It was a pleasure speaking with your team and reviewing the school facilities to better understand the expectations and scope of work required.

This letter confirms our intent to provide professional, dependable cleaning services that align with Various Buildings for Lincoln operational standards. We believe that our experience, attention to detail, and commitment to excellence position us to be a valuable service provider for Various Buildings for Lincoln.

Should McCall Cleaners be awarded this contract, we are fully prepared to begin onboarding, training, and mobilization immediately. We are committed to ensuring a smooth transition and consistent service performance from day one.

Thank you again for the opportunity. We look forward to the possibility of working together.

Sincerely, Joshua O’Donnell McCall Cleaners Phone: (208) 271-1812 Email: jodonnell@mccallcleaning.com

Overview McCall Cleaners has serviced the Coeur d’Alene School District, covering over 1.1 million sq.

ft. with a team of 19 full-time employees, 5 substitutes, and 2 quality control managers, supported by a dedicated district manager. We also have performed contracts for the McCall-Donnelly School District (235,540 sq. ft.) and Cascade School District (91,270 sq. ft.)

in addition to municipal clients including McCall City Hall, McCall Public Library, and Public Works.

Founded by my wife, Kari, and me, McCall Cleaners began as a family-operated business focused on hands-on service and rigorous attention to detail. Kari brought over 15 years of experience operating a Forest Service childcare center, and my background as a Marine Corps Air Traffic Control Radar Supervisor and Crew Chief equipped me with skills in leadership, operations, and precision. We started small, refining every process ourselves to ensure quality. As demand grew, we expanded strategically—never compromising on service quality. Today, with over 30 employees, we remain committed to controlled, sustainable growth, supported by a leadership model that prioritizes accountability and client satisfaction.

Company Values Service Philosophy We believe that cleanliness is more than a task—it is a critical part of how facilities support their communities. Our service is rooted in the philosophy that every building we care for should be a reflection of the people who use it. We strive to ensure that Various Buildings for Lincoln is always safe, clean, and welcoming. Our staff understands that their role directly impacts the comfort, health, and productivity of Various Buildings for Lincoln occupants.

We view every client relationship as a partnership. Our mission extends beyond cleaning— it’s about creating spaces that are safe, welcoming, and professionally maintained.

Commitment to Controlled Growth Our growth philosophy is designed to preserve quality over quantity. We only take on contracts we are confident we can fully support with our existing managerial structure, staff, and training resources. This deliberate approach prevents the pitfalls of overexpansion, maintains personalized client service, and ensures our teams are never stretched thin.

Our refusal to franchise is intentional. We grow only when we can guarantee the quality of service will never falter.

Customer First Approach Every decision we make is guided by what will best serve our clients. Our staff are trained to go beyond cleaning tasks to consider how their work affects the day-to-day experience of

Various Buildings for Lincoln staff and visitors. Whether it’s accommodating last-minute requests, adapting to special events, or resolving issues quickly, our focus remains on delivering a service that feels truly responsive and client-centered.

Our entire team understands that the job isn’t just cleaning—it’s representing your facility with integrity, professionalism, and care every single day.

Staffing Model Our staffing model is built around a Recruitment, Training, and Accountability Framework.

This ensures consistent, high-quality service tailored to each facility’s needs.

**On-Site Training & Oversight:**

• Hands-on training at the assigned facility.

• Site-specific task checklists from day one.

• Minimum one English-fluent supervisor per shift.

• Training led by ownership or senior managers.

**Accountability & Technology:**

• ClockShark GPS-based tracking for real-time verification.

• Monitors attendance, time tracking, and compliance.

• Clients have visibility into schedules and reports.

**Manager & Staff Hiring:**

• Managers require proven operational leadership, evaluated via a detailed 40-question interview.

• Staff go through a 3-step hiring process: phone screen, in-depth interview, and on-site working trial.

• Compensation is set competitively for the local market, ensuring retention and service consistency.

Our staffing model is designed to meet the daily, weekly, and periodic janitorial needs of all designated State of Nebraska buildings under this contract, while maintaining operational efficiency and adherence to all quality standards. Staff are assigned strategically across facilities based on required service frequencies, building square footage, and site-specific security or safety requirements.

Evening shifts run from 5:00 PM to 1:30 AM, covering major buildings such as the Nebraska State Office Building (NSOB), State Patrol Headquarters, 501 Building, State Laboratory, TSB, 1526 Building, Ferguson Center, and the Executive Building. Day shifts are focused on facilities like Whitehall Campus and Surplus Property, as well as day porter duties at the 501 Building.

While exact daily personnel counts may vary slightly by facility and shift, the structure ensures all janitorial tasks are completed on schedule and to standard, including restroom sanitization, floor care, glass cleaning, trash removal, and special requests. Cross-training is emphasized so that cleaners can flexibly cover multiple facilities and responsibilities.

Employees are security-cleared where necessary and trained in sensitive or specialty areas like laboratories or law enforcement facilities.

Deep cleaning and floor finishing are assigned during lower-volume cleaning nights or scheduled in advance on weekends. All work is supervised and supported by working team leads who participate in nightly cleaning while also managing quality control and shift coverage. This model ensures consistent execution without requiring additional supervisory overhead.
