipated with this contract. Only shallow excavations are required.

14) Designed Quantity Variations (<15%) - Please confirm the procedure for adjustment if actual field quantities vary from Designed Quantities by less than 15 percent, including whether unit prices will apply to overruns or underruns.

See Specifications Section 010250, Part 2, 2.1.C.1 For increases or decreases in quantity less than 15 percent, no adjustment will be made.

Design quantities will be paid.

15) Electrical Utility Provider and Upgrade Costs - Please identify the serving electrical utility provider and confirm whether any service upgrades, transformer upgrades, meter modifications, or coordination costs are included in this contract or will be provided by the Owner.

17) Waterline Burial Depth / Frost Protection - Please confirm the required burial depth for water distribution piping and hydrants based on frost depth at approximately 4,650 ft elevation.

See Specification Section 331116, Part 3, 3.1.J

18. C7.0 has the 8 tent sites 91 – 98 called out specifically as “NOT THIS PROJECT” but the option bid sheet shows making marker signs for these sites. Are these sites being constructed by others and what option do their signs need to be in?

See specification Section 01250, Part 3, 3.2.Q.2 This Base Item requires Contractor to provide all signs shown on the Sign Plan, including those that are for Optional Items.

19. C7.0 has sits 85-90 being constructed in the base bid but the signs are listed in the option item bid on C8.1, shouldn’t these be in the base bid since the sites will be constructed in the base bid or what option do the signs go in?

See specification Section 01250, Part 3, 3.2.Q.2 This Base Item requires Contractor to provide all signs shown on the Sign Plan, including those that are for Optional Items.

20. C7.0 shows the host sites at the campground entrance 56 and 57 being option items but the signage for them is in the base bid sheet C8.0. is there to be any grading or gravel of these sites in the base bid. and from other campgrounds isn’t the host site typically right when you enter, not on the way out?

Camping Spurs 56 and 57 are to be constructed under the Base Bid Item No. 7. Option Bid Item 1 adds the improvements of water, wastewater and electric to sites 56 and 57.

21. Schedule of Items 0015 is for the overflow parking and Option 3 is access to overflow parking. C7.0 shows the entire overflow lot being option 3 when the description is “access” and all of signage is in the base bid C8.0 sheet. If the parking lot is built in the base bid isn’t access required, no matter what?

See specification Section 01250, Part 3, 3.3.C.1 This Optional Item consists of construction of a new secondary access road to the repurposed Overflow Parking Area

22. C7.0 shows the bathroom in Osprey Trailhead as Not in Project, S6.0 shows this toilet in Option 6 and there is no option 6.

Option 6 has been removed from the project.

23. Would the Owner entertain crushing the asphalt road and using it as gravel surfacing and/or subgrade basecourse? There is a potential cost savings by utilizing existing materials and not hauling them out.

Yes. The Forest Service would entertain crushing existing surfacing materials for use as gravel surfacing and/or subbase. The entire section of surfacing material, asphalt and subbase, would need to be salvaged, crushed and blended with virgin base course to attain a uniform gradation matching the specifications found in Section 321123.

24. Is Loop B to remain closed for the entire contract duration?

Loop B is to be closed when construction begins and will reopen when construction is complete. It is expected that once work has begun it will progress without interruption until completed.

25. Sheet C5.0 – Temp Staging area (A3) – Can you please clarify the location and size of the staging area?

A3 is not defined on Sheete C5.0. The entire campground will be closed for construction and available for staging.

26. Is a SWPPP Permit required?

Yes. For more detailed information on SWPPPs refer to the South Dakota Department of Agriculture and Natural Resources website.
