Q1. Will Prime/Sub Teaming be allowed? If yes, will the past performance of the Teaming Sub be allowed and evaluated? If yes, will a Teaming Agreement need to be submitted in the proposal?
A1. A teaming arrangement is allowed as long as the requirements of FAR 52.219-14 are met.
This is an excerpt:
“(3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
(4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.”
You are expected to submit whatever experience and past performance information you feel is necessary in order to convince the evaluators that you understand and can successfully complete the proposed work.
Q2. Is there a minimum or maximum amount of projects we can submit? Do you have a required form for the Experience & Capability section? We want to confirm that the projects listed in the Experience

A2. There is no prescribed format for the proposal. The Experience and Capability portion of the offer is limited to 15 pages. You are expected to read and comply with the requirements of Section L-5 of the solicitation. The projects used to demonstrate experience and capability do not have to be the same as the past performance examples, but it makes sense that they would be.
Q3. If we already have completed PPQ’s or CPARS can those be included in our proposal in lieu of the
PPQ provided?
